في تطور لافت يكشف عن تغيير مفاجئ في الموقف الأمريكي، أفصحت شبكة CNN، أن وزارة الحرب الأمريكية «البنتاغون» منحت البيت الأبيض الضوء الأخضر لتزويد أوكرانيا بصواريخ «توماهوك» بعيدة المدى.
ويأتي القرار المثير بعد أن خلص تقييم داخلي إلى أن الخطوة لن تؤثر في مخزونات الأسلحة الأمريكية، ما يضع القرار السياسي النهائي بيد الرئيس دونالد ترمب.
وكان ترمب، أعلن خلال مأدبة غداء عمل مع الرئيس الأوكراني فولوديمير زيلينسكي في البيت الأبيض، أنه يفضل عدم تزويد أوكرانيا بالصواريخ. وقال إن صواريخ توماهوك معقدة جداً، وتحتاج إلى 6 أشهر كحد أدنى للتدريب على استخدامها، ونحن الوحيدون الذين نعرف ذلك.
استهداف العمق الروسي
ونقلت الشبكة عن 3 مسؤولين أمريكيين وأوروبيين، الجمعة، قولهم: إن هيئة الأركان المشتركة أبلغت البيت الأبيض بنتائج تقييمها قبل اجتماع ترمب مع نظيره الأوكراني، الذي سعى للحصول على الصواريخ بهدف ضرب منشآت النفط والطاقة في عمق الأراضي الروسية.
ويصل مدى صواريخ توماهوك إلى 2500 كيلومتر، ما يضع موسكو في مدى الترسانة الأوكرانية في حال حصول كييف عليها.
وأبلغ مسؤولان أوروبيان الشبكة أن التقييم عزز من موقف حلفاء واشنطن في أوروبا، والذين يرون أن الولايات المتحدة لم تعد تملك مبررات كافية لعدم تزويد أوكرانيا بالصواريخ.
العلاقات الأمريكية الروسية
وحسب CNN، فإن المسؤولين الأمريكيين والأوروبيين فوجئوا بتغيّر موقف ترمب بشكل مفاجئ، إذ قال خلال كلمته الافتتاحية في مأدبة غداء بالبيت الأبيض مع نظيره الأوكراني إن الولايات المتحدة «بحاجة» إلى صواريخ «توماهوك»، وأبلغ زيلينسكي خلف الأبواب المغلقة بأن واشنطن لن تقدمها «في الوقت الراهن على الأقل».
وجاء قرار ترمب بعد يوم واحد من مكالمة هاتفية مع الرئيس الروسي فلاديمير بوتين، الذي قال إن صواريخ «توماهوك» قد تضرب مدناً روسية كبرى مثل موسكو وسانت بطرسبورج، وإنها لن تُحدث أثراً كبيراً في ساحة المعركة، لكنها ستضر بالعلاقات الأمريكية الروسية، بحسب ما نقلته CNN، التي أكدت أن ترمب لم يستبعد أبداً خيار تزويد أوكرانيا بالصواريخ، مشيرةً إلى أن إدارته أعدت خططاً لتسليمها بسرعة في حال أعطى الأمر بذلك.
إطلاق من البر
وخلال الأسابيع الأخيرة، ازداد استياء ترمب من رفض بوتين الدخول في مفاوضات سلام جدية، ما دفعه إلى الموافقة، الأسبوع الماضي، على فرض عقوبات جديدة على أكبر شركتين روسيتين للنفط، وتأجيل اجتماع كان مقرراً بينهما في العاصمة المجرية بودابست لمناقشة الملف الأوكراني.
ورغم أن البنتاغون لا تُبدي قلقاً حيال المخزونات، فإن المسؤولين العسكريين الأمريكيين لا يزالون يبحثون كيفية تدريب أوكرانيا على استخدام الصواريخ وآليات نشرها، إذ توجد مسائل تشغيلية عدة تتطلب حلولاً قبل أن تتمكن كييف من استخدامها بفعالية.
وأوضحت الشبكة أن من بين الأسئلة العالقة كيفية إطلاق أوكرانيا الصواريخ في حال تم تسليمها، إذ تُطلق عادةً من السفن أو الغواصات، بينما يعاني الأسطول الأوكراني من ضعف شديد، ما يعني أن الإطلاق سيتم على الأرجح من البر.
ووفق الشبكة الأمريكية، قال مسؤولون أوروبيون «حتى إن لم ترغب واشنطن في تقديم منصات إطلاق، فإن أوكرانيا قادرة على إيجاد حل بديل، مؤكدين أن مهندسيها نجحوا سابقاً في تعديل صواريخ "ستورم شادو" البريطانية لتعمل على مقاتلاتها السوفييتية القديمة.
In a notable development revealing a surprising shift in the American stance, CNN reported that the U.S. Department of Defense, known as the Pentagon, has granted the White House the green light to supply Ukraine with long-range "Tomahawk" missiles.
The exciting decision comes after an internal assessment concluded that the move would not affect U.S. weapon stockpiles, placing the final political decision in the hands of President Donald Trump.
Trump announced during a working lunch with Ukrainian President Volodymyr Zelensky at the White House that he preferred not to supply Ukraine with missiles. He stated that Tomahawk missiles are very complex and require at least six months of training to use, and that only the U.S. knows how to do that.
Targeting Deep into Russia
CNN quoted three American and European officials on Friday, stating that the Joint Chiefs of Staff informed the White House of their assessment results before Trump’s meeting with his Ukrainian counterpart, who sought the missiles to strike oil and energy facilities deep within Russian territory.
The range of Tomahawk missiles reaches 2,500 kilometers, which puts Moscow within the reach of the Ukrainian arsenal if Kyiv acquires them.
Two European officials told the network that the assessment bolstered the position of Washington's allies in Europe, who believe that the United States no longer has sufficient justifications for not supplying Ukraine with the missiles.
U.S.-Russian Relations
According to CNN, American and European officials were surprised by Trump’s sudden change of position, as he stated during his opening remarks at the White House lunch with his Ukrainian counterpart that the United States "needs" Tomahawk missiles, and informed Zelensky behind closed doors that Washington would not provide them "at least for the time being."
Trump's decision came just one day after a phone call with Russian President Vladimir Putin, who said that Tomahawk missiles could strike major Russian cities like Moscow and St. Petersburg, and that they would not have a significant impact on the battlefield, but would harm U.S.-Russian relations, according to CNN, which confirmed that Trump never ruled out the option of supplying Ukraine with the missiles, noting that his administration had prepared plans for a swift delivery should the order be given.
Launch from Land
In recent weeks, Trump’s frustration with Putin's refusal to engage in serious peace negotiations has increased, prompting him to agree last week to impose new sanctions on Russia's two largest oil companies and to postpone a scheduled meeting between them in the Hungarian capital Budapest to discuss the Ukrainian issue.
Although the Pentagon does not express concern about stockpiles, U.S. military officials are still exploring how to train Ukraine to use the missiles and the mechanisms for deploying them, as there are several operational issues that require solutions before Kyiv can effectively use them.
The network clarified that among the lingering questions is how Ukraine would launch the missiles if delivered, as they are typically launched from ships or submarines, while the Ukrainian fleet suffers from severe weakness, meaning that the launch will likely occur from land.
According to the American network, European officials stated, "Even if Washington does not wish to provide launch platforms, Ukraine is capable of finding an alternative solution," emphasizing that its engineers previously succeeded in modifying British "Storm Shadow" missiles to work on its old Soviet fighters.
