انطلقت اليوم (الثلاثاء) الدورة الـ80 للجمعية العامة للأمم المتحدة في نيويورك، وأكد الأمين العام للأمم المتحدة أنطونيو غوتيريش في كلمته الافتتاحية، أن ركائز السلام تتداعى بسبب الإفلات من العقاب.
وشدد غوتيريش على ضرورة أن يكون السلام هو الخيار الأول، مبيناً الحل الوحيد القابل للتطبيق لإحلال السلام في الشرق الأوسط هو حل الدولتين.
دعم حل الدولتين
وقال الأمين العام للأمم المتحدة عبرنا عن دعمنا لحل الدولتين وقيام دولة فلسطينية بوضوح، مشدداً على ضرورة وقف دائم لإطلاق النار في غزة وإعادة الرهائن الآن.
وندد غوتيريش بعدم الالتزام بتدابير محكمة العدل الدولية قائلاً: «لم يتم الالتزام بتدابير محكمة العدل الدولية بشأن غزة»، موضحاً أنه لا شيء يبرر العقاب الجماعي للشعب الفلسطيني والتدمير الممنهج لمقدرات حياته.
وشدد بالقول: نرى دولاً عبر العالم تتصرف وكأن قواعد القانون لا تنطبق عليها، وأؤكد أن الإفلات من العقاب أساس الفوضى، وما يناقش في الجمعية مسألة حياة أو موت لملايين البشر.
ولفت إلى أن المجاعة لا تزال تحصد أرواح المدنيين في غزة، مؤكداً أن الحروب تستعر وهناك دول لا تلتزم بالمواثيق الدولية.
الموت في غزة
وأضاف: «الأهوال في غزة تقترب من عامها الثالث ونطاق الموت والدمار يتجاوز أي صراع آخر»، مشدداً على ضرورة حماية المدافعين عن حقوق الإنسان والصحفيين وحرية التعبير.
وزاد: عندما تقل المساءلة تزداد المقابر، وعلى مجلس الأمن أن يكون أكثر تمثيلاً وشفافية وفاعلية، مبيناً أنه دون مؤسسات فعالة متعددة الأطراف فإن العالم سيعاني من الفوضى.
وفيما يتعلق بالسودان، أوضح الأمين العام للأمم المتحدة أن المدنيين في السودان يواجهون المذابح ولا حل عسكرياً للأزمة.
The 80th session of the United Nations General Assembly kicked off today (Tuesday) in New York, and UN Secretary-General Antonio Guterres emphasized in his opening speech that the pillars of peace are crumbling due to impunity.
Guterres stressed that peace must be the first option, indicating that the only viable solution for achieving peace in the Middle East is the two-state solution.
Support for the Two-State Solution
The UN Secretary-General stated, "We have expressed our support for the two-state solution and the establishment of a Palestinian state clearly," emphasizing the necessity of a permanent ceasefire in Gaza and the immediate release of hostages.
Guterres condemned the failure to adhere to the International Court of Justice measures, saying, "There has been no compliance with the International Court of Justice measures regarding Gaza," clarifying that nothing justifies the collective punishment of the Palestinian people and the systematic destruction of their means of life.
He stressed, saying: "We see countries around the world acting as if the rules of law do not apply to them, and I affirm that impunity is the foundation of chaos, and what is being discussed in the assembly is a matter of life or death for millions of people."
He pointed out that famine continues to claim civilian lives in Gaza, asserting that wars are raging and there are countries that do not adhere to international treaties.
Death in Gaza
He added: "The horrors in Gaza are approaching their third year, and the scale of death and destruction exceeds that of any other conflict," stressing the need to protect human rights defenders, journalists, and freedom of expression.
He further stated: "When accountability decreases, graves increase, and the Security Council must be more representative, transparent, and effective," indicating that without effective multilateral institutions, the world will suffer from chaos.
Regarding Sudan, the UN Secretary-General clarified that civilians in Sudan are facing massacres and that there is no military solution to the crisis.
