كشفت وسائل إعلام عربية، اليوم (الخميس)، مسودة المرحلة الأولى من اتفاق وقف إطلاق النار، التي تم التوافق عليها، أمس (الأربعاء)، في شرم الشيخ، بين إسرائيل وحركة حماس بوساطة دولية وإقليمية.
وتضمنت المرحلة الأولى تفاصيل إجراءات وآليات لتنفيذ اتفاق تبادل المحتجزين الإسرائيليين والأسرى الفلسطينيين، بهدف العودة إلى الهدوء المستدام وتحقيق وقف دائم لإطلاق النار بين الطرفين، ونص البند الأول، المتعلق بالاستعدادات للمرحلة الثانية من الاتفاق، على التوصل إلى توافق نهائي لتنفيذ اتفاق 27 مايو 2024 لتبادل الرهائن والأسرى.
انسحاب القوات الإسرائيلية
وشدد البند الثاني على انسحاب القوات الإسرائيلية شرقا من المناطق المكتظة بالسكان على طول حدود قطاع غزة، بما في ذلك وادي غزة، «محور نتساريم ودوار الكويت»، على أن تعيد القوات الإسرائيلية انتشارها في محيط 700 متر، باستثناء 5 نقاط محددة ستزيد بما لا يتجاوز 40 مترا إضافية، يحددها الجانب الإسرائيلي جنوب وغرب الحدود، وذلك بناء على الخرائط المتفق عليها بين الجانبين وسترفق بالاتفاق.
وحدد البند الثالث المتعلق بتبادل الأسرى، إطلاق سراح 9 رهائن من المرضى والجرحى من قائمة الـ33 مقابل إطلاق سراح 110 سجناء فلسطينيين محكومين بالمؤبد، كما ستطلق إسرائيل سراح ألف معتقل من غزة أوقفوا بعد 8 أكتوبر 2023 ولم يشاركوا في أحداث 7 أكتوبر 2023.
محور فيلادلفيا
ونص البند على فئة كبار السن من الرجال فوق الـ50 عاما، من ضمن قائمة الـ33، الذين سيتم إطلاق سراحهم، بينما تطرق البند الرابع إلى محور فيلادلفيا، ونص على قيام الجانب الإسرائيلي بخفض القوات تدريجيا في منطقة المر خلال المرحلة الأولى، وفقا للخرائط المتفق عليها والاتفاق بين الجانبين.
وأشار إلى أنه بعد إطلاق سراح آخر رهينة من المرحلة الأولى، في اليوم الـ42، تبدأ القوات الإسرائيلية انسحابها وتستكمله بما لا يتجاوز اليوم الـ50.
وفيما يتعلق بمعبر رفح، أشار البند الخامس إلى أن المعبر سيكون جاهزا لنقل المدنيين والجرحى بعد إطلاق سراح جميع النساء (المدنيات والمجندات)، وستعمل إسرائيل على تجهيز المعبر فور توقيع الاتفاق، وستعيد القوات الإسرائيلية انتشارها حول معبر رفح وفقا للخرائط المرفقة، وسيسمح بعبور 50 فردا من العسكريين الجرحى يوميا برفقة 3 أفراد مع الحصول على موافقة إسرائيل ومصر، وسيتم تشغيل المعبر استنادا إلى مشاورات أغسطس 2024 مع مصر.
المرضى والجرحى
ونص البند السادس على خروج المرضى والجرحى المدنيين عبر معبر رفح، وفقا للبند الـ12 من اتفاق 27 مايو 2024، كما نص البند السابع على عودة النازحين داخليا دون حمل السلاح (محور نتساريم)، على أساس اتفاق 27 مايو 2024، وأنه سيسمح في اليوم السابع للنازحين داخليا المشاة بالعودة شمالا، دون حمل السلاح ودون تفتيش عبر شارع الرشيد، وفي اليوم الـ22، سيسمح لهم بالعودة شمالا من شارع صلاح الدين أيضا دون تفتيش.
وذكرت المسودة أنه سيتم في اليوم السابع السماح للمركبات بالعودة شمال محور نتساريم بعد فحصها من قبل شركة خاصة يتم تحديدها من قبل الوسطاء بالتنسيق مع الجانب الإسرائيلي، وبناء على آلية متفق عليها.
المساعدات الإغاثية
وتضمن البند الثامن بروتوكول المساعدات الإنسانية، التي سيتم توزيعها استنادا للبروتوكول الإنساني الذي تم الاتفاق عليه تحت إشراف الوسطاء.
وأشارت مصادر مصرية مطلعة، إلى أن فريقا مشتركا يضم مصر وقطر وتركيا والولايات المتحدة، فضلا عن ممثلين عن حماس وإسرائيل، سيعمل ضمن غرفة عمليات مشتركة لضمان تنفيذ المرحلة الأولى من الاتفاق، ما يمنع أي احتكاك أو خلاف قد يفجر الوضع.
وكانت حماس أكدت بدورها في وقت سابق، اليوم، أنها تلقت ضمانات من الوسطاء والولايات المتحدة على تنفيذ إسرائيل للاتفاق.
Arabic media outlets revealed today (Thursday) the draft of the first phase of the ceasefire agreement, which was agreed upon yesterday (Wednesday) in Sharm El Sheikh between Israel and Hamas with international and regional mediation.
The first phase included details of procedures and mechanisms for implementing the agreement on the exchange of Israeli detainees and Palestinian prisoners, aiming to return to sustainable calm and achieve a permanent ceasefire between the two parties. The first clause, related to preparations for the second phase of the agreement, stipulated reaching a final consensus to implement the agreement of May 27, 2024, for the exchange of hostages and prisoners.
Withdrawal of Israeli Forces
The second clause emphasized the withdrawal of Israeli forces eastward from densely populated areas along the Gaza Strip borders, including the Gaza Valley, "Netzarim Axis and Kuwait Roundabout," with Israeli forces to redeploy within a radius of 700 meters, except for 5 specific points that will increase by no more than an additional 40 meters, determined by the Israeli side south and west of the border, based on maps agreed upon by both sides and attached to the agreement.
The third clause regarding the exchange of prisoners specified the release of 9 hostages who are sick and injured from the list of 33 in exchange for the release of 110 Palestinian prisoners sentenced to life imprisonment. Israel will also release a thousand detainees from Gaza who were arrested after October 8, 2023, and did not participate in the events of October 7, 2023.
Philadelphi Axis
The clause stipulated the release of elderly men over 50 years old from the list of 33 who will be released, while the fourth clause addressed the Philadelphi Axis, stipulating that the Israeli side would gradually reduce forces in the area during the first phase, according to the agreed-upon maps and the agreement between the two sides.
It was noted that after the last hostage is released from the first phase, on the 42nd day, Israeli forces will begin their withdrawal and complete it by no later than the 50th day.
Regarding the Rafah crossing, the fifth clause indicated that the crossing would be ready to transport civilians and the injured after the release of all women (civilians and soldiers). Israel will work to prepare the crossing immediately after signing the agreement, and Israeli forces will redeploy around the Rafah crossing according to the attached maps. It will allow the passage of 50 wounded military personnel daily accompanied by 3 individuals with the approval of Israel and Egypt, and the crossing will operate based on consultations in August 2024 with Egypt.
The Sick and Injured
The sixth clause stipulated the exit of sick and injured civilians through the Rafah crossing, according to clause 12 of the agreement of May 27, 2024. The seventh clause stipulated the return of internally displaced persons without carrying weapons (Netzarim Axis), based on the agreement of May 27, 2024, allowing internally displaced pedestrians to return north on the seventh day without carrying weapons and without inspection via Al-Rasheed Street. On the 22nd day, they will also be allowed to return north from Salah al-Din Street without inspection.
The draft mentioned that on the seventh day, vehicles would be allowed to return north along the Netzarim Axis after being inspected by a private company designated by the mediators in coordination with the Israeli side, based on an agreed-upon mechanism.
Relief Aid
The eighth clause included the protocol for humanitarian aid, which will be distributed based on the humanitarian protocol agreed upon under the supervision of the mediators.
Informed Egyptian sources indicated that a joint team comprising Egypt, Qatar, Turkey, and the United States, as well as representatives from Hamas and Israel, will operate within a joint operations room to ensure the implementation of the first phase of the agreement, preventing any friction or dispute that could escalate the situation.
Hamas also confirmed earlier today that it received guarantees from the mediators and the United States regarding Israel's implementation of the agreement.
