حذر الأمين العام للأمم المتحدة أنطونيو غوتيريش، كلاً من إسرائيل وروسيا بشأن مخاوف كبيرة تتعلق بأنماط العنف الجنسي التي ترتكبها قواتهما المسلحة والأمنية، وتضمنت الانتهاكات التعرية القسرية لفترات طويلة، وعمليات تفتيش مهينة تهدف إلى الإذلال والاستجواب، بحسب وكالة «رويترز».
وفي تقريره السنوي لمجلس الأمن حول العنف الجنسي المرتبط بالنزاعات، وضع غوتيريش إسرائيل وروسيا تحت المراقبة، محذراً من إمكانية إدراجهما في قائمة الأطراف المشتبه بارتكابها أنماطاً من الاغتصاب أو أشكال أخرى من العنف الجنسي في تقرير العام القادم.
وأشار إلى أن التحذير جاء نتيجة مخاوف كبيرة بشأن أنماط العنف الجنسي التي وثقتها الأمم المتحدة باستمرار.
ورداً على ذلك، وصف السفير الإسرائيلي لدى الأمم المتحدة، داني دانون، هذه الاتهامات بأنه لا أساس لها، مؤكداً أن الأمم المتحدة يجب أن تركز على جرائم الحرب المروعة والعنف الجنسي الذي ترتكبه «حماس» وإطلاق سراح جميع الرهائن، وأضاف أن إسرائيل ستواصل حماية مواطنيها وفقاً للقانون الدولي.

وأعرب غوتيريش عن قلق بالغ إزاء معلومات موثوقة عن انتهاكات القوات الإسرائيلية ضد الفلسطينيين في عدة سجون ومركز احتجاز وقاعدة عسكرية، مشيراً إلى أنماط العنف الجنسي مثل التفتيش المهين والتعرية القسرية.
وأوضح أن إسرائيل قدمت معلومات محدودة عن إجراءات المساءلة رغم وجود شهادات وأدلة رقمية، كما أشار إلى انتهاكات مماثلة من القوات الروسية ضد أسرى الحرب الأوكرانيين في 72 مركز احتجاز، تشمل التعذيب التناسلي والإذلال. ولم ترد بعثة روسيا لدى الأمم المتحدة على طلب التعليق.
يثير التقرير مخاوف بشأن تصاعد العنف الجنسي في النزاعات، مع دعوات لتعزيز المساءلة والشفافية، ويؤكد غوتيريش ضرورة اتخاذ إجراءات فورية لوقف هذه الانتهاكات وضمان العدالة.
The United Nations Secretary-General Antonio Guterres warned both Israel and Russia about serious concerns regarding patterns of sexual violence committed by their armed and security forces, which included prolonged forced nudity and humiliating searches aimed at humiliation and interrogation, according to Reuters.
In his annual report to the Security Council on sexual violence in conflict, Guterres placed Israel and Russia under scrutiny, warning of the possibility of including them in the list of parties suspected of committing patterns of rape or other forms of sexual violence in next year's report.
He noted that the warning came as a result of significant concerns regarding patterns of sexual violence that the United Nations has continuously documented.
In response, the Israeli ambassador to the United Nations, Danny Danon, described these accusations as baseless, asserting that the UN should focus on the horrific war crimes and sexual violence committed by Hamas and the release of all hostages, adding that Israel will continue to protect its citizens in accordance with international law.
In contrast, the report included Hamas among the parties suspected of committing sexual violence in conflicts, and Bassem Naeem, a senior official in Hamas, denied these accusations to Reuters, considering them attempts to divert attention from the brutal crimes committed by the Israeli government against the people of Gaza.
Guterres expressed deep concern about credible information regarding violations by Israeli forces against Palestinians in several prisons, detention centers, and military bases, pointing to patterns of sexual violence such as humiliating searches and forced nudity.
He clarified that Israel provided limited information about accountability measures despite the existence of testimonies and digital evidence, and he also referred to similar violations by Russian forces against Ukrainian prisoners of war in 72 detention centers, including sexual torture and humiliation. The Russian mission to the United Nations did not respond to a request for comment.
The report raises concerns about the escalation of sexual violence in conflicts, with calls for enhanced accountability and transparency, and Guterres emphasizes the need for immediate action to stop these violations and ensure justice.
