كشفت سجلات المفوضية العليا للانتخابات في العراق استبعاد عشرات المرشحين من الانتخابات العامة القادمة، بتهم تتعلق بقضايا السيرة والسلوك والمساءلة والفساد المالي والإداري. واستبعدت المفوضية حتى الآن 66 مرشحاً من السباق الانتخابي بسبب هذه القضايا.
وعلمت «عكاظ» أن المفوضية بصدد إصدار قائمة جديدة تضم أكثر من 75 مرشحاً سيتم استبعادهم بسبب الانتماء إلى حزب البعث المنحل وشمولهم بإجراءات المساءلة والعدالة، إضافة إلى قوائم أخرى ستصدر لاحقاً لاستبعاد مرشحين على خلفية قضايا مخلة بالشرف والفساد المالي والإداري.
وأكدت مصادر المفوضية لـ«عكاظ» أن أي شخص مشمول بقانون العفو العام سيتم استبعاده أيضاً من المشاركة في الانتخابات القادمة.
وقررت المفوضية العليا المستقلة للانتخابات، أمس(الأحد)، استبعاد عدد من المرشحين لانتخابات مجلس النواب العراقي المقررة في شهر نوفمبر 2025، وأظهرت وثائق رسمية خاصة بالاستبعاد، أن القرار جاء بعد التحقق من «وجود قيود جنائية بحقهم تتعلق بجرائم القتل، الرشوة، التزوير، الاحتيال، إضافة إلى قضايا الفساد المالي والإداري».
من جانبه، أعلن الأمين العام لحزب الجماهير الوطنية النائب أحمد الجبوري استبعاده من الترشح للانتخابات، لافتا إلى أنه سيطعن في قرار مفوضية الانتخابات أمام الهيئة القضائية المختصة صاحبة القرار الفصل في ترشحه من عدمه. وأفاد بأنه مستمر في حملته الانتخابية ما لم يقل القضاء عكس ذلك. ومنعا للتزوير أدخلت المفوضية العليا للانتخابات لأول مرة تقنيات إلكترونية أبرزها أجهزة التحقق الإلكتروني (VVD)، وأجهزة العد والفرز الإلكتروني (PCOS)، وكاميرات المراقبة، فضلاً عن كاميرا الوجه البايومترية للتحقق من الناخبين عبر مطابقة صورهم الملتقطة مع بيانات البطاقة وقاعدة المعلومات.

The records of the High Commission for Elections in Iraq revealed the exclusion of dozens of candidates from the upcoming general elections, due to allegations related to issues of character, conduct, accountability, and financial and administrative corruption. So far, the commission has excluded 66 candidates from the electoral race because of these issues.
According to "Okaz," the commission is about to issue a new list that includes more than 75 candidates who will be excluded due to their affiliation with the dissolved Ba'ath Party and their inclusion in accountability and justice procedures, in addition to other lists that will be issued later to exclude candidates based on issues related to honor and financial and administrative corruption.
Commission sources confirmed to "Okaz" that anyone covered by the general amnesty law will also be excluded from participating in the upcoming elections.
The Independent High Electoral Commission decided yesterday (Sunday) to exclude a number of candidates for the Iraqi Council of Representatives elections scheduled for November 2025. Official documents related to the exclusions showed that the decision came after verifying "the existence of criminal restrictions against them related to crimes of murder, bribery, forgery, fraud, in addition to issues of financial and administrative corruption."
For his part, the Secretary-General of the National Popular Party, Deputy Ahmed Al-Jubouri, announced his exclusion from running for the elections, noting that he will appeal the decision of the Electoral Commission before the competent judicial authority that has the final say on his candidacy. He stated that he will continue his electoral campaign unless the judiciary states otherwise. To prevent fraud, the High Commission for Elections has introduced electronic technologies for the first time, most notably electronic verification devices (VVD), electronic counting and sorting devices (PCOS), surveillance cameras, as well as a biometric facial camera to verify voters by matching their captured images with the data on their cards and the information database.
