أصدر المركز الوطني لتنمية القطاع غير الربحي تعميماً إلى جميع الجمعيات والمؤسسات الأهلية والصناديق العائلية (حصلت «عكاظ» على نسخة منه)، شدد فيه على ضرورة الالتزام بالضوابط النظامية الخاصة بتلقي التبرعات، خصوصاً الواردة من خارج المملكة.
وأكد المركز، استناداً إلى قرار مجلس الوزراء، أن تلقي التبرعات من خارج المملكة لا يكون إلا بعد الحصول على موافقة الجهة المختصة، مشيراً إلى أن المركز هو الجهة المعنية بتنظيم هذه العملية وتحديد الضوابط الخاصة بها بالتنسيق مع الجهات ذات العلاقة.
وأوضح التعميم أنه يُمنع تلقي التبرعات بأي شكل كان خارج الأطر الرسمية، سواء عبر التحويل المباشر إلى الحسابات البنكية، أو من خلال وسائل الدفع الإلكتروني وبوابات الدفع غير المعتمدة في المملكة.
وشدد المركز على أهمية الالتزام بالإجراءات النظامية، بما يسهم في تعزيز الشفافية والموثوقية، وضمان سلامة التعاملات المالية في القطاع غير الربحي، مؤكداً أن الخطوة تأتي ضمن الجهود المستمرة لتنظيم القطاع، وتحقيق أعلى مستويات الحوكمة والامتثال.
يُشار إلى أن المركز الوطني لتنمية القطاع غير الربحي يعمل على دعم وتطوير الجهات العاملة في المجال غير الربحي، ورفع مساهمتها في التنمية الوطنية بما يتوافق مع مستهدفات رؤية المملكة 2030.

The National Center for the Development of the Non-Profit Sector issued a circular to all associations, charitable institutions, and family funds (which "Okaz" obtained a copy of), emphasizing the necessity of adhering to the regulatory controls regarding the receipt of donations, especially those coming from outside the Kingdom.
The center confirmed, based on a Cabinet decision, that receiving donations from outside the Kingdom can only occur after obtaining approval from the relevant authority, noting that the center is the entity responsible for organizing this process and determining the specific controls in coordination with the relevant parties.
The circular clarified that receiving donations in any form outside official frameworks is prohibited, whether through direct transfers to bank accounts or via electronic payment methods and non-approved payment gateways in the Kingdom.
The center stressed the importance of adhering to regulatory procedures, which contributes to enhancing transparency and reliability, and ensuring the safety of financial transactions in the non-profit sector, affirming that this step is part of ongoing efforts to regulate the sector and achieve the highest levels of governance and compliance.
It is worth noting that the National Center for the Development of the Non-Profit Sector works to support and develop entities operating in the non-profit field, raising their contribution to national development in line with the objectives of the Kingdom's Vision 2030.
