أكدت مسوّدة بيان «مؤتمر حل الدولتين» المنعقد في نيويورك برئاسة سعودية ـ فرنسية اليوم (الثلاثاء) أن حل الدولتين السبيل الوحيد لتلبية تطلعات الإسرائيليين والفلسطينيين، مشددة على أنه لا يمكن للحرب والاحتلال والنزوح تحقيق السلام.
وركزت المسودة على إقامة دولة فلسطينية مستقلة تعيش بسلام جنباً إلى جنب مع إسرائيل، محددة الإطار الزمني لتحقيق دولة فلسطينية بـ15 شهراً.
ودعت المسوّدة إسرائيل إلى إنهاء العنف والتحريض ضد الفلسطينيين، مؤكدة ضرورة إنهاء حرب غزة الآن، والاتفاق على اتخاذ عمل جماعي لإيصال المساعدات فوراً بشكل غير مشروط إلى القطاع.
وأبدى المشاركون دعمهم لنشر بعثة أممية مؤقتة في قطاع غزة بناء على دعوة السلطة الفلسطينية، مؤكدين أن دور «الأونروا» حالياً لا غنى عنه، وستسلم خدماتها للسلطة بعد حل عادل لأزمة اللاجئين.
وأعلن المشاركون التزامهم باتخاذ خطوات محددة زمنياً لتنفيذ حل الدولتين، مشددين على رفضهم التهجير القسري للفلسطينيين.
ودعا المشاركون إسرائيل إلى إصدار التزام علني بحل الدولتين، مرحبين بالتزام الرئيس الفلسطيني بإجراء انتخابات عامة خلال عام.
وأوصت المسوّدة بإنشاء لجنة إدارية انتقالية لإدارة غزة تحت مظلة السلطة الفلسطينية فوراً، ووقف إطلاق النار، وأن على حركة حماس تسليم أسلحتها للسلطة الفلسطينية ونزعه بالكامل، مشددة على ضرورة إفراج حركة حماس عن الرهائن وإنهاء حكمها في غزة.
وأكدت المسوّدة أن غزة جزء لا يتجزأ من الدولة الفلسطينية ويجب توحيدها مع الضفة، معلنة تأييدها للتنفيذ العاجل للخطة العربية لإعادة إعمار غزة، ورفض استخدام التجويع كوسيلة للحرب في غزة.
وأشارت إلى ضرورة تأمين اليوم التالي للفلسطينيين والإسرائيليين، وإقامة دولة فلسطينية مستقلة تعيش بسلام جنباً إلى جنب مع إسرائيل.

They called on Israel to issue a public commitment to the two-state solution, welcoming the Palestinian president's commitment to hold general elections within a year.
The draft recommended the establishment of a transitional administrative committee to manage Gaza under the umbrella of the Palestinian Authority immediately, a ceasefire, and that Hamas must hand over its weapons to the Palestinian Authority and disarm completely, stressing the necessity for Hamas to release hostages and end its rule in Gaza.
The draft confirmed that Gaza is an integral part of the Palestinian state and must be unified with the West Bank, announcing its support for the urgent implementation of the Arab plan for the reconstruction of Gaza, and rejecting the use of starvation as a means of war in Gaza.
It highlighted the need to secure the day after for both Palestinians and Israelis, and to establish an independent Palestinian state that lives peacefully alongside Israel.
