اشترطت وزارة البلديات والإسكان على مغاسل الموتى الحصول على الترخيص البلدي قبل البدء في التشغيل، كما منعت ممارسة أي نشاط مخالف لما تم الترخيص له، ويُمنع مزاولة النشاط بعد انتهاء الترخيص، إضافة إلى ذلك تُمنع ممارسة أي نشاط إضافي غير مدرج في الترخيص، كما منعت الوزارة وضع لافتات تحذيرية أو أي وسيلة كانت لمنع الوقوف أمام المغسلة والمواقف العامة، كما حظرت استخدام مبنى المغسلة في تخزين المواد التي ليس لها علاقة بالنشاط، ويجب توفير صندوق الإسعافات الأولية في المغسلة.
ومن مهمات إدارة المغسلة والاستقبال متابعة الأمور الإدارية لتوفير احتياجات تشغيل المغسلة، واستخراج الترخيص البلدي، وتصريح البناء، وتشغيل المغسلة من الأمانة والبلدية، ومتابعة أداء فرق العمل للمغسلين الأساسيين والمتطوعين والمحتسبين وتوعيتهم بالأحكام الشرعية في تجهيز الميت وتغسيله وتكفينه لرفع قدراتهم وكفاءاتهم العملية والعلمية، واستقبال المكالمات الهاتفية، والتواصل مع ذوي المتوفى لطلب خدمة المغسلة.
واشترطت الوزارة على إدارة المغسلة حسن استقبال ذوي المتوفى وتقديم المواساة لهم، والاطلاع والتأكد من توافر الأوراق الرسمية المطلوبة لاستقبال المتوفى، وتوزيع الجنائز على السائقين والمغسلين، ومتابعة جاهزية سيارات النقل والتجهيزات والمرافق والخدمات، وتقديم الخدمات لذوي المتوفى مثل تسهيل عملية نقل المتوفى من المستشفى إلى المغسلة والمسجد للصلاة عليه والمقبرة لدفنه، ومتابعة توفير احتياجات التغسيل والتكفين كافة، والقيام بتنظيم مكان العمل واحتياجاته، وتوفير أحواض أو طاولات مجهزة ومخصصة لوضع الجثمان للتغسيل، والقيام بتغسيل وتكفين الميت وفق الضوابط الشرعية.
وحدّدت الوزارة المتطلبات الخاصة بالعاملين، ومنها أن يكون المغسلون حاصلين على تصريح ممارس عمل بعد اجتياز الدورة التدريبية من الوزارة، وألا يقل عمر المغسل عن 25 سنة، ويكون سعودي الجنسية، وفي حال كان العامل أجنبياً يجب أن يكون تحت كفالة نظامية.

The Ministry of Municipalities and Housing has stipulated that mortuaries must obtain a municipal license before commencing operations, and it has prohibited any activity that is not authorized by the license. Additionally, practicing any activity after the license has expired is forbidden, and any additional activities not listed in the license are also prohibited. The ministry has banned the placement of warning signs or any means to prevent parking in front of the mortuary and public parking areas. Furthermore, the use of the mortuary building for storing materials unrelated to the activity is prohibited, and a first aid kit must be provided in the mortuary.
The responsibilities of the mortuary management and reception include overseeing administrative matters to ensure the operational needs of the mortuary are met, obtaining the municipal license, building permit, and operating the mortuary in accordance with the municipality's regulations. They must also monitor the performance of the main mortuary workers, volunteers, and those in charge, and educate them on the legal rulings regarding preparing the deceased, washing, and shrouding them to enhance their practical and scientific skills. Additionally, they are responsible for receiving phone calls and communicating with the deceased's relatives to request mortuary services.
The ministry has required the mortuary management to properly receive the deceased's relatives and offer them condolences, verify the availability of the necessary official documents for receiving the deceased, distribute funerals among drivers and washers, monitor the readiness of transportation vehicles, equipment, facilities, and services, and provide services to the deceased's relatives, such as facilitating the transfer of the deceased from the hospital to the mortuary, to the mosque for prayer, and to the cemetery for burial. They must also ensure that all needs for washing and shrouding are met, organize the workplace and its requirements, provide basins or tables equipped and designated for placing the body for washing, and wash and shroud the deceased according to legal guidelines.
The ministry has specified the requirements for workers, including that washers must have a work permit after completing the training course from the ministry, that the washer must be at least 25 years old, and that they must be of Saudi nationality. If the worker is foreign, they must be under legal sponsorship.
