تحوّل مستفيدو برنامج الضمان الاجتماعي والتمكين من دور الاستهلاك إلى مسار الإنتاج والمشاركة الفاعلة في سوق العمل، في نموذج وطني يجسّد التحول من الرعوية إلى الاعتماد على الذات، عبر برامج متكاملة تهيئ المستفيد للاندماج في سوق العمل واستثمار مهاراته بما يعزز استقراره الاقتصادي والاجتماعي.
وفقا للتقرير الصادر عن برنامج الضمان الاجتماعي والتمكين، بلغ عدد المستفيدين في مسار التوظيف 65,101 مستفيد، فيما وصل عدد المستفيدين في المسار الاقتصادي إلى 12,467 مستفيدا، وهو ما يعكس توسّع أثر البرنامج في تحويل الدعم إلى تنمية مستدامة. كما شهد البرنامج تنفيذ 629 دورة تدريبية وورشة عمل، وتوقيع 147 شراكة ومذكرة تعاون، وتنظيم 122 ملتقى، ضمن منظومة عملٍ متكاملة تهدف إلى توفير بيئة داعمة تمكّن المستفيد من تطوير ذاته ومهاراته لضمان الانتقال من الرعوية إلى الإنتاجية.
تحقيق الاستقلال المالي للمستفيدين
بلغ إجمالي عدد المستفيدين المُمكّنين فعليا 77,568 مستفيدا مقارنة بالمستهدف البالغ 74,376 مستفيدا، كما حقق مسار التدريب تمكين 21,137 مستفيدا مقابل 19,446 مستهدفا، ما يؤكد نجاح البرنامج في تحقيق أهدافه وتوسيع أثره الاجتماعي والاقتصادي.
وتصدّرت منطقة الرياض قائمة المناطق الأكثر تمكينا بـ16,793 مستفيدا، تلتها منطقة مكة المكرمة بـ16,730 مستفيدا، ثم المنطقة الشرقية بـ10,646 مستفيدا، بينما جاءت منطقة عسير في المرتبة الرابعة بـ5,609 مستفيدين، تلتها منطقة المدينة المنورة بـ5,592 مستفيدا، ثم منطقة جازان بـ5,191 مستفيدا، ومنطقة القصيم بـ4,393 مستفيدا.
وفي بقية المناطق، حققت منطقة نجران تمكين 3,217 مستفيدا، تلتها منطقة تبوك بـ2,807 مستفيدين، ثم منطقة حائل بـ2,538 مستفيدا، فيما بلغ عدد المُمكّنين في منطقة الجوف 1,532 مستفيدا، ومنطقة الحدود الشمالية 1,374 مستفيدا، ومنطقة الباحة 1,146 مستفيدا. هذه الأرقام توضح شمولية مبادرات البرنامج وقدرته على الوصول إلى مختلف المناطق من خلال شراكات محلية متنامية تسهم في نشر ثقافة العمل والإنتاج.
يُعد برنامج الضمان الاجتماعي والتمكين أحد ركائز وزارة الموارد البشرية والتنمية الاجتماعية ضمن برامج التحول الوطني، إذ يسعى إلى تقديم الأدوات والآليات التي تساعد مستفيدي منظومة الخدمات الاجتماعية على تطوير مهاراتهم المهنية، وتحقيق الاستقلال المالي، والمشاركة في مسيرة التنمية الوطنية. ويعمل البرنامج على تأسيس ما يلزم المستفيد للانتقال إلى مرحلة الإنتاجية من خلال التأهيل والتدريب وربطه بفرص العمل المناسبة لمؤهلاته، بإشراف مباشر من أخصائيي التمكين لضمان اندماجه في سوق العمل.
Beneficiaries of the social security and empowerment program have shifted from a consumption role to a path of production and active participation in the labor market, in a national model that embodies the transition from dependency to self-reliance, through integrated programs that prepare beneficiaries for integration into the labor market and invest their skills to enhance their economic and social stability.
According to the report issued by the social security and empowerment program, the number of beneficiaries in the employment pathway reached 65,101, while the number of beneficiaries in the economic pathway reached 12,467, reflecting the program's expanding impact in transforming support into sustainable development. The program also witnessed the implementation of 629 training courses and workshops, the signing of 147 partnerships and memorandums of cooperation, and the organization of 122 forums, as part of a comprehensive work system aimed at providing a supportive environment that enables beneficiaries to develop themselves and their skills to ensure the transition from dependency to productivity.
Achieving Financial Independence for Beneficiaries
The total number of effectively empowered beneficiaries reached 77,568 compared to the target of 74,376 beneficiaries. The training pathway successfully empowered 21,137 beneficiaries against a target of 19,446, confirming the program's success in achieving its goals and expanding its social and economic impact.
The Riyadh region topped the list of the most empowered areas with 16,793 beneficiaries, followed by the Makkah region with 16,730 beneficiaries, then the Eastern region with 10,646 beneficiaries, while the Asir region ranked fourth with 5,609 beneficiaries, followed by the Medina region with 5,592 beneficiaries, then the Jazan region with 5,191 beneficiaries, and the Qassim region with 4,393 beneficiaries.
In the other regions, Najran achieved empowerment for 3,217 beneficiaries, followed by Tabuk with 2,807 beneficiaries, then Hail with 2,538 beneficiaries, while the number of empowered individuals in the Al-Jawf region reached 1,532 beneficiaries, the Northern Borders region 1,374 beneficiaries, and the Al-Baha region 1,146 beneficiaries. These figures illustrate the comprehensiveness of the program's initiatives and its ability to reach various regions through growing local partnerships that contribute to spreading the culture of work and production.
The social security and empowerment program is one of the pillars of the Ministry of Human Resources and Social Development within the national transformation programs, as it seeks to provide the tools and mechanisms that help beneficiaries of the social services system to develop their professional skills, achieve financial independence, and participate in the national development journey. The program works to establish what beneficiaries need to transition to a productive phase through qualification and training, linking them to suitable job opportunities for their qualifications, under the direct supervision of empowerment specialists to ensure their integration into the labor market.
