اقترح الأمن العام تعديل لائحة نظام نقل النقود والمعادن الثمينة والمستندات ذات القيمة. واشترطت اللائحة أن تحتوي سيارة النقل على 5 كاميرات مراقبة داخلية وخارجية، وغرفة مراقبة وتحكم بالمدينة التي يوجد بها مقرها الرئيسي بما يُمكنها من تحديد مواقع سيارات النقل التابعة لها وإيقافها عند الضرورة، والاطلاع على تسجيل الكاميرات داخل وخارج السيارة، والاحتفاظ بفترة تسجيل لا تقل عن 90 يوماً، وإمكانية الربط مع أي جهة أخرى عندما يتطلب الأمر.
ووفق الأمن العام، يهدف المشروع إلى إجراء تحسينات في نشاط نقل النقود والمعادن الثمينة والمستندات ذات القيمة، وفق ما تم رصده خلال الـ13 سنة الماضية من تاريخ صدور اللائحة.
واقترح الأمن العام تعديل المادة السادسة، ليصبح نصها أن تبلّغ «مركز العمليات الأمنية الموحدة 911 بالمناطق التي يُعمل بها ومركز عمليات الأمن العام بالمناطق الأخرى وفق جدول يومي لبيانات الرحلات يتضمن معلومات تفصيلية عن الرحلة أو الإبلاغ عنها قبل بدئها بوقت كافٍ لا يقل عن 3 ساعات، سواء كانت المنقولات نقوداً أو معادن ثمينة أو مستندات ذات قيمة، بواسطة أي من وسائل الاتصال، وعدم توقفها إلا عند الحالات الطارئة، مع الالتزام بخط السير وعدم تغييره إلا بعد التنسيق مع الجهات الأمنية التي قدمت البلاغ لها».
وأضافت التعديلات عدداً من النصوص، منها: «عند دخول السيارات غير السعودية المخصصة لنقل النقود من الخارج يجب أن تكون بنفس المواصفات الفنية المتعلقة بالتصفح وفق تصاريح صادرة من بلدها، أو أن تلتزم الجهات المستوردة للنقد السعودي والأجنبي بتسيير سيارة حراسة لمرافقتها على أن تكون السيارة المرافقة تابعة لشركة مؤسسة محلية مرخص لها بمزاولة هذا النشاط، وتبدأ أعمال المرافقة من خارج الدائرة الجمركية بالمنفذ حتى وصولها للجهة المستفيدة ومن ثم عودتها للدائرة الجمركية».
ومن التعديلات أيضاً: «عند انتهاء عملية النقل يجب على الجهة الحاصلة على ترخيص بمزاولة النشاط أن تؤمّن مكاناً مغلقاً في المنطقة أو المحافظة التي تنطلق منها سيارات النقل، وذلك لإيقاف سيارات النقل فيه مع تأمينه بحراسة أمنية مدنية خاصة، مع التزام الجهة التابعة لها سيارة النقل بتأمين سيارة أخرى لتعزيز سيارة النقل التي تحمل النقود حال كانت الجهة المستفيدة مغلقة واضطرت للبقاء بالموقع أو تعطلت سيارة النقل».
ومن التعديلات وضع منبه ضوئي على كبينة السيارة بموافقة من إدارة المرور، كما حظر التعديل بيع أي سيارة مصفحة تعمل بهذا النشاط إلا لجهة حاصلة على ترخيص لمزاولة النشاط أو إعادة تصديرها وفق الإجراءات المعمول بها لدى هيئة الزكاة والضريبة والجمارك.
The Public Security proposed an amendment to the regulations governing the transport of cash, precious metals, and valuable documents. The regulations stipulate that the transport vehicle must be equipped with 5 internal and external surveillance cameras, a monitoring and control room in the city where its headquarters is located, enabling it to determine the locations of its transport vehicles and stop them when necessary, review camera recordings inside and outside the vehicle, retain recordings for no less than 90 days, and have the capability to connect with any other entity when required.
According to the Public Security, the project aims to implement improvements in the activity of transporting cash, precious metals, and valuable documents, based on observations made over the past 13 years since the issuance of the regulations.
The Public Security also proposed an amendment to Article Six, stating that the "Unified Security Operations Center 911 in the areas where it operates and the Public Security Operations Center in other areas must be notified according to a daily schedule of trip data that includes detailed information about the trip or report it before it begins with sufficient time of no less than 3 hours, whether the transported items are cash, precious metals, or valuable documents, using any means of communication, and that it should not stop except in emergency cases, while adhering to the route and not changing it except after coordinating with the security authorities to whom the report was made."
The amendments included several texts, including: "When non-Saudi vehicles designated for transporting cash enter from abroad, they must meet the same technical specifications related to navigation according to permits issued by their country, or the entities importing Saudi and foreign currency must operate a guard vehicle to accompany them, provided that the accompanying vehicle belongs to a licensed local company authorized to engage in this activity, and the escorting operations begin from outside the customs area at the entry point until it reaches the beneficiary and then returns to the customs area."
Among the amendments is also: "Upon completion of the transport operation, the entity holding a license to operate the activity must secure a closed location in the area or governorate from which the transport vehicles depart, to stop the transport vehicles there, ensuring it is secured with special civil security guards, while the entity to which the transport vehicle belongs must secure another vehicle to support the transport vehicle carrying cash in case the beneficiary is closed and it is forced to remain on-site or if the transport vehicle breaks down."
Additionally, the amendments require the installation of a light signal on the vehicle cabin with the approval of the traffic department, and the amendment prohibits the sale of any armored vehicle operating in this activity except to an entity that holds a license to engage in the activity or to re-export it according to the procedures in place with the Zakat, Tax, and Customs Authority.
