في الوقت الذي بدأت فيه وزارة التعليم، الأحد الماضي، استقبال طلبات النقل الخارجي لشاغلي الوظائف التعليمية عبر برنامج «فرص» في نظام «فارس»، رصدت «عكاظ»، 7 لاءات وضعتها الوزارة أمام المتقدمين ضمن الضوابط المنظمة للبرنامج، الذي اعتمد منذ العام الدراسي 1446هـ، بديلاً عن حركة النقل الخارجي التقليدية.
وجاءت أولى اللاءات لتؤكد عدم إمكانية العدول عن الطلب بعد انتهاء فترة الإعلان، مع السماح بالتقديم على أكثر من فرصة في الإعلان الواحد، في حين لا يمكن التقديم على أكثر من إعلان في الوقت نفسه.
كما أوضحت الوزارة، أنه لا يمكن التقديم على فرصة جديدة إلا بعد مضي 5 سنوات من تاريخ مباشرة الفرصة السابقة، مؤكدة أنه لا يحق للمعلم الترشح على فرصة إذا تسبب نقله في عجز بقطاعه الحالي.
أما بشأن المعينين بنظام العقود اللائحية، فأكدت الوزارة، أنه لا يحق لهم التقديم إلا داخل نطاق إدارتهم التعليمية، شريطة توفر تقييم أداء وظيفي لعامين متتاليين.
وفي ما يخص لمّ الشمل، أوضحت أنه غير متاح ضمن برنامج «فرص»، إذ يتم التقديم على الفرص المعلنة بشكل مستقل.
وجاءت «اللاء» السابعة لتؤكد أن من ليس على رأس العمل لا يحق له التقديم أو المباشرة على الفرصة، وفي حال تعذر ذلك وفق النظام يُعتبر الطلب ملغى تلقائياً.
At the same time that the Ministry of Education began receiving applications for external transfers for educational job holders through the "Furas" program in the "Faris" system last Sunday, "Okaz" reported seven prohibitions set by the ministry for applicants as part of the regulations governing the program, which has been in place since the 1446 AH academic year, replacing the traditional external transfer movement.
The first prohibition confirmed that it is not possible to withdraw the application after the announcement period has ended, while allowing applications for more than one opportunity in a single announcement, although it is not possible to apply for more than one announcement at the same time.
The ministry also clarified that a new opportunity cannot be applied for until five years have passed from the date of starting the previous opportunity, emphasizing that a teacher is not eligible to apply for an opportunity if their transfer would cause a shortage in their current sector.
As for those appointed under the contractual system, the ministry confirmed that they are only allowed to apply within the scope of their educational administration, provided they have a performance evaluation for two consecutive years.
Regarding family reunification, it was clarified that it is not available within the "Furas" program, as applications for the announced opportunities are submitted independently.
The seventh prohibition confirmed that those who are not currently employed are not eligible to apply or start the opportunity, and if this is not possible according to the system, the application is considered automatically canceled.
