أفصحت مصادر دبلوماسية أن الولايات المتحدة تسعى لرفع العقوبات التي يفرضها مجلس الأمن الدولي على الرئيس السوري أحمد الشرع و«هيئة تحرير الشام»، وسط توقعات بـ«فيتو» صيني.
ووزعت واشنطن مشروع قرار على بريطانيا وفرنسا يدعو إلى شطب اسم الرئيس الشرع، ووزير الداخلية السوري أنس خطاب من قائمة العقوبات الأممية الخاصة بمكافحة الإرهاب المفروضة على تنظيمي القاعدة و«داعش»، وهي عقوبات تستلزم الحصول على إذن خاص من الأمم المتحدة للسفر الدولي، وفق ما أعلن موقع «المونيتور»، اليوم الأربعاء.
ودعا المشروع الأمريكي إلى توسيع استثناءات العقوبات لتسهيل النشاط التجاري في سورية، وتضمن استثناء محدوداً على حظر الأسلحة يتيح لوكالات تابعة للأمم المتحدة استخدام المعدات اللازمة في عمليات إزالة الألغام وغيرها من الأنشطة دون الخضوع لقيود الاستخدام المزدوج.
وكشفت المصادر أن النسخة الأولى من المشروع الأمريكي كانت تتضمن رفع اسم «هيئة تحرير الشام» من قائمة العقوبات، لكن واشنطن عدلت النص بعد توقع اعتراض بعض أعضاء مجلس الأمن وبينهم الصين، وستسعى بدلاً من ذلك إلى رفع اسم «هيئة تحرير الشام» عبر لجنة العقوبات التابعة للأمم المتحدة التي تعمل بسرية.
ولا يزال من غير المؤكد ما إذا كان سيتم رفع اسم الشرع قبل مشاركته في قمة الأمم المتحدة القادمة في نيويورك، إذ يتوقع أن يلقي أول خطاب لرئيس سوري أمام الأمم المتحدة منذ عام 1967.
وألغت إدارة ترمب أخيراً تصنيف «هيئة تحرير الشام» كمنظمة إرهابية أجنبية من جانب الحكومة الأمريكية، في ضوء التزام الحكومة السورية بمكافحة الإرهاب.
ودعت القائمة بأعمال المندوب الأمريكي لدى الأمم المتحدة، دوروثي شيا، خلال جلسة لمجلس الأمن إلى إعادة النظر في العقوبات الأممية المفروضة على «هيئة تحرير الشام».
وقالت إن المجلس يمكنه ويجب عليه تعديل العقوبات حتى تتمكن الحكومة السورية من الانتصار في محاربة الإرهاب، مع الاستمرار في إدراج أخطر وأشد المتطرفين على القائمة.
وكانت القناة التلفزيونية السورية «سوريا تي في» نقلت عن مصادر بأن الرئيس أحمد الشرع سيقوم بزيارة إلى الولايات المتحدة في سبتمبر.
ووفقاً للمصادر، يعتزم الشرع خلال الزيارة، من بين أمور أخرى، إلقاء كلمة في اجتماع الأمم المتحدة. وأشارت إلى أن هذا سيكون «أول خطاب للرئيس السوري في المنظمة الدولية منذ 60 عاماً».
Diplomatic sources revealed that the United States is seeking to lift the sanctions imposed by the United Nations Security Council on Syrian President Ahmad al-Shara and "Hay'at Tahrir al-Sham," amid expectations of a Chinese "veto."
Washington distributed a draft resolution to Britain and France calling for the removal of President al-Shara's name and Syrian Interior Minister Anas Khattab from the UN sanctions list related to counter-terrorism imposed on al-Qaeda and "ISIS." These sanctions require special permission from the United Nations for international travel, according to what the "Monitor" website announced today, Wednesday.
The American draft called for expanding sanctions exemptions to facilitate commercial activity in Syria and included a limited exemption on the arms embargo allowing UN agencies to use necessary equipment in demining operations and other activities without being subject to dual-use restrictions.
Sources revealed that the first version of the American draft included removing "Hay'at Tahrir al-Sham" from the sanctions list, but Washington amended the text after anticipating objections from some Security Council members, including China. Instead, it will seek to remove "Hay'at Tahrir al-Sham" through the UN sanctions committee, which operates in secrecy.
It remains uncertain whether al-Shara's name will be lifted before his participation in the upcoming United Nations summit in New York, where he is expected to deliver the first speech by a Syrian president at the UN since 1967.
The Trump administration recently removed the designation of "Hay'at Tahrir al-Sham" as a foreign terrorist organization by the US government, in light of the Syrian government's commitment to combating terrorism.
Acting US Ambassador to the United Nations, Dorothy Shea, called during a Security Council session for a reconsideration of the UN sanctions imposed on "Hay'at Tahrir al-Sham."
She stated that the council can and should modify the sanctions so that the Syrian government can succeed in fighting terrorism while continuing to list the most dangerous and extreme terrorists.
The Syrian television channel "Syria TV" reported from sources that President Ahmad al-Shara will visit the United States in September.
According to the sources, al-Shara intends during the visit, among other things, to deliver a speech at a UN meeting. They noted that this will be "the first speech by a Syrian president at the international organization in 60 years."
