في مشهد دبلوماسي يعكس تحولاً في سياسات أمريكا الجنوبية تجاه الصراع الفلسطيني-الإسرائيلي، عيّنت كولومبيا خورخي إيفان أوسبينا أول سفير لها في الأراضي الفلسطينية، وهو رئيس سابق لبلدية مدينة كالي ومقرب من الرئيس غوستافو بيترو، وفق ما أعلنت الخارجية الكولومبية (الإثنين).
وكان بيترو أعلن في مايو 2024 قطع العلاقات الدبلوماسية مع إسرائيل، واتهم حكومة رئيس الوزراء بنيامين نتانياهو بأنها تنفذ «إبادة جماعية» في غزة.
وقبل عام، أعلن بيترو فتح سفارة لبلاده في رام الله بالضفة الغربية المحتلة.
ويأتي تعيين أوسبينا «سفيراً لدى حكومة دولة فلسطين» في أعقاب موافقة السلطات الفلسطينية في 5 مايو، وفق ما جاء في مرسوم وقعته وزيرة الخارجية لورا سارابيا في 22 مايو.
وأوسبينا رئيس سابق لبلدية كالي، ثالث أكبر مدينة في كولومبيا، وانتمى إلى حركات يسارية، وهو ابن إيفان مارينو أوسبينا أحد قادة منظمة «إم 19» المسلحة سابقاً التي كان الرئيس بيترو أيضاً عضواً فيها.
وقال السفير الجديد إنّه لا يعلم بعد ما إذا كان سيزاول عمله من رام الله أم من «دولة مجاورة».
وأضاف أوسبينا لـ«فرانس برس»: «سيتعيّن البحث مع إسرائيل والعمل معها لتحديد الخطوات اللازمة للسماح بتطوير السفارة الكولومبية من رام الله».
وأضاف: «كدولة، نحن نعترف بالدولة الفلسطينية، ونعترف بأن الدولة الفلسطينية والدولة الإسرائيلية يجب أن تتعايشا وتُوجدا سوياً».
In a diplomatic scene reflecting a shift in South American policies towards the Palestinian-Israeli conflict, Colombia has appointed Jorge Iván Ospina as its first ambassador to the Palestinian territories, a former mayor of Cali and close associate of President Gustavo Petro, according to the Colombian Foreign Ministry (on Monday).
Petro announced in May 2024 the severing of diplomatic relations with Israel, accusing Prime Minister Benjamin Netanyahu's government of committing "genocide" in Gaza.
A year ago, Petro announced the opening of an embassy for his country in Ramallah in the occupied West Bank.
The appointment of Ospina as "Ambassador to the Government of the State of Palestine" comes following the approval of the Palestinian authorities on May 5, according to a decree signed by Foreign Minister Laura Sarabia on May 22.
Ospina is a former mayor of Cali, Colombia's third-largest city, and has been affiliated with leftist movements. He is the son of Iván Marino Ospina, one of the leaders of the former armed organization "M-19," of which President Petro was also a member.
The new ambassador stated that he does not yet know whether he will operate from Ramallah or from a "neighboring state."
Ospina added to AFP: "It will be necessary to negotiate with Israel and work with them to determine the necessary steps to allow the development of the Colombian embassy from Ramallah."
He further stated: "As a state, we recognize the State of Palestine, and we acknowledge that the State of Palestine and the State of Israel must coexist and exist together."
