نفذت الهيئة العامة للعقار بمشاركة وزارة الموارد خلال شهر أغسطس 38 جولة رقابية مشتركة شملت زيارة 587 منشأة عقارية في عددٍ من مناطق المملكة؛ وتهدف الجولات إلى ضمان الامتثال للتشريعات العقارية عموماً ونظام الوساطة العقارية خصوصاً، إضافة إلى ما يتعلق باختصاص الجهات الحكومية المشاركة.
وأوضحت الهيئة أنّ العمل الميداني هو أحد المسارات التي تعمل عليها لتنظيم السوق العقارية، إذ قامت فرقها الرقابية خلال الفترة ذاتها بتنفيذ 12,623 عملية تدقيق رقابي ميداني على اللوحات الإعلانية والمكاتب العقارية، أسفرت عن رصد عددٍ من المخالفات تمثلت في ممارسة نشاط الوساطة العقارية أو الخدمات العقارية دون الحصول على ترخيص ساري المفعول، وعدم بذل العناية اللازمة للتحقق من صحة المعلومات التي تم الحصول عليها من مالك العقار أو مالك المنفعة، وعدم بيان اسم المرخص أو رقم الترخيص في الإعلانات المتعلقة بالعقار.
كما تلقت الهيئة 1,153 بلاغاً عقارياً عبر قنواتها المختلفة تم التعامل معها ومعاجلتها، فيما بلغ عدد عمليات المسح الإلكتروني أكثر من 20,790 عملية، إذ تنتهج «الهيئة» الرقابة الإلكترونية التي تستهدف القنوات الرقمية والمنصات العقارية للتحقق من نظامية الإعلانات وممارسات الوساطة العقارية الرقمية وفق الأنظمة واللوائح.
ودعت الهيئة العامة للعقار الوسطاء ومقدمي الخدمات العقارية كافة إلى الامتثال لقواعد وأحكام نظام الوساطة العقارية، والاطّلاع على المخالفات تجنباً للعقوبات التي تشمل الإنذار وتعليق الترخيص أو إلغاءه أو الغرامات المالية التي تصل إلى 200 ألف ريال، كما دعت الهيئة المواطنين والمقيمين إلى تقديم بلاغاتهم في حال الاشتباه بالمخالفات العقارية أو الاحتيال العقاري عبر مسار الاستجابة للبلاغات من خلال منصة الهيئة الرسمية.
The General Authority for Real Estate, in collaboration with the Ministry of Resources, conducted 38 joint inspection rounds during the month of August, which included visits to 587 real estate establishments in various regions of the Kingdom. The aim of these rounds is to ensure compliance with real estate regulations in general and the real estate brokerage system in particular, in addition to matters related to the jurisdiction of the participating government entities.
The Authority clarified that fieldwork is one of the pathways it is working on to regulate the real estate market. During the same period, its inspection teams carried out 12,623 field audit operations on advertising boards and real estate offices, resulting in the identification of several violations, which included practicing real estate brokerage or real estate services without obtaining a valid license, failing to exercise due diligence to verify the accuracy of the information obtained from the property owner or the beneficiary, and not stating the name of the licensee or the license number in advertisements related to the property.
The Authority also received 1,153 real estate reports through its various channels, which were addressed and processed. The number of electronic surveys exceeded 20,790 operations, as the Authority adopts electronic monitoring targeting digital channels and real estate platforms to verify the legality of advertisements and digital real estate brokerage practices in accordance with the regulations and laws.
The General Authority for Real Estate urged all brokers and real estate service providers to comply with the rules and provisions of the real estate brokerage system and to review the violations to avoid penalties that include warnings, suspension or cancellation of licenses, or financial fines that can reach up to 200,000 riyals. The Authority also called on citizens and residents to submit their reports in case of suspected real estate violations or real estate fraud through the reporting response pathway via the Authority's official platform.
