حذّر الكرملين من فرض عقوبات أمريكية محتملة على روسيا، مؤكداً أنها «تضر بالتحسن في العلاقات مع واشنطن». وأفاد بأن موسكو «على دراية بأن واشنطن لديها مثل هذه الخطط» المتعلقة بالعقوبات، في حال عدم إبرام اتفاق للسلام في أوكرانيا.
نشر قوات أوروبية
وشدد المتحدث باسم الرئاسة الروسية ديميتري بيسكوف، اليوم (الأربعاء)، على أن موقف روسيا من نشر أي قوات أوروبية في أوكرانيا «معروف على نطاق واسع»، لافتاً إلى أنها مسألة «يمكن مناقشتها»، خلال الزيارة المرتقبة للمبعوث الأمريكي ستيف ويتكوف إلى موسكو.
وقال في تصريحات للصحفيين: «موقفنا من الوحدات العسكرية الأجنبية على أراضي أوكرانيا معروف جيداً. وهو ثابت ومفهوم تماماً. وروسيا عارضت مراراً فكرة نشر قوات. لكني أكرر، هذه مسألة تخضع للمناقشة».
نتائج محادثات برلين
واستبعد بيسكوف زيارة المبعوث الأمريكي الخاص ستيف ويتكوف إلى موسكو هذا الأسبوع، مضيفاً أن موسكو تتوقع من الجانب الأمريكي تقديم معلومات بشأن نتائج المحادثات المتعلقة بالتسوية في أوكرانيا حالما تكون جاهزة.
ولفت إلى أن ويتكوف، بصفته عضواً في فريق الرئيس الأمريكي «يتبنى نهج الرئيس دونالد ترمب، لا نهج موسكو في عملية السلام الأوكرانية، واعتبر أنه «مع كل اتصال جديد مع موسكو، يحصل ويتكوف على فرصة لفهم موقف روسيا أكثر».
وأضاف: «سيتضح مدى رغبة الرئيس الأوكراني فولوديمير زيلينسكي في السلام بعد استلام الوثائق التي تتضمن مقترحات من بروكسل وكييف».
عقوبات أمريكية محتملة
ورداً على سؤال بشأن تقرير أوردته «بلومبيرغ»، يفيد بأن الولايات المتحدة تجهز حزمة جديدة عقوبات جديدة على روسيا، حال عدم موافقة موسكو على تسوية سلمية في أوكرانيا، قال بيسكوف: إنه لم يطلع على التقرير، محذراً من أن أي عقوبات تضر بجهود إصلاح العلاقات الأمريكية الروسية.
ونقلت عن أشخاص مطلعين على الأمر، بأن الولايات المتحدة تستعد لفرض جولة جديدة من العقوبات على قطاع الطاقة الروسي لزيادة الضغط على موسكو في حال رفض الرئيس فلاديمير بوتين إبرام اتفاقية سلام مع أوكرانيا.
وحسب التقرير، تدرس الولايات المتحدة خيارات مثل استهداف سفن ما يسمى بـ«أسطول الظل» الروسي المكون من ناقلات تستخدم لنقل نفط موسكو، والمتعاملين الذين يسهلون المعاملات.
ويُستخدم مصطلح «أسطول الظل» للإشارة إلى ناقلات النفط القديمة المخفية للتغلب على العقوبات الغربية المفروضة على موسكو منذ أن شنت غزواً على أوكرانيا في عام 2022.
وأضاف أن التدابير الجديدة ربما يعلن عنها هذا الأسبوع، لافتاً إلى أن وزير الخزانة الأمريكي سكوت بيسنت، ناقش هذه الخطوة عندما التقى مجموعة من السفراء الأوروبيين في وقت سابق من الأسبوع الحالي.
The Kremlin warned against the potential imposition of American sanctions on Russia, affirming that they "harm the improvement in relations with Washington." It stated that Moscow "is aware that Washington has such plans" regarding sanctions, in the event of no peace agreement being reached in Ukraine.
Deployment of European Forces
The spokesperson for the Russian presidency, Dmitry Peskov, emphasized today (Wednesday) that Russia's position on the deployment of any European forces in Ukraine is "widely known," noting that it is a matter "that can be discussed" during the upcoming visit of U.S. envoy Steve Whitehouse to Moscow.
He stated in remarks to reporters: "Our position on foreign military units on Ukrainian territory is well known. It is firm and completely understood. Russia has repeatedly opposed the idea of deploying forces. But I repeat, this is a matter subject to discussion."
Results of Berlin Talks
Peskov ruled out the visit of U.S. Special Envoy Steve Whitehouse to Moscow this week, adding that Moscow expects the U.S. side to provide information regarding the results of talks related to the settlement in Ukraine as soon as it is ready.
He pointed out that Whitehouse, as a member of the U.S. president's team, "adopts the approach of President Donald Trump, not Moscow's approach in the Ukrainian peace process," and considered that "with every new contact with Moscow, Whitehouse gets the opportunity to better understand Russia's position."
He added: "It will become clear how willing Ukrainian President Volodymyr Zelensky is for peace after receiving the documents that include proposals from Brussels and Kyiv."
Potential American Sanctions
In response to a question regarding a report by "Bloomberg," stating that the United States is preparing a new package of sanctions against Russia if Moscow does not agree to a peaceful settlement in Ukraine, Peskov said he had not seen the report, warning that any sanctions would harm efforts to repair U.S.-Russian relations.
It was reported by sources familiar with the matter that the United States is preparing to impose a new round of sanctions on the Russian energy sector to increase pressure on Moscow if President Vladimir Putin refuses to sign a peace agreement with Ukraine.
According to the report, the United States is considering options such as targeting ships of the so-called "shadow fleet" of Russia, which consists of tankers used to transport Moscow's oil, and the traders facilitating the transactions.
The term "shadow fleet" is used to refer to old oil tankers that are hidden to circumvent the Western sanctions imposed on Moscow since it launched its invasion of Ukraine in 2022.
He added that the new measures might be announced this week, noting that U.S. Treasury Secretary Scott Pisent discussed this step when he met with a group of European ambassadors earlier this week.
