صادقت دول الاتحاد الأوروبي، اليوم (الثلاثاء)، على قرار رفع العقوبات عن سورية. وأعلنت مسؤولة السياسة الخارجية في الاتحاد الأوروبي كايا كالاس أن القرار سيدخل حيز التنفيذ فجر يوم غد (الأربعاء). وأفصحت كالاس أن الدول الأوروبية أعدت عقوبات أخرى ستفرضها على بعض منتهكي حقوق الإنسان في سورية.
وكشفت مصادر دبلوماسية غربية في وقت سابق أنه سيتم استحداث آلية عقوبات جديدة تتصل بانتهاكات حقوق الإنسان، على خلفية الأحداث والانتهاكات التي وقعت في الساحل السوري مطلع شهر مارس الماضي. وأفادت بأنه يمكن تفعيل هذه الآلية ضد مسؤولين سوريين، إذا لم تتم مساءلة مرتكبي الانتهاكات.
وكانت السلطات السورية تعهدت قبل أكثر من شهر، بأنها ماضية في ملاحقة أي شخص ارتكب انتهاكات في الساحل السوري على خلفية طائفية أو غيرها، وأعلنت تشكيل لجنة تحقيق في الأحداث الدامية.
ويمثل رفع العقوبات الغربية عن سورية بعد نحو 14 سنة، تطوراً مهماً من شأنه أن يمنح الاقتصاد السوري دفعة كبيرة، ويفتح الأسواق ويشجع الاستثمارات الخارجية.
وسعت السلطات الجديدة منذ وصولها إلى الحكم في الثامن من ديسمبر الماضي إلى دفع عجلة الاقتصاد، استعداداً للشروع في مرحلة التعافي وإعادة الإعمار الذي تقدر تكلفته بنحو 400 مليار دولار أمريكي.
من جانبه ، ناقش وزير المالية السوري الدكتور محمد يسر برنية، مع سفير مملكة البحرين في دمشق، وحيد مبارك سيار، إجراءات استعادة الأموال المجمدة للمصرف السوري التجاري في بنوك البحرين، في ضوء "الرخصة 25" الصادرة عن وزارة الخزانة الأمريكية.وأصدرت شبكة مكافحة الجرائم المالية التابعة لوزارة الخزانة الأمريكية، إعفاءً استثنائياً يسمح للمؤسسات المالية بالتعامل مع المصرف التجاري السوري، بما يشمل فتح الحسابات وتحويل الأموال من وإلى سورية.وأفاد الوزير برنية، خلال اللقاء الذي عُقد في مبنى الوزارة بدمشق، بأنه بحث فرص الاستفادة من الخبرات البحرينية في عدد من المجالات، من بينها الرقمنة، والقطاع المالي، والصحة، والتعليم، وذلك في سياق متابعة التفاهمات التي أُبرمت خلال زيارة رئيس الجمهورية أحمد الشرع الأخيرة إلى مملكة البحرين، بحسب وكالة الأنباء السورية (سانا).
من جهة أخرى، تصدر اسم القاضي أحمد حسكل حديث العديد من السوريين على وسائل التواصل الاجتماعي خلال اليومين الماضيين، بعد أن تعرض إلى اعتداء من قبل عدد من المسلحين في حلب.
بينما زعم أحد المحامين، يدعى باسل المانع، في منشور على «فيسبوك»، بأن أحد عناصر الأمن العام اعتدى عليه.
ونفت وزارة العدل السورية ما تردد بأن القاضي كان يعمل ضمن «محاكم الإرهاب» في ظل النظام السابق، وأوضحت في بيان أن وزير العدل تواصل مع وزير الداخلية، الذي استنكر الحادثة بشدة، ووجّه بالإسراع في اتخاذ الإجراءات القانونية اللازمة.وأكدت توقيف المتورطين في الحادثة، وفتح تحقيق عاجل، مؤكدة أن الملف أحيل إلى القضاء المختص لاتخاذ الإجراءات القانونية المناسبة.
The European Union countries approved today (Tuesday) a decision to lift sanctions on Syria. The EU's foreign policy chief, Kaia Kalas, announced that the decision will take effect at dawn tomorrow (Wednesday). Kalas revealed that European countries have prepared additional sanctions that will be imposed on some human rights violators in Syria.
Western diplomatic sources previously disclosed that a new sanctions mechanism related to human rights violations will be established, in light of the events and violations that occurred on the Syrian coast in early March. They indicated that this mechanism could be activated against Syrian officials if the perpetrators of the violations are not held accountable.
The Syrian authorities pledged more than a month ago that they would pursue anyone who committed violations on the Syrian coast based on sectarian grounds or otherwise, and announced the formation of an investigative committee into the bloody events.
The lifting of Western sanctions on Syria after nearly 14 years represents an important development that could give the Syrian economy a significant boost, open markets, and encourage foreign investments.
The new authorities have sought since coming to power on December 8 to accelerate economic activity in preparation for the recovery and reconstruction phase, which is estimated to cost around 400 billion US dollars.
For his part, Syrian Finance Minister Dr. Mohammad Yasser Barnieh discussed with the Ambassador of the Kingdom of Bahrain in Damascus, Waheed Mubarak Sayar, the procedures for recovering frozen funds for the Syrian Commercial Bank in Bahraini banks, in light of "License 25" issued by the US Treasury Department. The Financial Crimes Enforcement Network of the US Treasury issued an exceptional exemption allowing financial institutions to deal with the Syrian Commercial Bank, including opening accounts and transferring funds to and from Syria. Minister Barnieh stated during the meeting held at the ministry's building in Damascus that he discussed opportunities to benefit from Bahraini expertise in several fields, including digitization, the financial sector, health, and education, in the context of following up on the agreements made during President Ahmad al-Shara's recent visit to the Kingdom of Bahrain, according to the Syrian News Agency (SANA).
On another note, the name of Judge Ahmad Haskal has dominated discussions among many Syrians on social media over the past two days after he was assaulted by a number of armed men in Aleppo.
Meanwhile, a lawyer named Basel al-Mana claimed in a post on Facebook that a member of the General Security assaulted him.
The Syrian Ministry of Justice denied reports that the judge had worked within the "terrorism courts" under the previous regime, clarifying in a statement that the Minister of Justice contacted the Minister of Interior, who strongly condemned the incident and directed that necessary legal actions be taken promptly. It confirmed the arrest of those involved in the incident and the opening of an urgent investigation, emphasizing that the case has been referred to the competent judiciary to take appropriate legal measures.
