نص تنظيم المركز الوطني لسلامة النقل الذي وافق عليه مجلس الوزراء أخيراً أن تكون لمجلس الإدارة صلاحية تحديد المقابل المالي، لحين صدور حوكمة ممارسة فرض المقابل المالي للخدمات والأعمال المقدمة من الجهات التي من صلاحيتها نظاماً فرض مقابل مالي.
و أكد القرار الذي اطلعت عليه «عكاظ» أن المركز يتمتع بالشخصية الاعتبارية العامة، والاستقلال المالي والإداري، ويرتبط تنظيمياً بالوزير، وله بقرار من المجلس إنشاء فروع أو مكاتب داخل المملكة حسب الحاجة.
و يهدف المركز إلى تعزيز مستوى السلامة في منظومة النقل بكل أنماطه، من خلال نشر الوعي وثقافة السلامة بين المستفيدين داخل المنظومة وخارجها، وإصدار توصيات إرشادية مبنية على عمليات تحقيقات السلامة وأفضل الممارسات والتجارب الدولية ذات الصلة إلى الجهات الأخرى ذات العلاقة.
و للمركز في سبيل تحقيق أهدافه دون إخلال باختصاصات الجهات الأخرى ذات العلاقة، ودون إخلال بالتزامات المملكة بموجب الاتفاقيات الدولية التي تكون طرفاً فيها القيام بوضع السياسات والخطط والبرامج والمبادرات المتعلقة بسلامة النقل، بالتنسيق مع الجهات الأخرى ذات العلاقة، كما يقوم المركز بتحقيقات السلامة في جميع الحوادث الجسيمة التي تقع في وسائل النقل، و ما يقع للمركبات والشاحنات والحافلات في إقليم المملكة، و ما يقع للطائرات المدنية والطائرات السعودية أو التي يشغلها أشخاص يحملون الجنسية السعودية فوق أعالي البحار أو فوق الأراضي غير المملوكة لإحدى الدول، والطائرات السعودية أو التي يشغلها أشخاص يحملون الجنسية السعودية في أقاليم الدول الأخرى.
كما يقوم بتحقيقات السلامة لما يقع للمركبات البحرية في إقليم المملكة، والمركبات البحرية التي في أعالي البحار إذا كانت ترفع علم المملكة، والمركبات البحرية التي ترفع علم المملكة في أقاليم الدول الأخرى، و ما يقع للقطارات في إقليم المملكة.

قاعدة بيانات للحوادث الجسيمة

يعمل المركز على إنشاء قاعدة بيانات ومعلومات تضم جميع ما يتعلق بالحوادث الجسيمة وإحصاءاتها وما يلزم لإجراء تحقيقات السلامة في المملكة بالتنسيق مع الجهات الأخرى ذات العلاقة.
ومن مهماته تسهيل الوصول إلى البيانات والمعلومات المتعلقة بالحوادث الجسيمة وما يتعلق بها إلى الجهات الأخرى ذات العلاقة.
و يعمل المركز على إنشاء منصة إلكترونية تربط بين المركز ومن يراه من الجهات الأخرى ذات العلاقة، بما يسهم في سرعة تلقي بلاغات الحوادث الجسيمة وتبادل البيانات والمعلومات وتعزيز مستوى السلامة في وسائل النقل.
ومن مهماته إصدار توصيات إرشادية بناء على نتائج تحقيقات السلامة إلى الجهات الأخرى ذات العلاقة، و تقديم الخدمات والاستشارات ذات الصلة بأعماله إلى الجهات الحكومية وغيرها داخل المملكة وخارجها.

The text of the organization of the National Transport Safety Center, which was recently approved by the Council of Ministers, states that the Board of Directors has the authority to determine the financial fees, until the governance of imposing financial fees for the services and works provided by the entities that are legally authorized to impose such fees is issued.
The decision, which "Okaz" reviewed, confirmed that the center enjoys public legal personality, financial and administrative independence, and is organizationally linked to the minister. It has the authority, by a decision from the council, to establish branches or offices within the Kingdom as needed.
The center aims to enhance the level of safety in the transport system in all its forms, by spreading awareness and a culture of safety among beneficiaries within and outside the system, and issuing advisory recommendations based on safety investigation processes and best practices and relevant international experiences to other related entities.
The center, in order to achieve its goals without prejudice to the competencies of other related entities, and without prejudice to the Kingdom's obligations under international agreements it is a party to, is responsible for developing policies, plans, programs, and initiatives related to transport safety, in coordination with other related entities. The center also conducts safety investigations into all serious accidents that occur in transport means, including incidents involving vehicles, trucks, and buses within the Kingdom, as well as incidents involving civil aircraft and Saudi aircraft or those operated by individuals holding Saudi nationality over international waters or over territories not owned by any state, and Saudi aircraft or those operated by individuals holding Saudi nationality in the territories of other countries.
It also conducts safety investigations for maritime vehicles within the Kingdom, maritime vehicles in international waters if they fly the Saudi flag, and maritime vehicles flying the Saudi flag in the territories of other countries, as well as incidents involving trains within the Kingdom.

The center is working on creating a database and information system that includes everything related to serious accidents and their statistics, as well as what is necessary to conduct safety investigations in the Kingdom in coordination with other related entities.
One of its tasks is to facilitate access to data and information related to serious accidents and related matters to other related entities.
The center is also working on establishing an electronic platform that connects the center with other related entities, which contributes to the rapid receipt of reports of serious accidents, the exchange of data and information, and the enhancement of safety levels in transport means.
Among its tasks is to issue advisory recommendations based on the results of safety investigations to other related entities, and to provide services and consultations related to its work to government entities and others within and outside the Kingdom.
