في لحظة سياسية بالغة الدقة إقليمياً ولبنانياً، جدد رئيس الوزراء اللبناني نواف سلام، التأكيد على تمسك لبنان بمشروع الدولة الواحدة، المحصنة بسيادة السلاح الشرعي فقط.
وفي خطاب حمل ملامح المرحلة القادمة، أكد سلام من على منبر «قمة الإعلام العربي» في دبي، اليوم (الثلاثاء)، أن لبنان ينهض اليوم من ركام أزماته، وأنه يستعيد نفسه، يستعيد كلمته، ويستعيد دولته، واضعًا بذلك حجر الأساس لخطاب لبناني جديد يعيد تعريف العلاقة بين الداخل والخارج، بين السلطة والإعلام، وبين السيادة والتعددية.
سلام، الذي بدا في كلمته حاسماً في تحديد اتجاه البوصلة، شدد على أن لا إصلاح دون سيادة، ولا دولة مع «ثنائية السلاح» التي وصفها بأنها كانت تؤدي إلى «ثنائية القرار وضياع مشروع الدولة الوطنية». وقال: «رؤيتنا للبنان ليست خيالًا، بل مشروع واقعي لدولة قانون ومؤسسات، لا دولة محاصصة وزبائنية. نريد دولة قرار لا ساحة صراعات، دولة سيادة لا ارتهان».
واستحضر سلام الهوية العربية للبنان، لافتا إلى أن لبنان الذي عاد إلى العرب، يشتاق إلى عودة أشقائه العرب إليه، عودة فاعلة قائمة على الشراكة والتكامل.
وفي الحديث عن السيادة، أكد رئيس الوزراء أن حكومته ملتزمة بتنفيذ قرار مجلس الأمن 1701، ووقف الأعمال العدائية، لكننا لا نزال نواجه احتلالًا لأراضينا وخروقات إسرائيلية يومية لسيادتنا، مضيفا أن هذا التذكير بوضع لبنان الحدودي لم يكن منعزلًا عن الرؤية الشاملة التي قدّمها، بل جاء ليؤكد أن مفهوم السيادة لا يقتصر على الداخل فحسب، بل يمتد ليشمل حماية الأرض والقرار.
وفي ختام كلمته قال سلام: «أقف بينكم لا كرئيس حكومة فقط، بل كمواطن لبناني عاش الألم والأمل، ويؤمن أن الكلمة حين تكون صادقة يمكن أن تكون جسرًا نحو مجتمعات أكثر إنسانية وتماسكًا.. لبنان، من على هذا المنبر، يقول: نحن عائدون. عائدون إلى دولتنا، عائدون إلى عروبتنا، عائدون إلى المستقبل».

In a politically sensitive moment regionally and in Lebanon, Lebanese Prime Minister Nawaf Salam reaffirmed Lebanon's commitment to the project of a single state, fortified solely by the sovereignty of legitimate arms.
In a speech that bore the features of the upcoming phase, Salam emphasized from the platform of the "Arab Media Summit" in Dubai today (Tuesday) that Lebanon is rising today from the rubble of its crises, that it is regaining itself, regaining its voice, and regaining its state, thus laying the cornerstone for a new Lebanese discourse that redefines the relationship between the internal and the external, between authority and media, and between sovereignty and pluralism.
Salam, who appeared decisive in his speech in determining the direction of the compass, stressed that there can be no reform without sovereignty, and no state with a "duality of arms," which he described as leading to a "duality of decision and the loss of the national state project." He said: "Our vision for Lebanon is not a fantasy, but a realistic project for a state of law and institutions, not a state of quotas and clientelism. We want a state of decision, not a battleground of conflicts, a state of sovereignty, not subjugation."
Salam evoked Lebanon's Arab identity, pointing out that Lebanon, which has returned to the Arabs, longs for the return of its Arab brothers to it, a return that is active and based on partnership and integration.
Speaking about sovereignty, the Prime Minister confirmed that his government is committed to implementing Security Council Resolution 1701 and stopping hostilities, but we still face an occupation of our lands and daily Israeli violations of our sovereignty. He added that this reminder of Lebanon's border situation was not isolated from the comprehensive vision he presented, but rather came to confirm that the concept of sovereignty is not limited to the internal alone, but extends to include the protection of land and decision.
In conclusion, Salam said: "I stand before you not only as Prime Minister but as a Lebanese citizen who has lived through pain and hope, and believes that when the word is sincere, it can be a bridge to more humane and cohesive societies... Lebanon, from this platform, says: We are coming back. Coming back to our state, coming back to our Arab identity, coming back to the future."
