سخّرت السعودية كل مقدراتها لخدمة الإسلام والمسلمين ووضعت التنظيمات لإنجاح الحج، وراعت الأعداد الهائلة التي تتوافد إلى المشاعر المقدسة من شتى بقاع الأرض لأداء الفريضة في مساحات محددة، ما استلزم سن التنظيمات والقوانين، بما يضمن سلامة وأمن الحجاج.. ومن أبرز الضوابط «تصريح الحج».
لم يكن شعار «لا حج بلا تصريح» مجرد لافتة بل كان له الدور العظيم في إنجاح المواسم السابقة والقضاء على كثير من التصرفات والتحايل الذي يعمد إليه البعض في محاولة للقفز على الأنظمة ومخالفة الأوامر التي تشترط التصريح، ويحاول هؤلاء دخول المشاعر تحايلاً وتسللاً، ورغم ذلك يصرّ البعض على مخالفة الأنظمة والتعليمات بمحاولة العبور والتسلل إلى المشاعر المقدسة.
إن شعار «لا حج بلا تصريح» الذي أطلقته وزارة الداخلية، لم يأتِ من فراغ، بل نابع من حاجة ملحة لتنظيم حركة الحجاج، وتفادي الزحام الذي قد يؤدي إلى حوادث، أو اختناقات بشرية، فالتصريح لا يُعد مجرد ورقة رسمية، بل وسيلة لضمان أن كل حاج لديه سكن، وخدمة صحية، وإعاشة، ومتابعة أمنية تضمن له أداء مناسكه بأمان وسكينة.
لا استثناءات
تشهد العاصمة المقدسة استنفاراً واسعاً على مختلف المستويات استعداداً لاستقبال الحجاج، وسط خطط أمنية وخدمية متكاملة لضمان سلامة الحجاج وانسيابية الحركة والتنقل داخل مكة المكرمة والمشاعر المقدسة، عبر ستة مداخل رئيسة إلى مكة المكرمة، تعمل بكامل جاهزيتها التقنية على مدار الساعة، في إطار الجهود الرامية إلى منع دخول المخالفين وتطبيق الإجراءات التنظيمية بكل دقة.
وتهدف الاستعدادات المكثفة والعمل الجاد والإجراءات المشدّدة إلى تنظيم دخول الحجاج وضمان سلامة الموسم، وتؤكد التعليمات وتجدد أنه لن يُسمح لأي شخص بدخول مكة دون تأشيرة حج رسمية صادرة عبر القنوات المعتمدة.
وطبقاً للبيانات، تغلق جميع المنافذ المؤدية إلى مكة بشكل كامل أمام المخالفين، ولا استثناءات على الإطلاق في ما يتعلق بعبور الأفراد غير الحاصلين على تأشيرات رسمية تسمح بالدخول، سواء من داخل المملكة أو خارجها، ولا تهاون في تطبيق القوانين، وأن السلطات المختصة ستتعامل بحزم مع أي محاولات للدخول غير النظامي إلى مكة حفاظاً على أمن وسلامة الحجاج والنظام العام في المشاعر المقدسة.
إحباط دخول 400 مخالف
أعلنت وزارة الداخلية عن ضبط قوات أمن الحج بمداخل مدينة مكة المكرمة 124 مخالفاً؛ منهم (62) وافداً و(62) مواطناً؛ لمخالفتهم أنظمة وتعليمات الحج بنقلهم (400) مخالف لا يحملون تصاريح أداء الحج.
وأصدرت الوزارة بحق الناقلين والمساهمين والمنقولين، قرارات إدارية عبر اللجان الإدارية الموسمية، تضمنت عقوبات بالسجن وغرامات مالية تصل إلى (100,000) ريال، والتشهير بالناقلين وترحيل الوافدين منهم مع منعهم من دخول المملكة لمدة (10) سنوات بعد تنفيذ العقوبة، والمطالبة بمصادرة المركبات المستخدمة في النقل قضائياً، ومعاقبة من حاول أداء الحج دون تصريح بغرامة مالية تصل إلى (20,000) ريال.
من فشل في «التصريح»..
في حكم عدم المستطيع
أكدت هيئة كبار العلماء أن الالتزام باستخراج تصريح الحج والتزام قاصدي المشاعر المقدسة يتفق والمصلحة المطلوبة شرعاً، إذ جاءت الشريعة بتحسين المصالح وتكثيرها ودرء المفاسد وتقليلها، وأوضحت أنه لا يجوز الذهاب إلى الحج دون أخذ تصريح، ويأثم فاعله، ومن لم يتمكن من استخراج التصريح فإنه في حكم عدم المستطيع.
وبينت أن الالتزام باستخراج تصريح الحج مستند إلى ما تقرره الشريعة الإسلامية من التيسير على العباد، في القيام بعبادتهم وشعائرهم ورفع الحرج عنهم، والإلزام باستخراج تصريح الحج إنما جاء بقصد تنظيم عدد الحجاج بما يمكِّن هذه الجموع الكبيرة من أداء هذه الشعيرة بسكينة وسلامة، وهذا مقصد شرعي صحيح تقرره أدلة الشريعة وقواعدها.
وأضافت: إن الالتزام باستخراج تصريح الحج والتزام قاصدي المشاعر المقدسة بذلك يتفق والمصلحة المطلوبة شرعاً، ذلك أن الجهات الحكومية المعنية بتنظيم الحج ترسم خطة موسم الحج بجوانبها المتعددة؛ الأمنية، والصحية، والإيواء والإعاشة، والخدمات الأخرى، وفق الأعداد المصرح لها، وكلما كان عدد الحجاج متوافقاً مع المصرح لهم كان ذلك محققاً لجودة الخدمات التي تقدم للحجاج، ويدفع مفاسد عظيمة من الافتراش في الطرقات الذي يعيق تنقلاتهم وتفويجهم وتقليل مخاطر الازدحام والتدافع المؤدية إلى التهلكة.
أبلغوا عنهم
دعت وزارة الداخلية للإبلاغ عن كل من يقوم أو يحاول القيام بنقل مخالفي أنظمة وتعليمات الحج بالاتصال بالرقم 911 في مناطق مكة المكرمة، والمدينة المنورة، والرياض، والشرقية، والرقم 999 في بقية مناطق المملكة.
وشددت على تطبيق غرامة تصل إلى 100 ألف ريالٍ بحق كل من يقوم بنقل حاملي تأشيرات الزيارة، أو يحاول نقلهم؛ بهدف إيصالهم إلى مدينة مكة المكرمة، والمشاعر المقدسة بداية من الأول من شهر ذي القعدة حتى نهاية اليوم الـ 14 من شهر ذي الحجة، ومصادرة وسيلة النقل البري التي يثبت استخدامها في نقل حاملي تأشيرة الزيارة بأنواعها كافة.
وأهابت وزارة الداخلي، بالجميع الالتزام بأنظمة وتعليمات الحج، التي تهدف إلى المحافظة على أمن وسلامة الحجاج؛ لأداء مناسكهم بيسر.

أكد المتحدث الأمني بوزارة الداخلية العقيد طلال شلهوب، أن الجهات الأمنية، باشرت تنفيذ العقوبات بحق مخالفي التعليمات التي تقضي الحصول على تصريح لأداء الحج والدخول إلى مدينة مكة المكرمة والمشاعر المقدسة أو البقاء فيهما، مضيفاً أن من يضبط مؤدياً أو محاولاً أداء الحج دون تصريح، ومن يقوم من حاملي تأشيرات الزيارة بأنواعها كافة، أو يحاول القيام بالدخول إلى مدينة مكة المكرمة والمشاعر المقدسة أو البقاء فيهما يعاقب بغرامة مالية تصل إلى (20000) ريال، وأن من تقدّم بطلب إصدار تأشيرة زيارة بأنواعها كافة لشخص قام أو حاول أداء الحج دون تصريح، أو الدخول إلى مدينة مكة المكرمة والمشاعر المقدسة أو البقاء فيهما، وكل من يقوم بنقل حاملي تأشيرات الزيارة، أو يحاول نقلهم بهدف إيصالهم إلى مدينة مكة المكرمة والمشاعر المقدسة، وكذلك من يقوم أو يحاول إيواء حاملي تأشيرات الزيارة بأنواعها كافة في أي مكان مخصص للسكن؛ الفنادق، والشقق، والسكن الخاص، ودور الإيواء، ومواقع إسكان الحجاج، وغيرها، أو التستر عليهم، أو تقديم أي مساعدة لهم تؤدي إلى بقائهم في مدينة مكة المكرمة والمشاعر المقدسة، يعاقب بغرامة تصل إلى (100000) ريال، مشيراً إلى أنه تتعدد الغرامات بتعدد الأشخاص المخالفين، وترحيل المتسللين للحج من المقيمين والمتخلفين لبلادهم ومنعهم من دخول المملكة لمدة (10) سنوات.

Saudi Arabia has harnessed all its resources to serve Islam and Muslims and has established regulations to ensure the success of Hajj, taking into account the enormous numbers that flock to the holy sites from various parts of the world to perform the obligatory pilgrimage in designated areas. This necessitated the enactment of regulations and laws to ensure the safety and security of the pilgrims. One of the most prominent regulations is the "Hajj Permit."
The slogan "No Hajj Without a Permit" was not just a sign but played a significant role in the success of previous seasons and in eliminating many of the behaviors and tricks that some resort to in an attempt to bypass the regulations and violate the orders that require a permit. These individuals try to enter the holy sites through deception and infiltration, yet some persist in violating the regulations and instructions by attempting to cross into the holy sites.
The slogan "No Hajj Without a Permit," launched by the Ministry of Interior, did not arise from a vacuum but stems from an urgent need to organize the movement of pilgrims and avoid the congestion that could lead to accidents or human bottlenecks. The permit is not merely an official document but a means to ensure that every pilgrim has accommodation, health services, sustenance, and security monitoring that guarantees them the ability to perform their rituals safely and peacefully.
No Exceptions
The holy capital is witnessing a wide-ranging mobilization at various levels in preparation for receiving the pilgrims, amid comprehensive security and service plans to ensure the safety of the pilgrims and the smooth movement and transportation within Mecca and the holy sites, through six main entrances to Mecca, which operate with full technical readiness around the clock, as part of efforts to prevent the entry of violators and to apply regulatory measures with precision.
The intensive preparations, serious work, and stringent measures aim to organize the entry of pilgrims and ensure the safety of the season. The instructions reaffirm that no person will be allowed to enter Mecca without an official Hajj visa issued through the approved channels.
According to the data, all access points leading to Mecca will be completely closed to violators, and there will be no exceptions whatsoever regarding the crossing of individuals who do not have official visas allowing entry, whether from within the Kingdom or outside it. There will be no leniency in enforcing the laws, and the relevant authorities will deal firmly with any attempts at unauthorized entry into Mecca to preserve the safety and security of the pilgrims and public order in the holy sites.
Foiling the Entry of 400 Violators
The Ministry of Interior announced that Hajj security forces apprehended 124 violators at the entrances to the city of Mecca; among them were (62) expatriates and (62) citizens for violating Hajj regulations and instructions by transporting (400) violators who do not hold Hajj permits.
The ministry issued administrative decisions against the transporters and those involved, which included penalties of imprisonment and fines reaching (100,000) riyals, as well as publicizing the transporters' names and deporting the expatriates among them, banning them from entering the Kingdom for a period of (10) years after serving their sentences, and demanding the judicial confiscation of the vehicles used in the transportation, along with penalizing anyone who attempted to perform Hajj without a permit with a fine of up to (20,000) riyals.
For Those Who Failed to Obtain a "Permit"...
In the Ruling of the Incapable
The Council of Senior Scholars confirmed that adherence to obtaining a Hajj permit and the commitment of those intending to visit the holy sites aligns with the interests required by Sharia. The Sharia aims to enhance and multiply benefits and to avert and reduce harms. It clarified that it is not permissible to go for Hajj without obtaining a permit, and the one who does so is sinful. Those who are unable to obtain a permit are considered in the status of the incapable.
It explained that the obligation to obtain a Hajj permit is based on what Islamic law stipulates regarding facilitating the worshippers in performing their acts of worship and rituals and alleviating hardship from them. The requirement to obtain a Hajj permit was intended to organize the number of pilgrims in a way that enables these large crowds to perform this ritual peacefully and safely, which is a valid Sharia objective supported by the evidence and principles of the Sharia.
It added: The commitment to obtaining a Hajj permit and the adherence of those intending to visit the holy sites aligns with the interests required by Sharia, as the government authorities responsible for organizing Hajj draw up a plan for the Hajj season in its various aspects; security, health, accommodation, sustenance, and other services, according to the numbers permitted. The more the number of pilgrims aligns with those authorized, the better the quality of services provided to the pilgrims, and it prevents significant harms from overcrowding in the streets that impede their movement and flow, reducing the risks of congestion and stampedes that could lead to disaster.
Report Them
The Ministry of Interior called for reporting anyone who carries out or attempts to transport violators of Hajj regulations and instructions by calling the number 911 in the regions of Mecca, Medina, Riyadh, and the Eastern Province, and the number 999 in the rest of the Kingdom's regions.
It emphasized the application of a fine of up to 100,000 riyals against anyone who transports holders of visit visas or attempts to transport them with the aim of bringing them to the city of Mecca and the holy sites, starting from the first of Dhul-Qi'dah until the end of the 14th day of Dhul-Hijjah, and the confiscation of the land transport means proven to be used in transporting holders of visit visas of all types.

Furthermore, anyone who applies for a visit visa of any type for a person who has performed or attempted to perform Hajj without a permit, or entered the city of Mecca and the holy sites or remained in them, as well as anyone who transports holders of visit visas or attempts to transport them with the aim of bringing them to the city of Mecca and the holy sites, and anyone who accommodates holders of visit visas of any type in any designated housing place; hotels, apartments, private housing, shelters, and housing sites for pilgrims, or conceals them, or provides any assistance that leads to their remaining in the city of Mecca and the holy sites, will be penalized with a fine of up to (100,000) riyals. He pointed out that the fines multiply with the number of violators, and that infiltrators attempting to perform Hajj will be deported to their countries and banned from entering the Kingdom for (10) years.
