حددت وزارة التعليم ضوابط افتتاح مدارس الموهوبين بالمناطق والمحافظات للعام الدراسي الجديد. وبينت أنه يتم افتتاح مدرسة لكل مرحلة (ابتدائي، متوسط، ثانوي) للجنسين (بنين - بنات) لكل إدارة تعليمية، ويكون الحد الأعلى للطلبة في الفصل الدراسي الواحد 20 طالباً، ولا يقل عن 15 طالباً، وعند إحداث مدرسة للموهوبين يجب تحقيق شرط الأعداد المتوقعة للطلبة لكل مرحلة دراسية، ليكون الحد الأدنى لأعداد الطلبة في السنة الأولى في جميع المراحل الثلاث 60 طالباً، وبعد ثلاث سنوات يكون الحد الأدنى في المرحلة الابتدائية 120 طالباً، وفي المتوسطة 150 طالباً، وفي المرحلة الثانوية 180 طالباً.
وأكدت الوزارة إمكانية دمج أكثر من مرحلة دراسية في مبنى واحد وفق الطاقة الاستيعابية، وفي حال دمج أكثر من مرحلة تعليمية، يكون مستهدف المدرسة فتح فصل لكل صف كحد أدنى، وتتولى الجهة المختصة في إدارة التعليم إعداد دليل المدرسة موضحاً فيه البيانات الأساسية مثل الأهداف المتوقعة، وسياسة قبول الطلبة والخطط التشغيلية وفقاً لنموذج المدرسة، مشيرة إلى أنه عند الرغبة في التوسع في افتتاح مدارس الموهوبين (زيادة عدد المدارس عن العدد المستهدف للإدارة التعليمية) يتم رفع خطاب طلب موافقة الجهة المختصة في الوزارة، مرفقاً به مبررات التوسع والبيانات الأساسية التي تحددها تلك الجهة، مع الالتزام باستيفاء شروط افتتاح مدارس الموهوبين، وفي حال التوسع داخل نفس المدينة يجب أن يكون مبنى مدرسة الموهوبين القائمة قد بلغ كامل طاقته الاستيعابية، ويتم إغلاق مدرسة الموهوبين إذا انخفض عدد طلابها عن الحد الأدنى في شرط الافتتاح بعد مضي ثلاث سنوات على تشغيلها.
The Ministry of Education has set the regulations for the opening of gifted schools in regions and governorates for the new academic year. It stated that one school will be opened for each educational stage (primary, intermediate, secondary) for both genders (boys - girls) for each educational administration, with a maximum of 20 students per classroom and a minimum of 15 students. When establishing a school for the gifted, the expected number of students for each educational stage must be met, with a minimum of 60 students in the first year across all three stages. After three years, the minimum number of students in primary school should be 120, in intermediate school 150, and in secondary school 180.
The ministry confirmed the possibility of combining more than one educational stage in a single building according to capacity. If multiple educational stages are combined, the target for the school is to open at least one class for each grade. The relevant authority in the education administration is responsible for preparing the school guide, which includes basic data such as expected objectives, student admission policy, and operational plans according to the school model. It noted that if there is a desire to expand the opening of gifted schools (increasing the number of schools beyond the target number for the educational administration), a request letter for approval must be submitted to the relevant authority in the ministry, accompanied by justifications for the expansion and the basic data specified by that authority, while ensuring compliance with the conditions for opening gifted schools. If expansion occurs within the same city, the existing gifted school must have reached its full capacity, and a gifted school will be closed if the number of its students falls below the minimum opening condition after three years of operation.
