طرحت المنصة الإلكترونية الموحدة لاستطلاع آراء العموم والجهات الحكومية والإشراف عليها (منصة استطلاع)، التابعة للمركز الوطني للتنافسية، 39 مشروعاً ذات صلة بالشأن الاقتصادي والتنموي، بالتعاون مع 12 جهة حكومية؛ لتمكين أصحاب المصلحة من إبداء المرئيات والمقترحات حولها قبل إقرارها.
وتضمنت المشروعات المطروحة عبر المنصة، مشروع «اللائحة التنفيذية لنشاط توصيل الطلبات» ومشروع «اللائحة التنفيذية لأنشطة نقل البضائع عبر الدراجة الآلية لأغراض تجارية»؛ اللذين تهدف من خلالهما الهيئة العامة للنقل إلى تنظيم نشاط توصيل الطلبات، وتشجيع الاستثمار فيه، بالتنسيق مع الجهات المعنية، وتنظيم أنشطة نقل البضائع عبر الدراجات الآلية. وتتيح المنصة الاستطلاع على المشروع الأول إلى تاريخ 29 من الشهر الجاري، بينما تتيح الاستطلاع على المشروع الثاني إلى يوم 1 أغسطس.
وشهدت المنصة طرح وزارة البيئة والمياه والزراعة مشروع «دليل السجلات الزراعية»، الذي تسعى من خلاله الوزارة إلى توفير شهادة تتضمن كافة البيانات المتعلقة بالحيازات الزراعية وملاكها وما تحتويه من أنشطة زراعية وحيوانية، وترتبط برقم تعريفي بكل حيازة زراعية؛ لتمكين كافة الجهات المعنية من تقديم خدماتها عبر القراءة الإلكترونية للبيانات الخاصة بتلك الحيازات، وتيسير حصول المستفيد والمستثمر الزراعي على جميع الخدمات التي تقدمها الوزارة والجهات ذات العلاقة، وينتهي الاستطلاع على المشروع بتاريخ 29 يوليو 2025.
وطرحت الهيئة السعودية للمياه عبر المنصة مشروع «دليل تقديم خدمات المياه والصرف الصحي»؛ بهدف تنظيم العلاقة بين مقدمي خدمة المياه والمستهلكين، من خلال وضع قواعد واضحة وملزمة تحدد الحقوق والواجبات، وينتهي الاستطلاع على المشروع بتاريخ 1 أغسطس 2025.
من جانبها، طرحت وزارة الصحة مشروع «تعديل اللائحة التنفيذية لنظام المؤسسات الصحية الخاصة»؛ الذي يهدف إلى تحديث الاشتراطات الواجب توفرها لدى المنشآت الصحية الخاصة، وينتهي الاستطلاع على المشروع بتاريخ 16 أغسطس 2025.
ويأتي طرح مشروعات الأنظمة واللوائح وما في حكمها من خلال منصة (استطلاع)؛ تأكيداً لتعزيز الشفافية في البيئة التشريعية ونشر ثقافة الاستطلاع لدى العموم والجهات الحكومية والقطاع الخاص، وإشراكهم في صياغة المشروعات المتعلقة ببيئة الأعمال.
The unified electronic platform for surveying public opinions and government entities (Survey Platform), affiliated with the National Competitiveness Center, has launched 39 projects related to economic and developmental matters, in collaboration with 12 government entities; to enable stakeholders to express their views and suggestions on them before their approval.
The projects presented through the platform include the "Executive Regulation for Delivery Services" and the "Executive Regulation for Goods Transport Activities via Motorcycles for Commercial Purposes"; through which the Public Transport Authority aims to regulate the delivery services and encourage investment in it, in coordination with the relevant entities, and to organize goods transport activities via motorcycles. The platform allows surveying on the first project until the 29th of this month, while the second project can be surveyed until August 1.
The platform also witnessed the Ministry of Environment, Water, and Agriculture presenting the "Agricultural Records Guide" project, through which the ministry aims to provide a certificate that includes all data related to agricultural holdings and their owners, as well as the agricultural and animal activities they contain, linked to an identification number for each agricultural holding; to enable all relevant entities to provide their services through electronic reading of the data related to those holdings, and to facilitate the access of beneficiaries and agricultural investors to all services provided by the ministry and related entities. The survey on this project will end on July 29, 2025.
The Saudi Water Authority presented through the platform the "Guide for Providing Water and Sanitation Services" project; aimed at organizing the relationship between water service providers and consumers, by establishing clear and binding rules that define rights and obligations. The survey on this project will end on August 1, 2025.
For its part, the Ministry of Health presented the "Amendment of the Executive Regulation for Private Health Institutions" project; which aims to update the requirements that must be met by private health facilities. The survey on this project will end on August 16, 2025.
The launch of regulatory projects and regulations through the (Survey) platform comes as a confirmation of enhancing transparency in the legislative environment and promoting a culture of surveying among the public, government entities, and the private sector, and involving them in shaping projects related to the business environment.
