حذر الرئيس الفرنسي إيمانويل ماكرون، اليوم (الخميس)، الأوروبيين من خطورة السماح لأسطول الشبح الروسي بتصدير النفط والالتفاف على العقوبات الغربية، مشدداً على ضرورة تنظيم الصفوف «بالتنسيق الوثيق» مع حلف شمال الأطلسي (الناتو) لزيادة الضغط على الأسطول.
وقال ماكرون في افتتاح قمة الجماعة السياسية الأوروبية في كوبنهاغن: من المهم للغاية زيادة الضغط على الأسطول الشبح لأن ذلك يخفض بقوة قدرة روسيا على تمويل الحرب، مؤكداً أهمية العمل في إطار تحالف الراغبين الذي يضم دولا تدعم أوكرانيا عسكريا بالتعاون الوثيق مع الناتو من أجل تحديد طريقة تعزيز فعالية هذا العمل المشترك إلى حده الأقصى.
تفتيش ناقلات النفط
وأشار ماكرون إلى أن الضغط على روسيا يمكن أن يمر عبر تكثيف عمليات التفتيش للتأكد من التزام ناقلات النفط بالقوانين الدولية، كاشفاً اعتراض سفينة مشبوهة، (السبت)، قبالة السواحل الفرنسية وعمليات التفتيش التي حصلت على متنها.
ولفت إلى أن السفينة كانت مسجّلة تحت علم مزيّف، وخضعت لتفتيش في إستونيا خلال مارس الماضي للأسباب ذاتها، لافتاً إلى أن عمليات مماثلة يمكن أن تقوّض النموذج الاقتصادي لتمويل المجهود الحربي الروسي عبر احتجاز السفن أياما أو أسابيع وإجبارها على إعادة تنظيم نفسها.
دعم النفط للمجهود الحربي الروسي
وأوضح ماكرون أن تجارة النفط المرتبطة بالأسطول الشبح الذي يضم مئات السفن، تمثل أكثر من 30 مليار يورو من ميزانية روسيا، وتساهم في تمويل 30 إلى 40% من مجهودها الحربي.
وحول الطائرات المسيّرة التي تنتهك الأجواء الأوروبية، شدد ماكرون على ضرورة تدميرها، مطالباً بخطاب واضح وتعزيز عنصر المفاجأة وزيادة الغموض الإستراتيجي لإبقاء موسكو في حالة شك حيال طبيعة الرد المحتمل.
French President Emmanuel Macron warned Europeans today (Thursday) about the dangers of allowing the Russian phantom fleet to export oil and circumvent Western sanctions, emphasizing the need to organize ranks "in close coordination" with NATO to increase pressure on the fleet.
Macron stated at the opening of the European Political Community summit in Copenhagen: It is extremely important to increase pressure on the phantom fleet as it significantly reduces Russia's ability to finance the war, stressing the importance of working within the coalition of willing nations that support Ukraine militarily in close cooperation with NATO to determine how to maximize the effectiveness of this joint effort.
Inspection of Oil Tankers
Macron pointed out that pressure on Russia could come through intensifying inspection operations to ensure that oil tankers comply with international laws, revealing the interception of a suspicious ship (on Saturday) off the French coast and the inspections that took place on board.
He noted that the ship was registered under a fake flag and had been inspected in Estonia last March for the same reasons, indicating that similar operations could undermine the economic model for financing the Russian war effort by detaining ships for days or weeks and forcing them to reorganize themselves.
Oil Support for the Russian War Effort
Macron clarified that the oil trade linked to the phantom fleet, which includes hundreds of ships, represents more than 30 billion euros of Russia's budget and contributes to financing 30 to 40% of its war effort.
Regarding the drones that violate European airspace, Macron stressed the need to destroy them, calling for a clear message, enhancing the element of surprise, and increasing strategic ambiguity to keep Moscow in doubt about the nature of the potential response.
