أفاد المبعوث الأمريكي توم براك بأن المقاربة الأمريكية تقوم على مبدأ خطوة مقابل خطوة، بحيث يقدم لبنان خطة واضحة لكيفية إدارة ملف السلاح، فتستجيب إسرائيل بإجراءات متدرجة، بما يفتح مجالاً لتهدئة التوتر وتحقيق استقرار تدريجي في المنطقة.
وزار براك والمبعوثة مورغن أورتاغوس ووفد الكونغرس، قصر بعبدا، اليوم(الثلاثاء)، في إطار الجولة الرسمية لتسليم المسؤولين اللبنانيين الرد الإسرائيلي على الورقة اللبنانية الأمريكية. وتركزت المحادثات مع الرئيس جوزيف عون، على عرض المقاربة الأمريكية لحلحلة الأزمة اللبنانية، خصوصاً ملف سلاح حزب الله.
وقال براك عقب اللقاء إن هذه الإستراتيجية ترتكز على ثلاثة محاور رئيسية: تقديم خطة لبنانية لسحب السلاح، إعادة رسم العلاقات اللبنانية-السورية، وتأمين مصادر تمويل واستثمارات بديلة للبلاد.
وأضاف أن إسرائيل أبدت استعدادها للتحرك خطوة خطوة مقابل أي خطة لبنانية تتعلق بسلاح حزب الله. وقال إن الرد الإسرائيلي كان تاريخياً، ويستند إلى خطوات لبنان أولاً. أي مقترح لبناني سيقابله رد إسرائيلي متدرج، بما يتيح مساراً تدريجياً للتهدئة وتحقيق الاستقرار.
وشدد براك على أن أي تقدم يعتمد على خطة واضحة من لبنان لإدارة سلاح حزب الله. وأوضح أن الخطوات اللبنانية ستُقابل بردود إسرائيلية متدرجة، بهدف تجنب أي مواجهة مباشرة وتقديم حلول عملية للتوترات الحالية.
وناقش المسؤولان الأمريكيان ضرورة تأمين مصادر تمويلية بديلة للبلاد، لتخفيف الاعتماد على إيران وحزب الله في إدارة البلديات والمشاريع. ولفتا إلى أن دول الخليج وشركاء دوليين آخرين يمكن أن يساهموا في دعم التنمية والاستثمارات اللبنانية.
وتحدث أن المقاربة الأمريكية لا تهدف فقط إلى إدارة الأزمة الأمنية، بل تركز على خلق مسار طويل الأمد للاستقرار السياسي والاقتصادي في لبنان. وقال: «الأمل شيء كبير، ولكن يجب أن يتحول إلى خطوات عملية على الأرض. لبنان بحاجة إلى خطة واضحة، وستقابلها إسرائيل بردود متدرجة، ضمن إطار تعاون أمريكي فعال».
من جانبها، شددت أورتاغوس على التزام واشنطن بدعم الحكومة اللبنانية في تنفيذ هذه الخطوات التاريخية والعمل مع إسرائيل لتحقيق الاستقرار. وأفادت بأن واشنطن أخذت التزاماً من إسرائيل بوقف الأعمال العدائية على لبنان رداً على قرارات الحكومة اللبنانية بشأن السلاح، مؤكدة أن الوقت الحالي هو وقت العمل والأفعال وليس الكلام. وقالت أورتاغوس إن الإدارة الأمريكية مشجعة جداً على القرارات التاريخية التي تتخذها الحكومة اللبنانية، وأن الولايات المتحدة مستعدة لدعم أي خطوات تنفيذية لضمان نجاح هذه الإستراتيجية، بما يشمل التعاون مع إسرائيل وإعادة تأهيل العلاقات مع سورية وتأمين بدائل التمويل.
الزيارة وضعت الإطار الأمريكي لحلحلة الأزمة اللبنانية، وحددت مسؤوليات الأطراف اللبنانية والإسرائيلية، مع تأكيد دعم واشنطن الكامل للحكومة اللبنانية.
والأنظار تتجه في قادم الأيام نحو الحكومة اللبنانية لتحديد خطوتها في إدارة السلاح وتحريك الملفات الاقتصادية والأمنية، في ظل استمرار رفض حزب الله تسليم سلاحه.
The American envoy Tom Brack reported that the American approach is based on the principle of step-by-step, whereby Lebanon presents a clear plan for managing the weapons file, and Israel responds with graduated measures, opening the way for easing tensions and achieving gradual stability in the region.
Brack, along with envoy Morgan Ortagus and a congressional delegation, visited the Baabda Palace today (Tuesday) as part of the official tour to deliver the Israeli response to Lebanese-American paper to Lebanese officials. The discussions with President Joseph Aoun focused on presenting the American approach to resolving the Lebanese crisis, particularly regarding Hezbollah's weapons.
Brack stated after the meeting that this strategy is based on three main pillars: presenting a Lebanese plan for disarmament, redefining Lebanese-Syrian relations, and securing alternative funding sources and investments for the country.
He added that Israel has shown readiness to move step by step in response to any Lebanese plan regarding Hezbollah's weapons. He noted that the Israeli response was historic and is based on Lebanon's steps first. Any Lebanese proposal will be met with a graduated Israeli response, allowing for a gradual path to de-escalation and achieving stability.
Brack emphasized that any progress depends on a clear plan from Lebanon for managing Hezbollah's weapons. He explained that Lebanese steps will be met with graduated Israeli responses, aimed at avoiding any direct confrontation and providing practical solutions to current tensions.
The two American officials discussed the necessity of securing alternative funding sources for the country to reduce reliance on Iran and Hezbollah in managing municipalities and projects. They pointed out that Gulf countries and other international partners could contribute to supporting Lebanese development and investments.
He mentioned that the American approach aims not only to manage the security crisis but also focuses on creating a long-term path for political and economic stability in Lebanon. He said, "Hope is a big thing, but it must translate into practical steps on the ground. Lebanon needs a clear plan, and it will be met by Israel with graduated responses, within the framework of effective American cooperation."
For her part, Ortagus emphasized Washington's commitment to supporting the Lebanese government in implementing these historic steps and working with Israel to achieve stability. She reported that Washington has secured a commitment from Israel to cease hostilities against Lebanon in response to the Lebanese government's decisions regarding weapons, stressing that the current time is for action and deeds, not words. Ortagus stated that the American administration is very encouraged by the historic decisions being made by the Lebanese government and that the United States is ready to support any executive steps to ensure the success of this strategy, including cooperation with Israel, rehabilitating relations with Syria, and securing funding alternatives.
The visit set the American framework for resolving the Lebanese crisis and defined the responsibilities of the Lebanese and Israeli parties, reaffirming Washington's full support for the Lebanese government.
All eyes are now on the Lebanese government in the coming days to determine its steps in managing weapons and addressing economic and security files, amid Hezbollah's continued refusal to surrender its arms.
