فيما تقترب الحكومة الفيدرالية الأمريكية من إعلان إغلاق جزئي، تتجه الأنظار إلى الرئيس دونالد ترمب الذي وافق على لقاء كبار قادة الكونغرس، في محاولة أخيرة لتفادي تعطيل الحكومة الذي يبدأ الأسبوع القادم، وسط مخاوف من تداعيات محتملة تهدد ملايين الموظفين، وعشرات الوكالات الفيدرالية، والأمريكيين داخل البلاد وخارجها.
مفاوضات اللحظة الأخيرة
وحسب صحيفة «وول ستريت جورنال»، فإن ترمب وافق على الاجتماع مع القادة الأربعة الكبار في الكونغرس بالبيت الأبيض، في مفاوضات «اللحظة الأخيرة» قبل الإغلاق الوشيك، بينما يستعد الجمهوريون والديمقراطيون للإغلاق، في غضون أيام.
ونقلت الصحيفة عن مصادر مطلعة تأكيدها أن الاجتماع سيعقد يوم غد الإثنين، قبل إعادة التصويت المتوقع في مجلس الشيوخ، الذي سيحدد ما إذا كان الكونغرس سيبقي على تمويل الحكومة إلى ما بعد يوم الثلاثاء.
تمرير جمهوري وعرقلة ديمقراطية
ومرر الجمهوريون في مجلس النواب بصعوبة الشهر الجاري، مشروع قانون يهدف لتمويل الحكومة حتى أواخر نوفمبر القادم، ويضيف المشروع الملايين لضمان أمن المشرعين والمسؤولين الآخرين، إلا أن الديمقراطيين عرقلوا هذا التشريع في مجلس الشيوخ، وسعوا إلى إجراء مفاوضات بين الحزبين بشأن تمويل الرعاية الصحية.
ومن المقرر أن يضم الاجتماع المرتقب، رئيس مجلس النواب الجمهوري مايك جونسون، زعيم الأغلبية الجمهورية في مجلس الشيوخ جون ثون إلى جانب نظرائهم الديمقراطيين، زعيم الأقلية في مجلس الشيوخ، تشاك شومر، وزعيم الأقلية في مجلس النواب، حكيم جيفريز.

اجتماع في المكتب البيضاوي
وفي بيان قال شومر وجيفريز: إن الرئيس ترمب وافق مرة أخرى على عقد اجتماع في المكتب البيضاوي، في إشارة إلى اجتماع ألغي الأسبوع الماضي. وأضافا: كما قلنا مراراً، سيجتمع الديمقراطيون في أي مكان وفي أي وقت ومع أي شخص للتفاوض.
ويستعد كلا الجانبين لإغلاق قصير على الأقل، إذ ألغى جونسون التصويت الذي كان مقرراً الإثنين والثلاثاء القادمين، في خطوة مثلت ضغطاً على الديمقراطيين في مجلس الشيوخ لقبول التمديد الذي صاغه الجمهوريون، إذ إنه توجد طريقة لتمرير مشروع قانون بديل بحلول مطلع شهر أكتوبر.
واعتبر الجمهوريون أنه على الديمقراطيين الموافقة على مشروع قانون مؤقت الآن، وترك أي مفاوضات لوقت لاحق، وألقى ترمب باللوم على الديمقراطيين في الإغلاق الوشيك. وقال: إذا اضطرت الحكومة إلى الإغلاق، فسيتعين عليها أن تغلق، لكنهم هم من سيغلقون الحكومة.
تداعيات الإغلاق الحكومي
تعطل الحكومة الفيدرالية الأمريكية، يمكن أن يؤدي إلى تأخر صرف الرواتب، وتوقف الخدمات الحيوية، مع احتمال شلل كامل في إصدار البيانات الاقتصادية.
وتعد عمليات الإغلاق الحكومة متوقعة للغاية بعد أن وضعت كل وكالة فيدرالية خطة طوارئ خاصة لتنفيذها، إلا أن إدارة ترمب تعيد صياغة تلك الخطط بسرعة قبل انتهاء السنة المالية الثلاثاء القادم، ما يجعل من الإغلاق المحتمل «أكثر غموضاً» وربما «أكثر اضطراباً»، من أي إغلاق سابق.

وتوقعت وكالة «بلومبيرغ»، أن يكون الإغلاق المرتقب الأسبوع القادم أكثر حدّة من معظم الإغلاقات السابقة، إذ سيكون أول إغلاق يتزامن مع انطلاق سنة مالية جديدة وفترة ربع سنوية وبداية شهر، منذ عهد الرئيس السابق باراك أوباما.
وحتى الآن، لم ينجح الكونغرس في تمرير أي من قوانين الاعتمادات الـ12 التي تموّل وكالات محددة، ما يزيد من احتمالات حدوث اضطراب واسع النطاق.

Republicans in the House of Representatives narrowly passed a bill this month aimed at funding the government until late November, adding millions to ensure the safety of lawmakers and other officials. However, Democrats obstructed this legislation in the Senate, seeking to negotiate between the two parties regarding healthcare funding.
The anticipated meeting is set to include Republican House Speaker Mike Johnson, Republican Senate Majority Leader John Thune, alongside their Democratic counterparts, Senate Minority Leader Chuck Schumer, and House Minority Leader Hakeem Jeffries.

Meeting in the Oval Office
In a statement, Schumer and Jeffries said that President Trump has once again agreed to hold a meeting in the Oval Office, referring to a meeting that was canceled last week. They added: As we have said repeatedly, Democrats will meet anywhere, anytime, and with anyone to negotiate.
Both sides are preparing for at least a short shutdown, as Johnson canceled the votes that were scheduled for next Monday and Tuesday, a move that put pressure on Senate Democrats to accept the extension crafted by Republicans, as there is a way to pass an alternative bill by early October.
Republicans believe that Democrats should agree to a temporary bill now and leave any negotiations for later, with Trump blaming Democrats for the impending shutdown. He said: If the government has to shut down, it will have to shut down, but they are the ones who will shut down the government.

So far, Congress has failed to pass any of the 12 appropriations bills that fund specific agencies, increasing the likelihood of widespread disruption.
