نيابةً عن ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود، شارك وزير الخارجية الأمير فيصل بن فرحان بن عبدالله اليوم بمدينة ريو دي جانيرو البرازيلية في الجلسة الأولى من أعمال اليوم الثاني للقمة السابعة عشرة لمجموعة بريكس 2025، التي تشارك فيها المملكة كدولة مدعوة للانضمام إلى المجموعة، التي حملت عنوان «البيئة.. مؤتمر الأطراف لاتفاقية الأمم المتحدة بشأن تغيّر المناخ (COP30).. والصحة العالمية».
وألقى وزير الخارجية كلمة عبّر في بدايتها عن تقدير المملكة لجمهورية البرازيل الاتحادية على استضافتها لقمة بريكس، ودورها البارز كرئيس للمجموعة في هذا العام، معرباً عن تطلّع المملكة إلى بناء تعاون مثمر عبر المنصات متعددة الأطراف من أجل مستقبل يزخر بمزيد من الفرص والتنمية المشتركة.
وأشار وزير الخارجية في كلمته إلى أهمية تعزيز التعاون في مجالي المناخ والصحة، حيث أكد التزام المملكة باتفاقية الأمم المتحدة الإطارية بشأن تغيّر المناخ واتفاق باريس، داعياً إلى اتباع نهج عملي ومتوازن يأخذ في الاعتبار الظروف المتباينة للدول المختلفة، ونقل في هذا السياق تهاني المملكة للبرازيل على استضافتها المرتقبة لمؤتمر الأطراف لاتفاقية الأمم المتحدة بشأن تغيّر المناخ (COP30)، معرباً عن تمنيات المملكة لها بالتوفيق والنجاح في تحقيق نتائج ملموسة لمعالجة تحديات تغيّر المناخ.
وأوضح وزير الخارجية أن المملكة، بصفتها إحدى الدول التي تعاني من شحّ المياه، طوّرت أساليب وتقنيات متقدمة لإدارة التحديات البيئية وموارد المياه، وقامت بقيادة الجهود التي أدت لتأسيس «المنظمة العالمية للمياه»، التي تهدف إلى ضمان الوصول العادل إلى هذا المورد الحيوي.
وفي ما يخص القطاع الصحي، أوضح وزير الخارجية أن رؤية المملكة 2030 تتضمن إصلاحات شاملة تركز على الوقاية، والرعاية المتكاملة، مستعرضاً خبرة المملكة في إدارة التجمعات الكبرى مثل الحج والعمرة، وتطوير أنظمة التخطيط والإنذار المبكر، ما يعزز مكانتها كمركز إقليمي للاستعداد والاستجابة للطوارئ الصحية، وفقاً للمعايير الدولية.
وأفاد وزير الخارجية بأن الأزمات الجسيمة التي يشهدها العالم تذكّر الجميع بالمسؤوليات المشتركة، وضرورة تجنّب التصعيد للحفاظ على الأمن ومنع اتساع رقعة النزاعات، مشيراً إلى الوضع الكارثي في غزة، حيث شدّد على أن الهجمات الإسرائيلية على البنية التحتية الصحية واستهداف المدنيين تُعد انتهاكاً صارخاً للقانون الإنساني الدولي، وتحدياً مباشراً للنظام الدولي القائم على القوانين والأعراف، داعياً المجتمع الدولي إلى تحمّل مسؤولياته لضمان وصول المساعدات الإنسانية وحماية المدنيين، ومشدداً على أنه لا يمكن التغاضي عن المعاناة الإنسانية في غزة، وأن على المجتمع الدولي العمل بشكل جاد لإنهاء هذه الأزمة، وتحقيق سلام دائم وشامل للجميع، يستند إلى حل الدولتين وفقاً للقانون الدولي.
حضر الجلسة سفير خادم الحرمين الشريفين لدى جمهورية البرازيل الاتحادية فيصل غلام، ومدير عام مكتب الوزير وليد السماعيل، ومستشار الوزير محمد اليحيى، ومدير عام المنظمات الدولية شاهر الخنيني.
On behalf of Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz Al Saud, Foreign Minister Prince Faisal bin Farhan bin Abdullah participated today in Rio de Janeiro, Brazil, in the first session of the second day of the 17th BRICS Summit 2025, in which the Kingdom is participating as an invited country to join the group, under the title "The Environment... Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30)... and Global Health."
The Foreign Minister delivered a speech in which he began by expressing the Kingdom's appreciation to the Federative Republic of Brazil for hosting the BRICS Summit and its prominent role as the chair of the group this year, expressing the Kingdom's aspiration to build fruitful cooperation through multilateral platforms for a future rich with more opportunities and shared development.
In his speech, the Foreign Minister emphasized the importance of enhancing cooperation in the fields of climate and health, reaffirming the Kingdom's commitment to the United Nations Framework Convention on Climate Change and the Paris Agreement, calling for a practical and balanced approach that takes into account the varying circumstances of different countries. In this context, he conveyed the Kingdom's congratulations to Brazil on its upcoming hosting of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), wishing it success in achieving tangible results to address the challenges of climate change.
The Foreign Minister explained that the Kingdom, as one of the countries suffering from water scarcity, has developed advanced methods and techniques for managing environmental challenges and water resources, and has led efforts that resulted in the establishment of the "Global Water Organization," which aims to ensure equitable access to this vital resource.
Regarding the health sector, the Foreign Minister clarified that the Kingdom's Vision 2030 includes comprehensive reforms focusing on prevention and integrated care, showcasing the Kingdom's experience in managing large gatherings such as Hajj and Umrah, and developing planning and early warning systems, which enhances its position as a regional center for preparedness and response to health emergencies, in accordance with international standards.
The Foreign Minister stated that the severe crises facing the world remind everyone of the shared responsibilities and the necessity to avoid escalation to maintain security and prevent the spread of conflicts, pointing to the catastrophic situation in Gaza, where he emphasized that Israeli attacks on health infrastructure and targeting civilians constitute a blatant violation of international humanitarian law and a direct challenge to the international system based on laws and norms. He called on the international community to assume its responsibilities to ensure the delivery of humanitarian aid and protect civilians, stressing that the humanitarian suffering in Gaza cannot be overlooked, and that the international community must work seriously to end this crisis and achieve a lasting and comprehensive peace for all, based on the two-state solution in accordance with international law.
The session was attended by the Ambassador of the Custodian of the Two Holy Mosques to the Federative Republic of Brazil, Faisal Ghulam, the Director General of the Minister's Office, Walid Al-Sama'il, the Minister's Advisor, Mohammed Al-Yahya, and the Director General of International Organizations, Shaher Al-Khanini.
