أعلنت وزارة الموارد البشرية والتنمية الاجتماعية، وبالشراكة مع وزارة التجارة، بدء تطبيق المرحلة الأولى من قرار رفع نسب توطين المهن المحاسبية في القطاع الخاص بنسبة 40% على المنشآت التي يعمل بها 5 محاسبين فأكثر من العاملين في المهن المحاسبية اعتبارًا من 2025/10/27م، فيما تم تحديد الحد الأدنى لأجور المهنة 6,000 ريال لحملة البكالوريوس أو ما يعادله و4,500 لحملة الدبلوم أو ما يعادله، وذلك ضمن المساعي الهادفة إلى توفير مزيدٍ من فرص العمل المتنوعة للمواطنين والمواطنات بكافة القطاعات في مختلف مناطق المملكة.
وشمل القرار رفع نسب التوطين في 44 مهنة محاسبية متنوعة، من أبرزها (مدير مالي، مدير حسابات، مدير شؤون مالية ومحاسبة، مدير حسابات وميزانية، مدير خزينة، مدير ميزانية، مدير تحصيل، مدير خزانة، محاسب قانوني، مراقب مالي، ومراجع مالي أول)، ويتم القرار على خمس مراحل بشكل تدريجي لمدة خمس سنوات وصولًا إلى نسبة 70%.
وأكدت وزارة الموارد البشرية والتنمية الاجتماعية نشرها الدليل الإجرائي على موقعها الإلكتروني؛ لتوضيح تفاصيل القرار ونسب التوطين المطلوبة، داعية جميع المنشآت إلى الالتزام بالتطبيق تفاديًا للعقوبات النظامية المقررة على المخالفين.
ويأتي هذا القرار استكمالًا لجهود توطين المهن المحاسبية، إذ تتولى وزارة التجارة متابعة تنفيذ القرار بما يتناسب مع حاجات سوق العمل، كما ستستفيد منشآت القطاع الخاص من برامج الدعم والمحفزات التي تقدمها منظومة الموارد البشرية والتنمية الاجتماعية، التي تشمل دعم عمليات الاستقطاب، والتدريب، والتأهيل، والتوظيف، والاستمرار الوظيفي، إلى جانب أولوية الاستفادة من برامج دعم التوطين، وبرامج صندوق تنمية الموارد البشرية «هدف».
The Ministry of Human Resources and Social Development, in partnership with the Ministry of Commerce, announced the commencement of the first phase of the decision to raise the localization rates of accounting professions in the private sector to 40% for establishments employing 5 or more accountants in accounting professions, starting from 27/10/2025. The minimum wage for the profession has been set at 6,000 Riyals for bachelor's degree holders or equivalent, and 4,500 Riyals for diploma holders or equivalent. This is part of efforts aimed at providing more diverse job opportunities for citizens in all sectors across various regions of the Kingdom.
The decision includes raising localization rates in 44 diverse accounting professions, among which are (Financial Manager, Accounts Manager, Financial and Accounting Affairs Manager, Accounts and Budget Manager, Treasury Manager, Budget Manager, Collection Manager, Cash Manager, Certified Accountant, Financial Controller, and Senior Financial Auditor). The decision will be implemented in five gradual phases over five years, reaching a rate of 70%.
The Ministry of Human Resources and Social Development confirmed that it has published the procedural guide on its website to clarify the details of the decision and the required localization rates, urging all establishments to comply with the implementation to avoid the legal penalties imposed on violators.
This decision comes as a continuation of efforts to localize accounting professions, as the Ministry of Commerce will monitor the implementation of the decision in line with the needs of the labor market. Private sector establishments will also benefit from the support and incentives programs provided by the Ministry of Human Resources and Social Development, which include support for recruitment, training, qualification, employment, and job retention, in addition to priority access to localization support programs and the Human Resources Development Fund "Hadaf" programs.
