أفصحت وثيقة جديدة أن مكتب التحقيقات الفيدرالي (FBI)، خلال إدارة الرئيس السابق جو بايدن، على سجلات هواتف 9 أعضاء جمهوريين في الكونغرس، بينهم ثمانية من أعضاء مجلس الشيوخ الحاليين، في إطار تحقيق يُعرف باسم «الصقيع القطبي» (Arctic Frost) المتعلق بمزاعم التدخل في انتخابات الرئاسة الأمريكية عام 2020.
بينما لم تتضح الأسباب الدقيقة وراء استهداف المكتب لهؤلاء المشرعين، فإن الوثيقة التي كشفت العملية جرى تسليمها إلى الكونغرس، قبل أن يقوم رئيس اللجنة القضائية في مجلس الشيوخ عن ولاية أيوا السيناتور تشاك غراسلي، بنشرها رسميًا للعلن، أمس (الإثنين).
محاسبة المتورطين
ونقلت صحيفة «نيويورك بوست» الأمريكية، عن غراسلي قوله في بيان: «استنادًا إلى الأدلة الحالية، فإن تحقيق Arctic Frost وما صاحبه من تسليح سياسي للأجهزة الفيدرالية في عهد بايدن ربما كان أسوأ من فضيحة ووترغيت». وأضاف: «ما كشفته اليوم يعبّر عن سلوك سياسي مروّع وغير دستوري من قبل مكتب التحقيقات في عهد بايدن. ودعا النائب العام ومدير الـ «إف بي آي» كاش باتيل، إلى محاسبة المتورطين فورًا».
وبحسب الوثيقة، بدأ التحقيق في أبريل 2022، وتولّى الإشراف عليه المستشار الخاص السابق جاك سميث في نهاية العام، وركّز التحقيق على الجهود التي بذلها الرئيس السابق والحالي دونالد ترمب وحلفاؤه للطعن في نتائج انتخابات 2020، بما في ذلك محاولات تقديم قوائم بديلة من المندوبين الانتخابيين.
دهشة المشرعين
وحسب الوثيقة المؤرخة في 27 سبتمبر 2023 والمعنونة بـCAST Assistance، فإن الـFBI أجرى تحليلًا أوليًا لسجلات الاتصالات المحدودة، واستهدف عددًا من المشرعين الجمهوريين البارزين بينهم: ليندسي غراهام، بيل هيغرتي، جوش هاولي، دان سوليفان، تومي توبرفيل، رون جونسون، سينثيا لوميس، مارشا بلاكبيرن، والنائب مايك كيلي.
وأكد السيناتور رون جونسون أن فريق مدير الـFBI الحالي اكتشف الوثيقة، فيما أبدى المشرعون دهشتهم، مؤكدين أنهم لا يعرفون سبب استهدافهم. وقال السيناتور هيغرتي: «الشيء الوحيد المشترك بيننا أننا جميعا جمهوريون».
استدعاء شخصيات بارزة
ويُعتقد أن المكتب لم يكن يتنصت فعليًا على المكالمات، بل جمع بيانات حول الأرقام التي تم الاتصال بها وتوقيتها. وقال باتيل في بيان: «لقد اكتشفنا دليلًا على أن سجلات هواتف مشرعين أمريكيين صودرت لأغراض سياسية. هذا التجاوز في السلطة يجب أن يتوقف الآن».
وأضاف أن المكتب تحت قيادته سيلتزم بالشفافية والمساءلة ولن يُستخدم مجددًا كسلاح ضد الشعب الأمريكي.
وتعهد غراسلي بأن الكونغرس سيواصل التحقيق في القضية، لافتا إلى احتمال استدعاء شخصيات بارزة مثل جاك سميث والمدير السابق للـFBI كريستوفر راي للإدلاء بشهاداتهم حول القضية، مؤكدًا: «إذا لم يُحاسب أحد، فلن يتغير شيء في واشنطن».
وزعم عدد من المبلّغين في وقت سابق أن FBI حصل على بيانات هواتف ترمب ونائبه مايك بنس ضمن التحقيق ذاته، وتحدثت تقارير أن المكتب راقب نحو 92 مجموعة أو شخصية مرتبطة بالحزب الجمهوري، بينها منظمة Turning، rctic Frost.
A new document revealed that the Federal Bureau of Investigation (FBI), during the administration of former President Joe Biden, accessed the phone records of 9 Republican members of Congress, including eight current senators, as part of an investigation known as "Arctic Frost" related to allegations of interference in the 2020 U.S. presidential election.
While the exact reasons for the bureau targeting these lawmakers remain unclear, the document that disclosed the operation was delivered to Congress before the chairman of the Senate Judiciary Committee from Iowa, Senator Chuck Grassley, officially published it to the public yesterday (Monday).
Accountability for Those Involved
The American newspaper "New York Post" quoted Grassley as saying in a statement: "Based on the current evidence, the Arctic Frost investigation and the accompanying political weaponization of federal agencies during Biden's term may have been worse than the Watergate scandal." He added: "What I revealed today reflects horrific and unconstitutional political behavior by the FBI during Biden's administration. I called for the Attorney General and FBI Director Kash Patel to hold those involved accountable immediately."
According to the document, the investigation began in April 2022, overseen by former special counsel Jack Smith at the end of the year, focusing on the efforts made by former and current President Donald Trump and his allies to contest the results of the 2020 election, including attempts to submit alternative slates of electors.
Astonishment of Lawmakers
According to the document dated September 27, 2023, titled CAST Assistance, the FBI conducted a preliminary analysis of limited communication records and targeted several prominent Republican lawmakers, including: Lindsey Graham, Bill Hagerty, Josh Hawley, Dan Sullivan, Tommy Tuberville, Ron Johnson, Cynthia Lummis, Marsha Blackburn, and Representative Mike Kelly.
Senator Ron Johnson confirmed that the current FBI director's team discovered the document, while lawmakers expressed their astonishment, stating they did not know why they were targeted. Senator Hagerty said: "The only thing we have in common is that we are all Republicans."
Summoning Prominent Figures
It is believed that the bureau was not actually eavesdropping on calls but was collecting data on the numbers that were called and the timing. Patel stated in a statement: "We have found evidence that the phone records of American lawmakers were seized for political purposes. This abuse of power must stop now."
He added that under his leadership, the bureau will adhere to transparency and accountability and will not be used again as a weapon against the American people.
Grassley pledged that Congress would continue to investigate the matter, noting the possibility of summoning prominent figures such as Jack Smith and former FBI Director Christopher Wray to testify about the case, emphasizing: "If no one is held accountable, nothing will change in Washington."
Several whistleblowers previously claimed that the FBI obtained the phone data of Trump and his vice president Mike Pence as part of the same investigation, and reports indicated that the bureau monitored about 92 groups or individuals linked to the Republican Party, including the Turning organization, Arctic Frost.
