أكدت وزارة البيئة والمياه والزراعة لـ«عكاظ»، أن الدعم المالي الموجه للمنظمات غير الربحية ضمن برامجها، يخضع لحوكمة تنظيمية دقيقة، ويتم تقديمه عبر منصات معتمدة؛ أبرزها صندوق دعم الجمعيات ومنصة إحسان، إلى جانب عدد من القنوات الأخرى، بما يضمن الشفافية وعدالة التوزيع وتعظيم الأثر التنموي.
وأوضحت الوزارة أن الدعم يأتي ضمن برنامج تمكين القطاع غير الربحي؛ الذي يمثّل الإطار الاستراتيجي والسياسة التنفيذية للإدارة العامة لمنظمات القطاع غير الربحي بالوزارة، ويهدف إلى تعزيز دور المنظمات الأهلية في التنمية البيئية والمجتمعية؛ وفق مستهدفات رؤية السعودية 2030.
ويُنفذ البرنامج بشكل تكاملي عبر أقسام متخصصة داخل الإدارة المركزية، إضافة إلى 13 إدارة مستقلة موزعة في مختلف مناطق المملكة، وفروع الوزارة التي تتولى التنفيذ الميداني، لضمان شمولية التطبيق واتساع نطاق الأثر البيئي والاجتماعي.
وبيّنت الوزارة أن البرنامج يعتمد على شراكات استراتيجية مع بيوت خبرة ومراكز تدريب تابعة للوزارة ومنظومتها، إلى جانب التعاون مع الجامعات والجهات الحكومية ذات العلاقة، لتحقيق استدامة الأثر وتكامل التمكين المؤسسي على المستوى الوطني.
وأوضحت الوزارة أن عدد ورش العمل المنفذة بلغ 26 ورشة تدريبية، نُفذت بعضها بالتعاون مع جهات حكومية؛ مثل المركز الوطني لتنمية القطاع غير الربحي، ومجلس الجمعيات الأهلية، ومجلس المؤسسات الأهلية، وصندوق دعم الجمعيات. وتناولت الورش شرح الأنظمة، واستعراض الفرص، وبناء القدرات، بمشاركة خبراء من داخل الوزارة وخارجها، وفق التخصصات المطلوبة.
أما في مجال الدعم الفني والاستشاري، فأكدت الوزارة أنه يُقدَّم من خلال إدارات مختصة مثل إدارة الإشراف والمتابعة وإدارة التمكين؛ التي تعمل على دعم الجمعيات، وتعزيز مجالات التطوع والمسؤولية الاجتماعية، ضمن تنسيق مؤسسي يعزز من فاعلية الأداء ويضمن استمرارية الدعم.
واختتمت الوزارة تصريحها بالتأكيد على أن برنامج التمكين هو إحدى المبادرات الاستراتيجية التي تعمل الوزارة على تنفيذها حاليّاً.

The Ministry of Environment, Water, and Agriculture confirmed to "Okaz" that the financial support directed to non-profit organizations within its programs is subject to precise regulatory governance and is provided through approved platforms; the most prominent of which are the Support Fund for Associations and the Ehsan platform, along with a number of other channels, ensuring transparency, fairness in distribution, and maximizing developmental impact.
The ministry explained that the support comes as part of the program to empower the non-profit sector; which represents the strategic framework and the executive policy of the General Administration of Non-Profit Organizations at the ministry, aiming to enhance the role of civil organizations in environmental and community development; in line with the objectives of Saudi Vision 2030.
The program is implemented integratively through specialized departments within the central administration, in addition to 13 independent departments distributed across various regions of the Kingdom, and ministry branches that carry out field implementation, to ensure comprehensive application and expand the scope of environmental and social impact.
The ministry indicated that the program relies on strategic partnerships with consulting firms and training centers affiliated with the ministry and its system, along with cooperation with universities and relevant government entities, to achieve sustainability of impact and integration of institutional empowerment at the national level.
The ministry clarified that the number of workshops conducted reached 26 training workshops, some of which were carried out in collaboration with government entities; such as the National Center for the Development of the Non-Profit Sector, the Council of Civil Associations, the Council of Civil Institutions, and the Support Fund for Associations. The workshops covered system explanations, opportunity reviews, and capacity building, with the participation of experts from within and outside the ministry, according to the required specialties.
As for technical and consulting support, the ministry confirmed that it is provided through specialized departments such as the Supervision and Follow-up Department and the Empowerment Department; which work to support associations and enhance areas of volunteering and social responsibility, within an institutional coordination that enhances performance effectiveness and ensures the continuity of support.
The ministry concluded its statement by emphasizing that the empowerment program is one of the strategic initiatives that the ministry is currently working to implement.
