أكد الرئيس اللبناني العماد جوزيف عون، أن استمرار احتلال إسرائيل لعدد من الأراضي اللبنانية يحول دون استكمال انتشار الجيش حتى الحدود الدولية، مشدداً على ضرورة إلزام إسرائيل بالتقيد بالاتفاق المعلن في 20 نوفمبر الماضي.وأبلغ عون المبعوث الرئاسي الفرنسي جان إيف لودريان، خلال اللقاء الذي جرى في قصر بعبدا قبل ظهر اليوم (الخميس)، أن الجيش يواصل تطبيق الخطة الأمنية بدءاً من منطقة جنوب الليطاني لسحب كل المظاهر المسلحة من جميع الأطراف اللبنانيين والفلسطينيين.
عدم التزام إسرائيل
وقال عون إن لبنان طالبت مرات عدة بإلزام إسرائيل بالتقيد بالاتفاق الذي أعلن في 27 نوفمبر الماضي، إلا أن كل الدعوات لم تلق أي تجاوب من الجانب الإسرائيلي الذي يواصل اعتداءاته على لبنان، ولم يُعِد حتى الساعة أي من الأسرى اللبنانيين، ولم يلتزم تطبيق القرار 1701.وأوضح الرئيس عون أن أي ضغط فرنسي أو أمريكي على إسرائيل للتجاوب مع إرادة المجتمع الدولي بوقف الأعمال العدائية ضد لبنان، سوف يساعد على استكمال الخطة الأمنية التي وضعها الجيش ورحب بها مجلس الوزراء الأسبوع الماضي، لافتاً إلى أن الجيش يواصل عمله على الأراضي كافة وعلى طول الحدود ويقيم الحواجز ونقاط التفتيش ولديه أوامر صارمة بمصادرة الأسلحة والذخائر من أي جهة كانت.
دعم الجيش اللبناني
وجدد الرئيس عون شكر لبنان للدور الذي لعبه الرئيس ماكرون والدبلوماسية الفرنسية في التجديد للقوات الدولية، معتبراً أن هذه المدة ستجعل مغادرة القوات المشاركة في «اليونيفيل» منظمة، وتوفر المهل الضرورية للجيش اللبناني لكي يزيد إمكاناته وقدراته، خصوصاً إذا ما انسحب الإسرائيليون وأوقفوا اعتداءاتهم.وشدد الرئيس عون أمام المبعوث الفرنسي على أن الحكومة تقوم بواجباتها كاملة، وأن لبنان يتطلع إلى انعقاد مؤتمري دعم الجيش وإعادة الإعمار والنهوض الاقتصادي، نظراً للنتائج الإيجابية التي سوف تترتب عن هذين المؤتمرين، خصوصاً وأن دعم الجيش يوازي بأهميته إعادة الإعمار، لأن الدور الذي يقوم به الجيش والقوات المسلحة في حفظ الأمن والاستقرار يوفر المناخ المناسب لإعادة الإعمار والنهوض الاقتصادي.بدوره، اطلع الوزير لودريان الرئيس عون على نتائج الاتصالات المشجعة التي أجراها في المملكة العربية السعودية أمس الأول، لافتاً إلى أن الإجراءات التي اتخذها لبنان في 5 أغسطس و5 سبتمبر، ومنها الخطة التي وضعها الجيش لتحقيق حصرية السلاح، وكذلك إصدار قوانين إصلاحية في المجالين الاقتصادي والمالي، شكلت خطوات إيجابية من شأنها أن تساعد في زيادة الدعم الخارجي للبنان في المجالات كافة.
The Lebanese President, General Joseph Aoun, confirmed that Israel's continued occupation of several Lebanese territories prevents the army from completing its deployment to the international borders, emphasizing the necessity of obliging Israel to adhere to the agreement announced on November 20.
Aoun informed the French presidential envoy Jean-Yves Le Drian during their meeting at the Baabda Palace earlier today (Thursday) that the army continues to implement the security plan starting from the southern Litani area to remove all armed manifestations from all Lebanese and Palestinian parties.
Israel's Non-Compliance
Aoun stated that Lebanon has repeatedly called for obliging Israel to comply with the agreement announced on November 27; however, all calls have received no response from the Israeli side, which continues its aggressions against Lebanon, has not yet released any Lebanese prisoners, and has not committed to implementing Resolution 1701.
The President clarified that any French or American pressure on Israel to respond to the international community's will to stop hostilities against Lebanon would help complete the security plan established by the army, which was welcomed by the Cabinet last week, noting that the army continues its work across all territories along the borders, establishing checkpoints and barriers, and has strict orders to confiscate weapons and ammunition from any party.
Support for the Lebanese Army
President Aoun reiterated Lebanon's gratitude for the role played by President Macron and French diplomacy in renewing the international forces, considering that this period will facilitate the organized departure of the forces participating in "UNIFIL" and provide the necessary time for the Lebanese army to enhance its capabilities and capacities, especially if the Israelis withdraw and cease their aggressions.
The President emphasized to the French envoy that the government is fulfilling its duties completely, and that Lebanon looks forward to holding conferences to support the army and for reconstruction and economic recovery, given the positive outcomes that will result from these two conferences, especially since supporting the army is as important as reconstruction, because the role played by the army and the armed forces in maintaining security and stability provides the appropriate environment for reconstruction and economic revival.
For his part, Minister Le Drian briefed President Aoun on the encouraging results of the communications he conducted in the Kingdom of Saudi Arabia the day before yesterday, noting that the measures taken by Lebanon on August 5 and September 5, including the plan established by the army to achieve the exclusivity of arms, as well as the issuance of reform laws in the economic and financial fields, constituted positive steps that could help increase external support for Lebanon in all areas.
