انعقد في الرياض، المؤتمر الصحفي الحكومي الذي حمل عدداً من الرسائل النوعية التي عكست مسار التحوّلات الكبرى في السعودية، وتنوّعت بين إنجازات إعلامية رائدة، ومبادرات عقارية متكاملة تهدف لإعادة التوازن إلى السوق وضبط الإيجارات، بما يترجم مستهدفات رؤية 2030.
وكشف وزير الإعلام سلمان الدوسري في المؤتمر أن السعودية تصدّرت وللعام الثاني على التوالي مؤشر الأمن السيبراني العالمي، مشيراً إلى أن مجلس حقوق الإنسان اعتمد بالإجماع مبادرة ولي العهد لحماية الطفل في الفضاء السيبراني بوصفها مبادرة رائدة تنبع من التزام المملكة بحماية الإنسان أولاً. وأضاف الدوسري أن هيئة تنظيم الإعلام رصدت مخالفات جسيمة في لعبة «روبلوكس»، لافتاً إلى أن المحتوى الهابط يتعارض مع القيم، وأن الهيئة وضعت محددات واضحة للمخالفات، كما ألزمت الشركة بإيقاف المحادثات الصوتية والكتابية، وحجب أكثر من 300 ألف لعبة مخالفة. وأكد أن «أفضل عقوبة للمحتوى السلبي هو تجاهله ورفض متابعة صُنّاعه»، مشيراً إلى أن نسبة هذا المحتوى لا تتجاوز 1% مقابل تفوق المحتوى الإيجابي، وتعمل الوزارة على تعزيز وعي صنّاع المحتوى من خلال ورش عمل متخصصة لتفادي الوقوع في المخالفات التي نصّت عليها الضوابط التنظيمية.
وأوضح وزير الإعلام أنه بتوجيه القيادة تقدّم المملكة ملياراً و300 مليون ريال إضافية دعماً تنموياً واقتصادياً للأشقاء في اليمن عبر البرنامج السعودي لتنمية وإعمار اليمن. وأوضح الوزير أن قيمة القروض المعتمدة من صندوق التنمية الصناعية السعودي بلغ 88 مليار ريال، منذ انطلاقة الرؤية.
توجيهات ولي العهد أعادت التوازن للسوق العقارية
في ملف الإسكان قال وزير البلديات والإسكان ماجد الحقيل إن توجيهات ولي العهد بشأن العقار تستهدف إعادة التوازن العقاري، وأن الوزارة بدأت برفع الإيقاف عن التصرف في الأراضي شمال الرياض، إضافة إلى مناطق أخرى تجاوزت مساحتها 81 مليون م²، كما تم إعلان النطاقات الجغرافية للأراضي المستهدفة، ونسب الرسوم، ومواعيد التسجيل التي يجب أن تكون قبل نهاية شهر أكتوبر. مشيراً إلى أن تثبيت الأسعار كان إحدى الإستراتيجيات لضمان نمو طبيعي للسنوات الخمس القادمة والعرض هو الأساس في الزيادة. مشيراً إلى أن هدف النظام أن يستمر التطوير والعرض، وأن تكون الأسعار حسب دراسات الجدوى للمنتجات الجديدة. وأكد الحقيل أن هدف السياسات الجديدة هو إعادة التوازن بما يخفض الكلفة، ويشجع الاستثمار، ويوسع الخيارات أمام المواطن والمستثمر.
وكشف وزير الإسكان ان إقرار نظام «رسوم الأراضي البيضاء» تم قبل المدة المحددة، وأن رفع الإيقاف عن أراضي شمال الرياض سيعيد تشكيل النسيج الحضري، وتم إعلان النطاقات الجغرافية للأراضي المستهدفة، ونسب الرسوم، ومواعيد التسجيل التي يجب أن تكون قبل نهاية شهر أكتوبر، وأن السياسات الجديدة تهدف إلى إعادة التوازن بما يخفّض الكلفة، ويشجّع الاستثمار، ويوسّع الخيارات أمام المواطن والمستثمر. وبيّن الحقيل أن أكثر من 117 مشروعاً وفّر 88 ألف وحدة سكنية في المملكة، إضافة إلى 60 ألف وحدة سكنية إيجارية موزعة في المدن، مؤكداً أن تثبيت الأسعار كان إحدى الإستراتيجيات لضمان استقرار السوق خلال السنوات الخمس المقبلة، والأساس يبقى في زيادة المعروض السكني. موضحاً أن الوزارة تعمل على إطلاق برنامج «بناء للتأجير» لزيادة الوحدات المطروحة، فضلاً عن برامج لدعم الأسر محدودة الدخل بما يضمن ألا يتجاوز إنفاقها السكني 30% من دخلها. واعتبر أن هذه الجهود، إلى جانب الأحكام التنظيمية الجديدة تضبط العلاقة بين المؤجر والمستأجر وستقود السوق نحو مرحلة أكثر استقراراً وعدالة. ولفت الوزير إلى أن خمس وجهات نوعية طُورت في العاصمة لزيادة المعروض السكني، وأن ثلاثة محاور رئيسية شكّلت رحلة إعادة التوازن العقاري في البلاد، مؤكداً أن المملكة تضع الإنسان في صدارة أولوياتها عبر رؤية طموحة تستشرف المستقبل.
سوق الإيجار ليست محتكرة
أما رئيس الهيئة العامة للعقار عبدالله الحماد فأكد أن سوق الإيجار في الرياض ليسن محتكرة، موضحاً أن المدينة تضم أكثر من مليون وحدة تأجيرية يملكها نحو 200 ألف مالك، أكبرهم لا تتجاوز حصته 0.4% من السوق، ما يؤكد تنوّع السوق ومرونتها. وبيّن أن أحد أسباب ارتفاع الإيجارات يعود إلى اختلال ميزان العرض والطلب، مشيراً إلى أن السوق واجهت في الفترة الماضية ارتفاعات غير مقبولة في الأسعار بما فيها الإيجارات، نتيجة النقص في المعروض العقاري. وأضاف أن الهيئة خرجت بنموذج شامل ومتوازن يتجاوز السلبيات التي واجهتها دول المقارنة المعيارية، مؤكداً أن المرحلة المقبلة ستشهد مزيداً من البرامج والأنظمة التي تكفل ضبط السوق وتحقيق الاستقرار.

A government press conference was held in Riyadh, delivering a number of qualitative messages that reflected the major transformations in Saudi Arabia. These messages varied between pioneering media achievements and comprehensive real estate initiatives aimed at restoring balance to the market and regulating rents, in line with the targets of Vision 2030.
Minister of Media Salman Al-Dosari revealed at the conference that Saudi Arabia topped the Global Cybersecurity Index for the second consecutive year, noting that the Human Rights Council unanimously adopted the Crown Prince's initiative to protect children in cyberspace as a pioneering initiative stemming from the Kingdom's commitment to prioritizing human protection. Al-Dosari added that the Media Regulatory Authority detected serious violations in the game "Roblox," pointing out that low-quality content contradicts values, and that the authority established clear parameters for violations, as well as requiring the company to stop voice and text chats and block more than 300,000 violating games. He emphasized that "the best punishment for negative content is to ignore it and refuse to follow its creators," indicating that the percentage of this content does not exceed 1% compared to the prevalence of positive content, and the ministry is working to raise awareness among content creators through specialized workshops to avoid falling into the violations stipulated by regulatory controls.
Al-Dosari explained that under the leadership's directives, the Kingdom is providing an additional 1.3 billion riyals in developmental and economic support to our brothers in Yemen through the Saudi Program for Development and Reconstruction of Yemen. He clarified that the value of loans approved by the Saudi Industrial Development Fund has reached 88 billion riyals since the launch of the vision.
The Crown Prince's Directives Restored Balance to the Real Estate Market
In the housing file, Minister of Municipal and Rural Affairs and Housing Majid Al-Hoqail stated that the Crown Prince's directives regarding real estate aim to restore real estate balance, and that the ministry has begun lifting the suspension on land transactions north of Riyadh, in addition to other areas covering more than 81 million square meters. The geographical boundaries of the targeted lands, the fee percentages, and the registration deadlines, which must be completed before the end of October, have also been announced. He pointed out that stabilizing prices was one of the strategies to ensure natural growth for the next five years, with supply being the basis for the increase. He noted that the system's goal is to continue development and supply, and that prices should align with feasibility studies for new products. Al-Hoqail confirmed that the aim of the new policies is to restore balance in a way that reduces costs, encourages investment, and expands options for citizens and investors.
Minister of Housing revealed that the approval of the "White Land Fees" system was completed ahead of schedule, and that lifting the suspension on lands north of Riyadh will reshape the urban fabric. The geographical boundaries of the targeted lands, the fee percentages, and the registration deadlines, which must be completed before the end of October, have been announced, and the new policies aim to restore balance in a way that reduces costs, encourages investment, and expands options for citizens and investors. Al-Hoqail indicated that more than 117 projects have provided 88,000 housing units in the Kingdom, in addition to 60,000 rental housing units distributed across cities, emphasizing that stabilizing prices was one of the strategies to ensure market stability over the next five years, with the focus remaining on increasing housing supply. He clarified that the ministry is working to launch the "Build to Rent" program to increase the available units, as well as programs to support low-income families to ensure that their housing expenditure does not exceed 30% of their income. He indicated that one of the reasons for rising rents is the imbalance between supply and demand, noting that the market faced unacceptable price increases, including rents, due to a shortage in real estate supply. He added that the authority has developed a comprehensive and balanced model that overcomes the negatives faced by benchmark comparison countries, affirming that the next phase will witness more programs and regulations that ensure market control and achieve stability.
