علمت «عكاظ» من مصادر حكومية عراقية أن بغداد وضعت أمام أربيل شرطاً جديداً على طاولة المفاوضات الهادفة إلى حل الإشكالات بين الحكومة الاتحادية وإقليم كردستان العراق.
وأفادت المصادر بأن الإشكال المحدد بين بغداد وأربيل حول الملف النفطي ما زال قائماً بشأن تسليم كميات النفط المتفق عليها إلى شركة تسويق النفط الاتحادية، وبالتالي فإن ملف الرواتب وغيره سيعود إلى الواجهة، الأمر الذي قد يتطلب لقاءات ومناقشات جديدة بين الجانبين.
وحسب المصادر، فإن حكومة رئيس الوزراء محمد شياع السوداني ستضع أمام أربيل شروطاً جديدة للتفاوض؛ من بينها تسليم مطلوبين متواجدين على أراضيها من قيادات حزب البعث المنحل، وغيرهم. ولفتت المصادر إلى أن اللجان الحكومية التي أرسلتها بغداد للإقليم لم تصل حتى الآن إلى نتائج تنتظرها الحكومة العراقية.
وتعود أزمة الرواتب بين بغداد وأربيل إلى خلافات مزمنة بشأن آليات تصدير النفط وتوحيد الإيرادات العامة، إذ تتهم الحكومة الاتحادية الإقليم بعدم تسليم الكميات المتفق عليها من النفط والإيرادات غير النفطية، فيما تؤكد أربيل أن توقف صادراتها عبر خط جيهان منذ شهر مارس العام 2023 فاقم الأزمة المالية ومنعها من الإيفاء بالتعهدات السابقة.

Iraq's "Okaz" learned from Iraqi government sources that Baghdad has placed a new condition on Erbil at the negotiating table aimed at resolving the issues between the federal government and the Kurdistan Region of Iraq.
The sources indicated that the specific issue between Baghdad and Erbil regarding the oil file remains unresolved concerning the delivery of the agreed-upon quantities of oil to the federal oil marketing company. Consequently, the issue of salaries and others will resurface, which may require new meetings and discussions between the two sides.
According to the sources, the government of Prime Minister Mohammed Shia' al-Sudani will present new conditions for negotiation to Erbil, including the handover of wanted individuals present on its territory from the leadership of the dissolved Ba'ath Party, among others. The sources pointed out that the government committees sent by Baghdad to the region have not yet reached the results that the Iraqi government is awaiting.
The salary crisis between Baghdad and Erbil is rooted in chronic disputes over the mechanisms of oil export and the unification of public revenues, as the federal government accuses the region of failing to deliver the agreed-upon quantities of oil and non-oil revenues, while Erbil asserts that the halt of its exports via the Ceyhan line since March 2023 has exacerbated the financial crisis and prevented it from fulfilling previous commitments.
