كشف عضو مجلس التنمية الدولية في جامعة هارفارد، ورئيس مجلس إدارة معهد المدينة للسياسات، وعضو مجلس إدارة هيئة تطوير منطقة حائل سابقًا، المهندس عبدالله بن إبراهيم الرخيص، زميل مجموعة الرؤساء التنفيذيين للمدن (CEOs for Cities)، عن تجربة تنموية رائدة شهدتها منطقة حائل خلال السنوات الست الماضية، مثّلت نموذجًا حيًا لنجاح الحوكمة المحلية في تحقيق قفزات اقتصادية وتنموية مدروسة.
وبحسب ما ورد في التقرير الذي أعدّه الرخيص بعنوان «حوكمة تطوير المدن والمناطق»، تضاعف الناتج المحلي لمنطقة حائل من أقل من 27 مليار ريال إلى أكثر من 63 مليار ريال خلال فترة لم تتجاوز ست سنوات، نتيجة تنفيذ إستراتيجية تنموية شاملة أشرفت عليها هيئة تطوير منطقة حائل، وارتكزت على نمط إداري مبتكر يدمج بين المسؤولية، التمكين، والمحاسبة.
وأوضح الرخيص أن هذا التحول تحقق وفق نموذج قيادي تبنّاه سمو أمير المنطقة الأمير عبدالعزيز بن سعد بن عبدالعزيز، حيث تم تأسيس مختبر تنموي بالشراكة مع جامعة هارفارد ومعهد ماساتشوستس للتقنية (MIT)، بهدف تصميم برامج محلية قائمة على الابتكار والبيانات والتكامل مع مستهدفات رؤية المملكة 2030. وانطلق المشروع فعليًا في شهر شعبان من عام 1438هـ، بعد أقل من شهرين على تعيين سمو الأمير أميرًا للمنطقة.
وأشار إلى أن منطقة حائل مثّلت المملكة ضمن 9 فرق عالمية شاركت في مبادرة دولية شملت مدنًا ومناطق من إسكتلندا، إسطنبول، طوكيو، لوس أنجلوس، دبي، ساوباولو وغيرها، حيث ركزت تجربة حائل على تقديم قيمة تنموية شاملة ترتكز على جودة الحياة، ورفاه السكان، وتحسين كفاءة الخدمات.
وبيّن التقرير أن نمط الإدارة المتبع اعتمد على المتابعة الدقيقة للأداء التنفيذي لكل قطاع تنموي من خلال لوحة مؤشرات شهرية تُقيّم بناءً عليها الجهات المختصة. ففي حال تحقق أداء متميّز، يُمنح الدعم والتشجيع؛ وفي حال ظهور تعثر، تُقدَّم المساندة والمعالجة لضمان استدامة التقدّم.
وأبرز التقرير أن منطقة حائل حققت تميزًا ملحوظًا في عدد من القطاعات، وفي مقدمتها قطاع الخدمات البلدية من خلال أمانة المنطقة، التي نفّذت مشاريع نوعية في البنية التحتية والخدمات ذات الأولوية، ما انعكس على المشهد الحضري للمنطقة، وأظهر حائل كواحدة من أجمل مدن المملكة من حيث التنظيم والتخطيط وجودة البيئة العمرانية.
وفي المجال الصحي، سجلت المنطقة طفرة نوعية؛ إذ ارتفع عدد الاستشاريين من أقل من 20 إلى نحو 500 استشاري خلال خمس سنوات، وتضاعفت العمليات الجراحية بنسبة 600%، كما أصبح مركز القلب والأورام في حائل مرجعًا طبيًا يستقبل الحالات من مختلف مناطق المملكة.
كما أطلقت المنطقة أول مؤتمر وطني لطب نمط الحياة تحت شعار "نمط الحياة على خطى حاتم الطائي”، بتنظيم وزارة الصحة بالشراكة مع تجمع حائل الصحي، ليكون باكورة برنامج شامل يُعزز الصحة المجتمعية وربط الأسرة بالطبيب المعالج، من خلال نموذج رقمي موحد هو الأول من نوعه على مستوى المملكة.
واختتم الرخيص حديثه بالتأكيد على أن تجربة حائل تمثل نموذجًا واقعيًا لتكامل الحوكمة الرشيدة مع الابتكار المحلي، عندما تتوفر القيادة المُمكّنة، والرؤية الواضحة، والشراكات المعرفية، والقياس المنتظم، معتبرًا أن هذه التجربة قابلة للتطبيق في مناطق أخرى، ضمن إطار تنموي مستدام يسهم في تحقيق الأهداف الوطنية الكبرى للتنمية الشاملة.
Member of the International Development Council at Harvard University, Chairman of the City Institute for Policy, and former Board Member of the Hail Region Development Authority, Engineer Abdullah bin Ibrahim Al-Rakhis, a fellow of the CEOs for Cities group, revealed a pioneering developmental experience witnessed in the Hail region over the past six years, which represented a living model of successful local governance in achieving studied economic and developmental leaps.
According to the report prepared by Al-Rakhis titled "Governance of Urban and Regional Development," the GDP of the Hail region doubled from less than 27 billion riyals to more than 63 billion riyals within a period not exceeding six years, as a result of implementing a comprehensive developmental strategy overseen by the Hail Region Development Authority, which was based on an innovative management model that integrates responsibility, empowerment, and accountability.
Al-Rakhis explained that this transformation was achieved according to a leadership model adopted by His Highness the Governor of the region, Prince Abdulaziz bin Saad bin Abdulaziz, where a developmental laboratory was established in partnership with Harvard University and the Massachusetts Institute of Technology (MIT), aimed at designing local programs based on innovation, data, and integration with the objectives of Vision 2030. The project officially launched in the month of Sha'ban in the year 1438 AH, less than two months after the appointment of His Highness the Prince as Governor of the region.
He pointed out that the Hail region represented the Kingdom among 9 global teams that participated in an international initiative that included cities and regions from Scotland, Istanbul, Tokyo, Los Angeles, Dubai, Sao Paulo, and others, where the Hail experience focused on providing comprehensive developmental value based on quality of life, the well-being of residents, and improving service efficiency.
The report indicated that the management style adopted relied on precise monitoring of the executive performance of each developmental sector through a monthly indicators dashboard, based on which the relevant authorities are evaluated. In the case of outstanding performance, support and encouragement are granted; and in the event of setbacks, assistance and remedies are provided to ensure the sustainability of progress.
The report highlighted that the Hail region achieved remarkable excellence in several sectors, foremost among them the municipal services sector through the region's municipality, which implemented quality projects in infrastructure and priority services, reflecting positively on the urban landscape of the region and showcasing Hail as one of the most beautiful cities in the Kingdom in terms of organization, planning, and quality of the urban environment.
In the health sector, the region recorded a qualitative leap; the number of consultants rose from less than 20 to about 500 consultants over five years, and surgical operations increased by 600%. Additionally, the Heart and Oncology Center in Hail became a medical reference that receives cases from various regions of the Kingdom.
The region also launched the first national conference on lifestyle medicine under the slogan "Lifestyle in the Footsteps of Hatim Al-Ta'i," organized by the Ministry of Health in partnership with the Hail Health Cluster, marking the beginning of a comprehensive program that enhances community health and connects families with their treating physicians through a unified digital model, the first of its kind in the Kingdom.
Al-Rakhis concluded his remarks by emphasizing that the Hail experience represents a realistic model for integrating good governance with local innovation when empowered leadership, a clear vision, knowledge partnerships, and regular measurement are available, considering that this experience is applicable in other regions within a sustainable developmental framework that contributes to achieving the major national goals for comprehensive development.
