عقد مركز ريادة - الذراع المعرفية والتمكينية للهيئة العامة للأوقاف - ورشة عمل تأسيسية في مقر الأمم المتحدة بالرياض؛ بهدف تصميم «مؤشر التميز الوقفي» بالشراكة مع برنامج الأمم المتحدة الإنمائي.
ويُعد المؤشر أول أداة تحويلية متخصصة عالميًا؛ لإحداث نقلة نوعية في أداء المؤسسات الوقفية، وتعزيز دورها التنموي المستدام، وتمثل الشراكة الإستراتيجية مع برنامج الأمم المتحدة الإنمائي فرصة للاستفادة من الخبرات الدولية، في التمكين المؤسسي والتطوير الإستراتيجي، بما يعزز ريادة الأوقاف السعودية محليًا وعالميًا.
ويستهدف المؤشر تمكين الأوقاف من تحقيق مقاصد الواقفين بكفاءة وفعالية، وتوثيق ونشر أفضل الممارسات بين الكيانات الوقفية، وبناء إطار منهجي شامل يساعدها في تحسين أدائها المؤسسي، كما يتيح للأوقاف، تعزيز قدراتها وتحديد أولويات التطوير بدقة عالية، بما يسهم في تحقيق مستهدفات رؤية المملكة (2030) للقطاع غير الربحي.
وشملت الورشة استعراض نتائج تقرير تحليل الوضع الراهن لقطاع الأوقاف، الذي تضمن رصد التحديات الرئيسة والفرص المتاحة للتطوير، مما يوفر أساسًا علميًا متينًا، لتصميم المؤشر وتحديد أولوياته.
وتضمنت جلسة حوارية موسعة لاستطلاع مفهوم «التميز الوقفي»، واستكشاف أبرز التحديات العملية في التطوير المؤسسي، واحتياجات التمكين والدعم، وتحديد المعايير الملائمة لواقع الأوقاف في المملكة، إضافة إلى بحث آليات التطبيق الفعالة والقابلة للتنفيذ.
واستعرضت الورشة، مجموعة من المؤشرات المقترحة، مع تقييم مدى ملاءمتها كأدوات تمكينية، والتركيز على آليات التمايز التي تراعي اختلاف قدرات الأوقاف وأحجامها، حيث أتاحت هذه النقاشات، للمشاركين الإسهام المباشر في صياغة المؤشر، والاطّلاع على أفضل الممارسات في التطوير المؤسسي، إلى جانب منحهم أولوية للانضمام إلى المرحلة التجريبية للمؤشر.

The Entrepreneurship Center - the knowledge and empowerment arm of the General Authority for Endowments - held a foundational workshop at the United Nations headquarters in Riyadh; aimed at designing the "Endowment Excellence Index" in partnership with the United Nations Development Programme.
The index is considered the first globally specialized transformative tool; to bring about a qualitative shift in the performance of endowment institutions and enhance their sustainable developmental role. The strategic partnership with the United Nations Development Programme represents an opportunity to benefit from international expertise in institutional empowerment and strategic development, thereby enhancing the leadership of Saudi endowments both locally and globally.
The index aims to empower endowments to achieve the objectives of the endowers efficiently and effectively, document and disseminate best practices among endowment entities, and build a comprehensive methodological framework that helps them improve their institutional performance. It also allows endowments to enhance their capabilities and accurately identify development priorities, contributing to achieving the targets of the Kingdom's Vision (2030) for the non-profit sector.
The workshop included a review of the results of the current situation analysis report for the endowment sector, which included identifying the main challenges and available opportunities for development, thus providing a solid scientific basis for designing the index and determining its priorities.
It featured an extensive dialogue session to explore the concept of "endowment excellence," investigate the main practical challenges in institutional development, identify empowerment and support needs, and determine the appropriate criteria for the reality of endowments in the Kingdom, in addition to discussing effective and implementable application mechanisms.
The workshop presented a set of proposed indicators, assessing their suitability as empowerment tools, and focusing on differentiation mechanisms that take into account the varying capabilities and sizes of endowments. These discussions allowed participants to contribute directly to the formulation of the index and gain insights into best practices in institutional development, as well as giving them priority to join the pilot phase of the index.
