The transport authority has revealed its new executive regulations for the delivery service, prohibiting the practice of this activity without obtaining a license. The regulations explicitly ban the display or delivery of any tobacco products and prevent assigning more than one order to a bicycle driver at the same time.

The authority has set the license duration at three years, with the possibility of renewal upon a request submitted 180 days before its expiration date. It also issues a "restricted license" for 60 days to enable the establishment to meet all necessary conditions before actual operation begins.

The regulations require companies wishing to obtain the license to meet strict requirements, including providing a valid commercial registration that includes the delivery activity, registering the trademark of the technical system used, as well as valid certificates for social insurance, zakat, and income. They are also obligated to link their technical systems to the authority's electronic platform to ensure integration and data exchange.

The regulations limit dealings to two main categories: establishments licensed by the authority in the goods transport activity and Saudi individuals who operate their own vehicles.

Clear criteria have been established for drivers and vehicles; drivers affiliated with establishments must possess a valid "driver card," while individual Saudi drivers must have a valid driver's license and a certificate of no criminal record. As for vehicles, they must have a valid "operating card" for establishments, while individual vehicles must be owned by the driver or be in actual use by them, along with a valid insurance document and periodic technical inspection. The regulations emphasize the necessity for the carrier to ensure the safety of the order and not tamper with it, to provide special containers for materials requiring specific temperatures, to offer electronic payment options, to inform the beneficiary of the service price details and cancellation policy before confirming the order, and to enable them to evaluate the transportation process and the driver.

The regulations stipulate that drivers must not violate customer data privacy and must adhere to the approved dress code and public decorum regulations.

They also include the necessity of using facial verification mechanisms to confirm the identity of the driver and to verify through the "Nafath" platform when registering Saudi drivers.
