اتفقت الفصائل الفلسطينية خلال اجتماع في القاهرة، على تسليم إدارة قطاع غزة إلى لجنة مؤقتة من أبناء القطاع المنكوب. وأعلنت الفصائل خلال بيان مشترك، اليوم (الجمعة)، دعم ومواصلة تنفيذ إجراءات اتفاق وقف إطلاق النار بما في ذلك انسحاب إسرائيل، ورفع الحصار بشكل كامل، وفتح جميع المعابر بما فيها معبر رفح، وإدخال الاحتياجات الإنسانية والصحية كافة، وبدء عملية إعمار شاملة.
وأكدت القوى المجتمعة أن المرحلة الراهنة تتطلب موقفاً وطنياً موحداً ورؤية سياسية وطنية تقوم على وحدة الكلمة، مع رفض أشكال الضم والتهجير كافة.
واتفقت الفصائل على تسليم إدارة قطاع غزة إلى لجنة فلسطينية مؤقتة من أبناء القطاع تتشكل من المستقلين «التكنوقراط»، تتولى تسيير شؤون الحياة والخدمات الأساسية بالتعاون مع الدول العربية والمؤسسات الدولية، وإنشاء لجنة دولية تشرف على تمويل وتنفيذ إعادة إعمار القطاع.
وشددت الفصائل على اتخاذ جميع الإجراءات اللازمة لحفظ الأمن والاستقرار في القطاع، مؤكدين أهمية استصدار قرار أممي بشأن القوات الأممية المؤقتة المزمع تشكيلها لمراقبة وقف إطلاق النار.
وقررت الفصائل الدعوة إلى إنهاء كافة أشكال التعذيب والانتهاكات بحق الأسرى في السجون الإسرائيلية وضرورة الالتزام بالقوانين والمواثيق الدولية.
وأعلنت عن مواصلة العمل المشترك لتوحيد الرؤى والمواقف لمجابهة التحديات مع الدعوة إلى عقد اجتماع عاجل لكافة القوى والفصائل الفلسطينية للاتفاق على إستراتيجية وطنية وتفعيل منظمة التحرير الفلسطينية الممثل الشرعي والوحيد للشعب الفلسطيني.
الوصول إلى توافق فلسطيني
يذكر أن العاصمة المصرية القاهرة تستضيف هذه الأيام مباحثات بين الفصائل الفلسطينية للوصول إلى توافق فلسطيني في إطار المرحلة الثانية من خطة الرئيس الأمريكي ترمب، وتم التوافق خلال اللقاءات على دعم ومواصلة تنفيذ إجراءات اتفاق وقف إطلاق النار.
ودخلت المرحلة الأولى من خطة غزة التي طرحها ترمب حيز التنفيذ في العاشر من أكتوبر الحالي، إلا أنها لا تزال هشة، خصوصاً بعد الاختراقات الإسرائيلية التي شهدتها قبل أيام، وسط مساعٍ أمريكية مكثفة لتثبيتها والانتقال للمرحلة الثانية. فيما تقضي المرحلة الثانية بإعادة إعمار القطاع الفلسطيني المدمر، فضلاً عن سحب السلاح منه.
The Palestinian factions agreed during a meeting in Cairo to hand over the administration of the Gaza Strip to a temporary committee made up of residents from the affected area. The factions announced in a joint statement today (Friday) their support for and continuation of the implementation of the ceasefire agreement, including Israel's withdrawal, the complete lifting of the blockade, the opening of all crossings including the Rafah crossing, the entry of all humanitarian and health needs, and the initiation of a comprehensive reconstruction process.
The gathered forces emphasized that the current phase requires a unified national stance and a national political vision based on a united front, while rejecting all forms of annexation and displacement.
The factions agreed to hand over the administration of the Gaza Strip to a temporary Palestinian committee made up of independent "technocrats," who will manage the affairs of life and basic services in cooperation with Arab countries and international institutions, and to establish an international committee to oversee the funding and implementation of the reconstruction of the sector.
The factions stressed the need to take all necessary measures to maintain security and stability in the sector, affirming the importance of issuing a UN resolution regarding the temporary international forces that are to be formed to monitor the ceasefire.
The factions decided to call for the end of all forms of torture and violations against prisoners in Israeli jails and the necessity of adhering to international laws and treaties.
They announced the continuation of joint work to unify visions and positions to confront challenges, calling for an urgent meeting of all Palestinian forces and factions to agree on a national strategy and to activate the Palestine Liberation Organization as the legitimate and sole representative of the Palestinian people.
Reaching a Palestinian Consensus
It is noteworthy that the Egyptian capital, Cairo, is currently hosting talks between Palestinian factions to reach a Palestinian consensus within the framework of the second phase of President Trump's plan. During the meetings, there was agreement to support and continue implementing the ceasefire agreement procedures.
The first phase of the Gaza plan proposed by Trump came into effect on October 10 of this month, but it remains fragile, especially after the Israeli breaches witnessed a few days ago, amid intensive American efforts to stabilize it and move to the second phase. The second phase involves the reconstruction of the devastated Palestinian sector, as well as the disarmament of the area.
