حددت وزارة البلديات والإسكان اشتراطات فنية وتنظيمية خاصّة بمظلات السيارات داخل حدِّ الملكية، امتداداً لجهودها في تطوير البيئة الحضرية، والرفع من جودة التصميم العمراني، وضمان الاستخدام الآمن والمنظم للمساحات ضمن نطاقات العمائر السكنية والتجارية الإدارية.
وتتضمن الاشتراطات معايير تنظيمية لإنشاء مظلات السيارات ضمن الملكيات الخاصة، تشمل جوانب التصميم والموقع والمواد المستخدمة، بما يُحقق الاستخدام المُنضبط للمرافق، ويُعزز من تكامل المشهد العمراني، ويحدّ من التعديات والمظاهر غير النظامية، مع الالتزام بكود البناء السعودي ومعايير الوصول الشامل، بما في ذلك مراعاة مسارات المشاة ومداخل ذوي الإعاقة.
وتشمل الاشتراطات متطلبات المساحة والارتدادات، وحدود بروز المظلة وارتفاعها، إلى جانب منع تغطية الجوانب أو استخدام مواد غير معتمدة، أو التعدي على الأرصفة أو خطوط المشاة، مع توجيه التصميمات نحو التكامل البصري مع الطراز المعماري للمبنى والمنطقة المحيطة.
وتنظم الوزارة إجراءات إصدار التصريح عبر منصة «بلدي»، من خلال خطوات تبدأ بتقديم رخصة البناء أو عقد إيجار موثق عبر «منصة إيجار»، مروراً بإعداد المخططات من قبل مكتب هندسي معتمد، وانتهاء بمراجعة الجهات المختصة وإصدار التصريح إلكترونيّاً، بما يُسهم في تبسيط الإجراءات وضمان الامتثال الفني.
واشتملت الاشتراطات على عددٍ من الضوابط العامة، أبرزها: وضع بطاقة تعريفية للمظلة برمز يتضمن بيانات التصريح، المحافظة على نظافة الموقع وسلامة الأرصفة، توحيد تصميم المظلات في المبنى الواحد، والالتزام بالصيانة الدورية، إضافة إلى تحمُّل صاحب التصريح كامل المسؤولية النظامية تجاه المظلة وما يترتب على إنشائها من التزامات، والتقيُّد بمتطلبات الوصول الشامل المعتمدة من المركز الوطني لكود البناء.
وأتاحت الوزارة مُهلة تصحيحية مدتها (180) يوماً للمظلات القائمة داخل حدود الملكية، بدءاً من تاريخ نشر الدليل الفني عبر المنصات الرسمية، لاستيفاء الاشتراطات والأنظمة المعتمدة وتحديث أوضاعها بما يتوافق مع المعايير الحالية.
وتهدف وزارة البلديات والإسكان من خلال هذه الاشتراطات إلى تعزيز جودة التنظيم العمراني، وتحقيق التوازن بين متطلبات السلامة والوظيفة البنائية، وتوفير بيئة حضرية أكثر تنظيماً وأماناً، دعماً لمستهدفات رؤية المملكة 2030.
The Ministry of Municipalities and Housing has defined technical and regulatory requirements for car canopies within property boundaries, as part of its efforts to develop the urban environment, enhance the quality of architectural design, and ensure the safe and organized use of spaces within residential and commercial administrative buildings.
The requirements include regulatory standards for the construction of car canopies within private properties, covering aspects of design, location, and materials used, in order to achieve disciplined use of facilities, enhance the integration of the urban landscape, and limit violations and irregular appearances, while adhering to the Saudi Building Code and accessibility standards, including considerations for pedestrian pathways and entrances for individuals with disabilities.
The requirements encompass space and setback requirements, limits on the projection and height of the canopy, as well as prohibiting the covering of sides or using unapproved materials, or encroaching on sidewalks or pedestrian lines, with design guidance aimed at visual integration with the architectural style of the building and the surrounding area.
The ministry organizes the permit issuance procedures through the "Baladi" platform, with steps starting from submitting a building permit or a documented lease contract via the "Ejar" platform, followed by preparing plans by an accredited engineering office, and concluding with the review by relevant authorities and the electronic issuance of the permit, contributing to simplifying procedures and ensuring technical compliance.
The requirements include a number of general controls, the most notable of which are: placing an identification card for the canopy with a code that includes permit data, maintaining site cleanliness and sidewalk safety, standardizing canopy designs within the same building, and adhering to regular maintenance, in addition to the permit holder bearing full legal responsibility for the canopy and any obligations arising from its construction, and complying with the accessibility requirements approved by the National Center for Building Code.
The ministry has provided a corrective grace period of (180) days for existing canopies within property boundaries, starting from the date of publishing the technical guide through official platforms, to meet the approved requirements and regulations and update their status in line with current standards.
The Ministry of Municipalities and Housing aims through these requirements to enhance the quality of urban organization, achieve a balance between safety requirements and structural functionality, and provide a more organized and safe urban environment, supporting the objectives of Saudi Vision 2030.
