فيما أعلنت حركة حماس أنها لم تستلم أي مقترحات جديدة بشأن وقف الحرب، مؤكدة في بيان اليوم (الأحد) استعدادها لدراسة أي مقترح يصلها من الوسطاء «بكل إيجابية ومسؤولية»، أفصحت صحيفة «واشنطن بوست» عن تفاصيل جديدة بشأن خطة الرئيس دونالد ترمب للسلام في غزة. وأفادت بأن الخطة تقضي بوقف فوري لجميع العمليات العسكرية في القطاع المنكوب، وتترك الباب مفتوحاً لإمكانية إقامة الدولة الفلسطينية.
خطة الـ21 بنداً
وتتضمن الخطة المكونة من 21 بنداً نقاطاً منها: نزع سلاح حماس، إنشاء قوة أمنية دولية، وخطة تنمية لإعادة إعمار غزة.
وحسب الصحيفة الأمريكية، فإن الخطة تبدأ بوقف فوري لجميع العمليات العسكرية، وتجميد الوضع على الأرض، وإطلاق سراح جميع المحتجزين البالغ عددهم 20 شخصاً خلال 48 ساعة، وتسليم جثامين أكثر من 20 شخصاً يُعتقد أنهم قتلى.
ووفقاً للخطة، التي حصلت عليها الصحيفة وأكدها مسؤولون من دولتين اطلعتا عليها، سيتم تدمير جميع أسلحة حماس الهجومية، ومنح عفو لمن ينضمون إلى «عملية السلام»، وتسهيل سفر أعضاء حماس الراغبين في مغادرة غزة إلى دول أخرى.
لا موافقة من إسرائيل وحماس
ولم تعلن إسرائيل أو حماس حتى الآن الموافقة على الخطة التي شاركها مسؤولون أمريكيون مع حكومات إقليمية وحليفة في اجتماعات رفيعة المستوى في الأمم المتحدة خلال الأسبوع الماضي، بحسب الصحيفة. ويتوقع أن يضغط ترمب على رئيس وزراء الاحتلال بنيامين نتنياهو لقبولها خلال لقائهما غداً (الاثنين) في البيت الأبيض.
وبينما أفاد مسؤول إسرائيلي بأن القيادة الإسرائيلية لا تزال بحاجة لمراجعة الخطة قبل الاجتماع، قال مسؤولون إقليميون إن حماس لم تتلقَ نسخة من الخطة حتى الآن.
ولا يزال من غير الواضح ما إذا كانت بنود الخطة المتعلقة بالحكم والترتيبات الأمنية وإعادة الإعمار والتنمية في غزة قد بدأت تنفذ، أو مدى سرعة تنفيذها في حال اقتراب وقف إطلاق النار.
غموض يكتنف المقترح الأمريكي
الخطة الأمريكية لا توضح تفاصيل كيفية أو تسلسل تنفيذ بنودها الـ21، باستثناء وقف إطلاق النار الأولي، وإطلاق سراح المحتجزين، وزيادة المساعدات الإنسانية.
ومع أنها نصت على عدم إجبار سكان غزة على المغادرة، وأن لكل من يغادر الحق في العودة، إلا أنها لا تتناول مكان إقامة هؤلاء السكان أثناء تنفيذ «خطة ترمب للتنمية الاقتصادية لإعادة إعمار القطاع».
واعتبر مسؤول إقليمي أنه: «لا شيء نهائياً حتى الآن.. هذه مجرد أفكار أولية»، مضيفاً: «لا تزال هناك أمور تحتاج إلى مزيد من التفصيل».
وتشمل المقترحات بعض التفاصيل الدقيقة، إذ تنص على أنه بعد إطلاق سراح جميع الأسرى ستطلق إسرائيل سراح 250 أسيراً محكومين بالسجن المؤبد، إضافة إلى 1700 من سكان غزة الذين اعتقلوا بعد 7 أكتوبر. وستفرج إسرائيل عن جثامين 15 شخصاً من سكان غزة مقابل كل جثة لأسير إسرائيلي يتم تسليمها.

دخول مساعدات وتأهيل البنية التحتية
ومع قبول الاتفاقية، تتحدث الخطة عن إرسال المساعدات الكاملة إلى قطاع غزة فوراً، بما في ذلك إعادة تأهيل البنية التحتية (المياه والكهرباء والصرف الصحي) وإعادة تأهيل المستشفيات والمخابز، وإدخال المعدات اللازمة لإزالة الأنقاض وفتح الطرق؛ لكن الخطة لا تتطرق إلى الجهة التي ستتولى هذا العمل أو تمويله.
وتنص على أنه «سيتم إدخال المساعدات وتوزيعها دون تدخل من الطرفين، من خلال الأمم المتحدة ووكالاتها، إضافة إلى المؤسسات الدولية الأخرى غير المرتبطة بأي شكل من الأشكال بأي من الطرفين».
حكومة فلسطينية انتقالية
وتتضمن الخطة إنشاء حكومة انتقالية مؤقتة من فلسطينيين مؤهلين وخبراء دوليين لإدارة الخدمات العامة اليومية في غزة. وتشرف على الحكومة «هيئة دولية جديدة» أنشأتها الولايات المتحدة بالتشاور مع دول أخرى، بينما ستواصل السلطة الفلسطينية في الضفة الغربية إصلاحاتها الداخلية حتى تصبح مؤهلة لإدارة غزة في المستقبل.
وستعمل الولايات المتحدة بحسب الصحيفة «بالتعاون مع الشركاء العرب والدوليين على إنشاء قوة استقرار دولية مؤقتة لتنفيذ مهامها على الفور والإشراف على الوضع الأمني في غزة» أثناء تدريب القوات الفلسطينية، مع التأكيد على انسحاب الجيش الإسرائيلي تدريجياً من المناطق التي يحتلها في غزة، وانسحاب قوات الاحتلال في نهاية المطاف.
إقامة دولة فلسطينية
وأفصحت «واشنطن بوست» أن البندين الأخيرين من الوثيقة موجهان إلى أكثر من 150 دولة اعترفت بدولة فلسطين، وإلى الحكومات العربية التي أكدت أنها لن تقبل أي اتفاق سلام دون إشارة واضحة إلى إمكانية إقامة دولة فلسطينية.
ويوضح النص أنه بعد تنفيذ جميع الإصلاحات التنموية والسياسية المقترحة «قد تتوافر الشروط اللازمة لبداية عملية جادة نحو إقامة دولة فلسطينية، وهي هدف الشعب الفلسطيني».

The Washington Post revealed new details regarding President Donald Trump's peace plan for Gaza. It reported that the plan calls for an immediate halt to all military operations in the besieged territory and leaves the door open for the possibility of establishing a Palestinian state.
The 21-Point Plan
The 21-point plan includes points such as: disarming Hamas, establishing an international security force, and a development plan for the reconstruction of Gaza.
According to the American newspaper, the plan begins with an immediate halt to all military operations, freezing the situation on the ground, releasing all 20 detainees within 48 hours, and handing over the bodies of more than 20 individuals believed to be deceased.
According to the plan, which the newspaper obtained and was confirmed by officials from two countries that reviewed it, all of Hamas's offensive weapons will be destroyed, amnesty will be granted to those who join the "peace process," and travel will be facilitated for Hamas members wishing to leave Gaza for other countries.
No Approval from Israel and Hamas
Israel and Hamas have not yet announced their approval of the plan, which American officials shared with regional and allied governments in high-level meetings at the United Nations last week, according to the newspaper. Trump is expected to pressure Israeli Prime Minister Benjamin Netanyahu to accept it during their meeting tomorrow (Monday) at the White House.
While an Israeli official stated that the Israeli leadership still needs to review the plan before the meeting, regional officials said that Hamas has not yet received a copy of the plan.
It remains unclear whether the provisions of the plan related to governance, security arrangements, reconstruction, and development in Gaza have begun to be implemented, or how quickly they will be executed if a ceasefire approaches.
Ambiguity Surrounds the American Proposal
The American plan does not clarify the details of how or in what sequence its 21 provisions will be implemented, except for the initial ceasefire, the release of detainees, and the increase of humanitarian aid.
Although it stipulates that the residents of Gaza will not be forced to leave, and that anyone who leaves has the right to return, it does not address where these residents will reside during the implementation of the "Trump Economic Development Plan for the Reconstruction of the Sector."
A regional official considered that: "Nothing is final yet... these are just initial ideas," adding: "There are still matters that need further detailing."
The proposals include some specific details, as it states that after the release of all prisoners, Israel will release 250 prisoners serving life sentences, in addition to 1,700 residents of Gaza who were arrested after October 7. Israel will release the bodies of 15 residents of Gaza for each body of an Israeli prisoner that is handed over.

Entry of Aid and Infrastructure Rehabilitation
With the acceptance of the agreement, the plan talks about sending full aid to the Gaza Strip immediately, including the rehabilitation of infrastructure (water, electricity, sewage) and the rehabilitation of hospitals and bakeries, as well as introducing the necessary equipment for debris removal and opening roads; however, the plan does not address which party will undertake or fund this work.
It stipulates that "aid will be introduced and distributed without interference from either party, through the United Nations and its agencies, in addition to other international institutions not linked in any way to either party."
Transitional Palestinian Government
The plan includes the establishment of a temporary transitional government made up of qualified Palestinians and international experts to manage daily public services in Gaza. The government will be overseen by a "new international body" created by the United States in consultation with other countries, while the Palestinian Authority in the West Bank will continue its internal reforms until it becomes qualified to manage Gaza in the future.
According to the newspaper, the United States will "work with Arab and international partners to establish a temporary international stabilization force to immediately carry out its tasks and oversee the security situation in Gaza" while training Palestinian forces, with an emphasis on the gradual withdrawal of the Israeli army from the areas it occupies in Gaza, and the eventual withdrawal of the occupying forces.
Establishment of a Palestinian State
The Washington Post revealed that the last two provisions of the document are directed at more than 150 countries that recognized the State of Palestine, and to the Arab governments that confirmed they would not accept any peace agreement without a clear indication of the possibility of establishing a Palestinian state.
The text clarifies that after implementing all proposed developmental and political reforms, "the necessary conditions may be available to begin a serious process towards the establishment of a Palestinian state, which is the goal of the Palestinian people."
