أعلنت المملكة، ممثلة بالهيئة الوطنية للأمن السيبراني بالشراكة مع الأمم المتحدة ووكالاتها المتخصصة، إطلاق المبادرة العالمية لبناء القدرات الدولية في الفضاء السيبراني. جاء ذلك، خلال النسخة الخامسة من المنتدى الدولي للأمن السيبراني المنعقدة في العاصمة الرياض تحت شعار «تعزيز المكتسبات المشتركة في الفضاء السيبراني».
وجاء إطلاق المبادرة استجابةً للتحديات الإستراتيجية التي تواجه قطاع الأمن السيبراني دولياً، لاسيما في مجالات الأمن السيبراني الأكثر إلحاحاً، ومنها الفجوة العالمية في عدد المتخصصين في مجال الأمن السيبراني، البالغ عددهم 2.8 مليون متخصص وفقاً لتقرير «القوى العاملة في مجال الأمن السيبراني لعام 2024: سد النقص في القوى العاملة والمهارات» الصادر عن مؤسسة المنتدى الدولي للأمن السيبراني.
وتقوم المبادرة العالمية على خمسة مسارات: برامج البحث والتطوير، برامج المحاكاة والتمارين السيبرانية، وبرامج تدريبية، وتطوير السياسات، وورش العمل؛ بما يُسهم في تنمية مهارات مجموعة واسعة من المستفيدين، بما في ذلك صناع السياسات، وأجهزة إنفاذ القانون، والدبلوماسيون، والمختصون في المجال.

وفي كلمته الافتتاحية، ثمّن محافظ الهيئة الوطنية للأمن السيبراني القائم بأعمال مجلس أمناء مؤسسة المنتدى الدولي للأمن السيبراني المهندس ماجد المزيد، الرعاية والدعم الكبيرين اللذين يحظى بهما قطاع الأمن السيبراني في المملكة من القيادة ودعمها لكل ما من شأنه توحيد الجهود الدولية ورعاية المبادرات الإستراتيجية في الفضاء السيبراني نحو تحقيق كل ما فيه صالح البشرية ورخاء الإنسان حول العالم؛ مشيراً إلى أن إطلاق المبادرة العالمية لبناء القدرات الدولية في الفضاء السيبراني يأتي انطلاقاً من موقع المملكة الرائد عالمياً في القطاع، وما حقّقته التجربة السعودية محلياً وإقليمياً وعالمياً في هذا القطاع الحيوي والواعد من مكتسبات حتى بات النموذج السعودي في الأمن السيبراني اليوم أنموذجاً ناجحاً ورائداً يُعترف به دولياً.
وأضاف المزيد، أن المملكة تنطلق من رصيد طويل في بناء منصات ذات بعد دولي، وإطلاق مبادرات عالمية رائدة في مختلف المجالات ذات الصلة بالفضاء السيبراني، ومن أهمها المبادرتان العالميتان لولي العهد: مبادرة «حماية الطفل في الفضاء السيبراني»، ومبادرة «تمكين المرأة في مجال الأمن السيبراني»، اللتان تأتيان لتعظيم العمل الجماعي وتوحيد الجهود الدولية، وزيادة الوعي العالمي لدى صناع القرار بشأن التهديدات المتزايدة التي يتعرض إليها الأطفال في الفضاء السيبراني، ومعالجة التحديات المتمثلة في انخفاض مشاركة المرأة، والنقص المتزايد للمتخصصات في مجال الأمن السيبراني بما يضمن تعزيز الصمود السيبراني عالمياً.
وكانت المملكة أنشأت مؤسسة المنتدى الدولي للأمن السيبراني بأمر ملكي، وساهمت في إنشاء اللجنة الوزارية للأمن السيبراني بمجلس التعاون لدول الخليج العربية، وتأسيس مجلس وزراء الأمن السيبراني العرب تحت مظلة جامعة الدول العربية، وإطلاق مبادرات إستراتيجية أخرى لتعزيز التعاون الدولي في الأمن السيبراني، وتحفيز التنمية ورخاء الإنسان حول العالم.
The Kingdom, represented by the National Cybersecurity Authority in partnership with the United Nations and its specialized agencies, announced the launch of the Global Initiative for Building International Capacity in Cybersecurity. This announcement was made during the fifth edition of the International Cybersecurity Forum held in the capital, Riyadh, under the slogan "Enhancing Shared Gains in Cybersecurity."
The launch of the initiative comes in response to the strategic challenges facing the cybersecurity sector internationally, particularly in the most pressing areas of cybersecurity, including the global gap in the number of cybersecurity professionals, which stands at 2.8 million specialists according to the report "Cybersecurity Workforce 2024: Bridging the Workforce and Skills Gap" issued by the International Cybersecurity Forum Foundation.
The global initiative is based on five tracks: research and development programs, simulation and cybersecurity exercises, training programs, policy development, and workshops; contributing to the development of skills for a wide range of beneficiaries, including policymakers, law enforcement agencies, diplomats, and specialists in the field.
The Saudi Model in Cybersecurity is a Successful and Pioneering Model Recognized Internationally
In his opening speech, the Governor of the National Cybersecurity Authority and Acting Chairman of the Board of Trustees of the International Cybersecurity Forum Foundation, Engineer Majid Al-Mazid, praised the significant support and sponsorship that the cybersecurity sector in the Kingdom receives from the leadership, and its support for all efforts to unify international efforts and sponsor strategic initiatives in cyberspace to achieve the welfare of humanity and the prosperity of people around the world. He pointed out that the launch of the Global Initiative for Building International Capacity in Cybersecurity comes from the Kingdom's leading global position in the sector, and what the Saudi experience has achieved locally, regionally, and globally in this vital and promising sector, making the Saudi model in cybersecurity today a successful and pioneering model recognized internationally.
Al-Mazid added that the Kingdom is building on a long history of establishing platforms with an international dimension and launching pioneering global initiatives in various fields related to cyberspace, among the most important of which are the two global initiatives of the Crown Prince: the "Child Protection in Cyberspace" initiative and the "Empowering Women in Cybersecurity" initiative, which aim to enhance collective action, unify international efforts, and raise global awareness among decision-makers about the increasing threats faced by children in cyberspace, as well as addressing the challenges of low female participation and the increasing shortage of female specialists in cybersecurity to ensure the enhancement of global cybersecurity resilience.
The Kingdom established the International Cybersecurity Forum Foundation by royal decree, contributed to the establishment of the Ministerial Committee for Cybersecurity within the Gulf Cooperation Council, founded the Arab Cybersecurity Ministers Council under the umbrella of the Arab League, and launched other strategic initiatives to enhance international cooperation in cybersecurity and stimulate development and human prosperity around the world.
