اعتمدت وزارة البلديات والإسكان اشتراطات بلدية جديدة لتنظيم أنشطة العربات المتنقلة؛ بهدف تعزيز الامتثال والالتزام بالأنظمة، وتوفير بيئة تشغيلية آمنة، ورفع كفاءة الممارسات الصحية والغذائية، بما يسهم في تحسين جودة الخدمات، ودعم الفرص الاستثمارية لرواد الأعمال.
وأوضحت الوزارة أن الاشتراطات نصّت على تحديد مواقع مخصصة لوقوف العربات المتنقلة، ضمن مواقع تابعة للأمانات أو الجهات الحكومية أو المنشآت الخاصة أو المواقع الاستثمارية أو الحاضنات البلدية، مع الالتزام بمسافات آمنة لا تقل عن 10 أمتار من محطات الوقود، ومنع التوقف داخل الأحياء السكنية أو قرب مخارج الطوارئ أو مصادر التلوث البيئي.
وأضافت أن الاشتراطات الفنية للعربات المتنقلة أوجبت توفير تجهيزات أساسية مقاومة للانزلاق وسهلة التنظيف، إلى جانب أنظمة تهوية وتكييف تمنع تكاثف الأبخرة وتحافظ على درجة حرارة لا تتجاوز 25 درجة مئوية داخل العربة، إضافة إلى تطبيق اشتراطات العزل الحراري، والإضاءة المناسبة، ووسائل السلامة.
وبيّنت الوزارة أن الاشتراطات التشغيلية للعربات المتنقلة تلزم بالحصول على التراخيص النظامية وتصاريح المواقع من الجهات المعنية، وتمنع استخدام مكبرات الصوت أو التدخين داخل العربة، مع الالتزام بساعات العمل المحددة وعدم ممارسة النشاط خارج نطاق العربة، إضافة إلى توفير صندوق إسعافات أولية وتطبيق معايير نظافة صارمة.
وأكدت «البلديات والإسكان» أن العربات الغذائية تخضع لمتطلبات دقيقة تتعلق بسلامة الأغذية، تشمل استخدام المياه الصالحة للشرب، وتوفير تجهيزات مخصصة لتحضير وغسل الخضراوات والفواكه، ومنع تحضير الصلصات داخل العربة، والالتزام باشتراطات التبريد والتسخين وإذابة التجميد وفق تعليمات هيئة الغذاء والدواء.
ونوّهت بأهمية عرض المعلومات الأساسية للمستهلك بشكل واضح، وتشمل أسماء المنتجات، وتفاصيل المكونات، ومسببات الحساسية، ودرجات الحرارة، وتواريخ الصلاحية، إلى جانب وضع لوحة تبين نوع ومصدر اللحوم المستخدمة، وتوفير خدمة الدفع الإلكتروني بشكل دائم، وإبراز الرمز الإلكتروني الموحد على العربة.
واختتمت وزارة البلديات والإسكان بتأكيد استمرار جهودها في تطوير وتحديث الاشتراطات البلدية لمختلف الأنشطة، بما يتماشى مع مستهدفات رؤية المملكة 2030، ويُسهم في تعزيز الصحة العامة ورفع جودة الحياة في المدن والمجتمعات.

The Ministry of Municipalities and Housing has adopted new municipal requirements to regulate mobile cart activities; aimed at enhancing compliance with regulations, providing a safe operational environment, and improving the efficiency of health and food practices, which contributes to improving service quality and supporting investment opportunities for entrepreneurs.
The ministry clarified that the requirements stipulate the designation of specific locations for parking mobile carts, within sites belonging to municipalities, government entities, private establishments, investment sites, or municipal incubators, while adhering to safe distances of no less than 10 meters from fuel stations, and prohibiting parking within residential neighborhoods or near emergency exits or sources of environmental pollution.
It added that the technical requirements for mobile carts necessitate the provision of basic slip-resistant and easy-to-clean equipment, in addition to ventilation and air conditioning systems that prevent vapor condensation and maintain a temperature not exceeding 25 degrees Celsius inside the cart, along with the application of thermal insulation requirements, appropriate lighting, and safety measures.
The ministry indicated that the operational requirements for mobile carts require obtaining the necessary licenses and site permits from the relevant authorities, and prohibit the use of loudspeakers or smoking inside the cart, while adhering to specified working hours and not conducting activities outside the cart's scope, in addition to providing a first aid kit and implementing strict cleanliness standards.
The "Municipalities and Housing" confirmed that food carts are subject to precise requirements related to food safety, including the use of potable water, providing designated equipment for washing and preparing vegetables and fruits, prohibiting the preparation of sauces inside the cart, and adhering to cooling, heating, and thawing requirements according to the instructions of the Food and Drug Authority.
It emphasized the importance of clearly displaying essential information to consumers, including product names, ingredient details, allergens, temperature settings, and expiration dates, along with placing a sign indicating the type and source of the meats used, providing electronic payment services at all times, and prominently displaying the unified electronic code on the cart.
The Ministry of Municipalities and Housing concluded by affirming its ongoing efforts to develop and update municipal requirements for various activities, in line with the objectives of the Kingdom's Vision 2030, contributing to enhancing public health and improving the quality of life in cities and communities.
