His Royal Highness Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud chaired the session held by the Council of Ministers today (Tuesday) in Riyadh.

At the beginning of the session, the Crown Prince briefed the Council of Ministers on the contents of his meetings with leaders and heads of governments from several brotherly and friendly countries during their visit to the Kingdom of Saudi Arabia to participate in the Future Investment Initiative conference.

The Council emphasized in this context that the high-level international attendance at the conference reflects the global appreciation for the Kingdom and its achievements, as well as its vision that has made it an international economic destination and a leading global hub that brings together leaders and innovators from various countries to transform visions into practical strategies that shape the future of investment.

The Council of Ministers approved the granting of financial incentive rewards to those who assist in uncovering violations of the penalties regulation for municipal violations, according to a number of controls. The Council also approved the Ministry of Industry and Mineral Resources to coordinate with the Ministry of Finance to take the necessary measures to create and approve a special item for localizing pharmaceutical industries in the budgets of government health entities.

The Kingdom's Economy Keeps Pace with Global Transformations

The Council of Ministers noted the ability of the Kingdom's economy to keep pace with global transformations with flexibility and robustness, and alignment between resources, capabilities, and national priorities, alongside the continued growth in non-oil sectors and achieving further development in several areas, including advanced manufacturing, technology, tourism, and entrepreneurship.

Minister of Media Salman bin Yusuf Al-Dosari stated in his statement to the Saudi Press Agency following the session that the Council praised the contribution of the private sector in driving the growth of non-oil activities to significant levels since the launch of (Vision 2030), reflecting the effectiveness of economic policies and reforms that have enabled the business environment to expand and thrive.

Crafting a Future that Enhances Transparency and Governance

The Council regarded the Kingdom's election to the presidency of the International Organization of Supreme Audit Institutions (INTOSAI) for three years starting from 2031 as a confirmation of its leadership in this field and its role in shaping a global future that enhances transparency and governance.

The Council of Ministers appreciated the city of Al-Ula receiving three awards from the World Travel Awards for 2025, embodying its continuous excellence and growing status on the regional tourism map, along with its rich historical, cultural, and civilizational components.

Decisions:

The Council reviewed the topics listed on its agenda, including subjects that the Shura Council participated in studying. It also reviewed the conclusions reached by the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Experts Committee of the Council of Ministers regarding these matters. The Council concluded the following:

- Approval of a headquarters agreement between the Government of the Kingdom of Saudi Arabia and the Arab Institute for Urban Development.

- Approval of a memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the State of Kuwait for financial cooperation.

- Delegating the Minister of Tourism - or his representative - to negotiate with the San Marino side regarding a draft memorandum of understanding between the Ministry of Tourism in the Kingdom of Saudi Arabia and the Ministry of Tourism, Postal Services, Cooperation, Exhibitions, and Investment Attraction in the Republic of San Marino for cooperation in the field of tourism and to sign it.

- Approval of a memorandum of understanding between the Ministry of Economy and Planning in the Kingdom of Saudi Arabia and the Ministry of Industry and Trade in the Socialist Republic of Vietnam for cooperation in the economic and trade fields.

- Approval of an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Panama in the field of air transport services.

- Approval of a memorandum of understanding between the Saudi Food and Drug Authority and the National Agency for Health, Food Safety, and Environmental and Occupational Health in the Republic of France in the field of veterinary medical product management.

- Approval of a memorandum of understanding between the Education and Training Evaluation Commission in the Kingdom of Saudi Arabia and Kuwait University in the State of Kuwait for cooperation in the field of measurement, evaluation, and accreditation.

- Approval to transfer the authority to issue licenses for chemical consulting from the Ministry of Commerce to the Ministry of Energy.

- Granting financial incentive rewards to those who assist in uncovering violations of the penalties regulation for municipal violations, according to a number of controls.

- The Ministry of Industry and Mineral Resources to coordinate with the Ministry of Finance to take the necessary measures to create and approve a special item for localizing pharmaceutical industries in the budgets of government health entities.

- Approval of the final accounts for the Development Authority of Makkah Region, the Agricultural Development Fund, and Taibah University for the previous two financial years.

Promotions:

Approval of promotions at the levels of (fifteenth) and (fourteenth), as follows:

- Promotion of Mahmoud bin Hassan bin Thabit Al-Ratou'i to the position of (Assistant Secretary) at the (fifteenth) level in the Eastern Province Municipality.

- Promotion of Adel bin Ashiq bin Hassan Al-Qahtani to the position of (Senior Business Consultant) at the (fifteenth) level at King Faisal University.

- Promotion of Abdullah bin Abad bin Abdullah Al-Diri Al-Otaibi to the position of (Business Consultant) at the (fourteenth) level in the Ministry of Municipalities and Housing.

The Council of Ministers also reviewed several general topics listed on its agenda, including annual reports from the ministries of: (Energy, Sports, Communications and Information Technology, Human Resources and Social Development, Industry and Mineral Resources), the General Transport Authority, the National Center for Vegetation Cover Development and Combating Desertification, the National Center for Documents and Archives, and the Institute of Public Administration, and the Council took the necessary actions regarding those topics.
