ودعا المجلس، في جلسته العادية الثانية والثلاثين من أعمال السنة الأولى للدورة التاسعة المنعقدة برئاسة نائب رئيس المجلس الدكتور مشعل فهم السُّلمي، الهيئة لعامة لتنظيم الإعلام، بالعمل على بناء خطة وطنية لتنمية اقتصاد الإعلام السعودي، وتوفير بيئة ممكنة للاستثمار في قطاعاته المختلفة، ودراسة الوسائل الكفيلة بتطوير وجودة وضبط المحتوى الإعلامي المتخصص في مجالات التنشئة، والشباب، والرياضة. وطالب صندوق النفقة بالعمل على استقطاب موارد جديدة؛ لتنمية التبرعات الوقفية، وتعزيز الاستدامة المالية. وناقش المجلس التقرير السنوي للهيئة العامة للغذاء والدواء، وأبدى أعضاء المجلس عدداً من الملحوظات والآراء بشأن ما تضمنه التقرير، وتساءل عضو المجلس الدكتور محمد الجرباء، عن مدى صحة الدراسات المنشورة عن خطورة مشروبات الطاقة وما هي الإجراءات المتخذة من الهيئة تجاه بيعها في المتاجر للمستهلكين ولاسيما فئة الأطفال والشباب. وطالبت عضو المجلس الدكتورة أروى الرشيد، الهيئة بالتنسيق مع الجهات ذات العلاقة لزيادة الرقابة للتأكد من الإفصاح التفصيلي لمكونات المنتجات الغذائية؛ تفادياً لأيّ مسببات لحساسية الطعام، وطلبت اللجنة منحها مزيداً من الوقت لدراسة ما طرحه الأعضاء من آراء أو توصيات.
وطالب المجلس برنامج التنمية الريفية الزراعية المستدامة بدراسة توزيع خدماته لتشمل كافة مناطق المملكة بطريقة متوازنة ووفق معايير فنية وتنموية.
هند الخمّاش لمركز أداء : منهجية التحسين تعزز كفاءة التقارير
أكدت عضو المجلس الدكتورة هند الخمّاش، في مداخلتها على تقرير مركز «أداء» أن المراجعة المتكررة للتقارير السنوية للمؤسسات العامة، أظهرت أن معظمها تخلو من خطط التحسين، مما يشير إلى وجود فجوة في استكمال دورة الجودة المؤسسية.
واقترحت أن يتبنى المركز منهجية التحسين المستمر ضمن نموذج التقرير السنوي للأجهزة العامة، استناداً إلى ما يسمى بدورة «ديمنق» وهي ما يطلق عليها (PDCA)، وهي اختصاراً لـ (Plan-Do-Check-Act) ترجمتها (خطط- نفذ- قيم- حسن) التي تُعد إطاراً عالمياً معتمداً لتحسين الأداء المؤسسي. واعتماد توصية (على المركز تطوير نموذج التقرير السنوي للأجهزة العامة، بما يضمن التحسين المستمر وفق أفضل الممارسات الدولية)؛ ما يعزز من كفاءة التقارير وجدواها، ويجعلها أداة تطوير حقيقية تعكس النضج المؤسسي وصنع القرار المبني على البيانات، وهي من أبرز أدوار المركز وفق تنظيمه. ولفتت إلى أن النموذج الحالي، يغطي مراحل التخطيط، والتنفيذ، والتقييم، إلا أنه يفتقر إلى البند المتعلق بـ«التحسين» بشكل واضح، وهو ما يُعد ركيزة أساسية لضمان التطوير المستمر للأداء المؤسسي، مؤكدةً أن تضمين بند واضح وممنهج في التقرير السنوي يعكس خطط التحسين بناءً على نتائج الأداء، من شأنه أن يُغلق دائرة الجودة، ويحوّل التقرير من مجرد أداة للرصد إلى أداة للتحليل والتطوير المستمر، كون تعزيز التحسين – من صميم مهمات المركز، إذ من مهماته: تحليل الأداء ومتابعته، ودعم الأجهزة العامة في تحقيق أهدافها، ونشر ثقافة القياس والتحسين المستمر.
وأضافت: أن عنصر «التحسين المستمر» في تقارير الأداء يعد من أفضل الممارسات المعتمدة دولياً، كما هو معمول به في عدد من الدول المتقدمة التي تتبنى نماذج نضج الأداء المؤسسي، مثل نموذج التميز الأوروبي (EFQM) ونظام إدارة الجودة وفق معيار الآيزو 9001، والتي تشترط جميعها وجود آلية واضحة لتحديد جوانب التحسين استناداً إلى نتائج الأداء الفعلي.
الهزاني لـ«تنمية البحث»: تسرُّب القيادات أمرٌ سلبي
أكدت عضو المجلس الدكتورة أمل الهزاني، أن مراحل البحث العلمي تختلف عن أي نشاط آخر؛ كونها محكومة بعجلة الزمن، ومعظم ما نراه ونستفيد منه من منتجات على أرفف الأسواق أياً كانت، هي نتيجة لعملية طويلة من البحث المعمق الذي يستغرق أعواماً وربما عقوداً، وعدّت في مداخلتها على تقرير هيئة تنمية البحث والتطوير والابتكار، براءات الاختراع ثمرة من ثمرات العملية الطويلة الدؤوبة، مشيرةً إلى أنه لا يمكن مطالبة الهيئة بما لا تستطيع تقديمه في الوقت الراهن وفي الظروف الراهنة التي شرحها تقرير الهيئة من ضعف في الموارد المالية والبشرية، واقترحت أن يوصى بوضع أولوية لتحسين القدرات التشغيلية التي هي عماد البحث العلمي والابتكار، التي تواجه تحديات تعيقها عن تحقيق أهدافها؛ منها: تمويل الباحثين والمشروعات البحثية وتطوير المختبرات والمعامل. فكيف بمطالبتها بمنتجات ذات أثر اقتصادي؟
وتساءلت لماذا لم يشر التقرير إلى رضا العاملين في الهيئة، لافتةً إلى أن تسرب 7 قيادات عليا أمر سلبي، وإحجام العاملين عن الالتحاق بالدورات المهنية والفنية أمر لا يصب في صالح الموظف ولا الهيئة. وطالبت الهيئة بقياس مستوى رضا العاملين، وتوفير بيئة العمل الجاذبة، التي تعزز شغف الموظف وتزيد من إنتاجيته، ودعت إلى توضيح أسباب، تعثر عدد من عقود المشروعات، إذ من المحبط أن نقرأ أن أحد الحلول المقترحة من الهيئة للتعامل مع التحديات هو تمكينها من فوائض الميزانية في الجهات البحثية في المملكة، كون البحث العلمي يتطلب ميزانيات ضخمة لتحقيق الأهداف المرجوة، وكل جهة بحثية أخرى تنفق ميزانياتها على أبحاثها الذاتية، والفوائض إن وجدت لن تكون حلاً مستداماً تعتمد عليه الهيئة.
وتساءلت: ورد في التقرير أن الهيئة استقطبت 900 قيادي بحثي، في حين أن المستهدف حوالى نصف هذا الرقم، فكيف ستتمكن من دعم هذه القيادات بمواردها المالية الحالية؟

The Shura Council has urged the National Center for the Development of the Non-Profit Sector to increase the contribution of non-profit organizations to the local economy.
During its thirty-second regular session of the first year of the ninth term, chaired by the Vice President of the Council, Dr. Mishaal Fahm Al-Sulami, the Council called on the General Authority for Media Regulation to work on building a national plan to develop the Saudi media economy, provide an enabling environment for investment in its various sectors, and study the means to develop, improve, and regulate specialized media content in the fields of upbringing, youth, and sports. The Alimony Fund was requested to work on attracting new resources to develop endowment donations and enhance financial sustainability. The Council discussed the annual report of the General Authority for Food and Drug, and members expressed several observations and opinions regarding the report. Council member Dr. Mohammed Al-Jarba questioned the validity of published studies regarding the dangers of energy drinks and what measures have been taken by the authority regarding their sale in stores to consumers, especially children and youth. Council member Dr. Arwa Al-Rashid called on the authority to coordinate with relevant bodies to increase oversight to ensure detailed disclosure of food product ingredients to avoid any causes of food allergies, and the committee requested more time to study the opinions or recommendations raised by the members.
The Council urged the Sustainable Agricultural Rural Development Program to study the distribution of its services to cover all regions of the Kingdom in a balanced manner and according to technical and developmental criteria.
Hind Al-Khamash to the Performance Center: Improvement Methodology Enhances Report Efficiency
Council member Dr. Hind Al-Khamash emphasized, in her intervention on the report from the "Performance" Center, that the repeated review of annual reports from public institutions showed that most of them lack improvement plans, indicating a gap in completing the institutional quality cycle.
She suggested that the center adopt a continuous improvement methodology within the annual reporting model for public agencies, based on what is known as the "Deming" cycle, referred to as (PDCA), which stands for (Plan-Do-Check-Act), translated as (Plan-Execute-Evaluate-Improve), which is considered a globally recognized framework for improving institutional performance. She recommended that the center develop the annual reporting model for public agencies to ensure continuous improvement according to the best international practices; this enhances the efficiency and effectiveness of reports and makes them a true development tool that reflects institutional maturity and data-driven decision-making, which is one of the center's prominent roles according to its organization. She pointed out that the current model covers the stages of planning, implementation, and evaluation, but it clearly lacks the item related to "improvement," which is a fundamental pillar to ensure the continuous development of institutional performance. She emphasized that including a clear and systematic item in the annual report that reflects improvement plans based on performance results would close the quality loop and transform the report from merely a monitoring tool into an analysis and continuous development tool, as enhancing improvement is at the core of the center's missions, which include: analyzing and monitoring performance, supporting public agencies in achieving their goals, and promoting a culture of measurement and continuous improvement.
She added that the element of "continuous improvement" in performance reports is considered one of the best internationally recognized practices, as is the case in several advanced countries that adopt institutional performance maturity models, such as the European Foundation for Quality Management (EFQM) and the ISO 9001 quality management system, all of which require a clear mechanism for identifying improvement aspects based on actual performance results.
Al-Hazani to "Research Development": Leadership Leakage is a Negative Matter
Council member Dr. Amal Al-Hazani confirmed that the stages of scientific research differ from any other activity, as they are governed by the wheel of time, and most of what we see and benefit from products on market shelves, whatever they may be, are the result of a long process of in-depth research that takes years, if not decades. In her intervention on the report of the Authority for Research, Development, and Innovation, she noted that patents are a fruit of this long and diligent process, pointing out that it is not possible to demand from the authority what it cannot provide at the present time and under the current circumstances explained in the authority's report regarding the weakness of financial and human resources. She suggested prioritizing the improvement of operational capacities, which are the backbone of scientific research and innovation, facing challenges that hinder them from achieving their goals, including: funding researchers and research projects and developing laboratories. How can we demand economic impact products from them?
She questioned why the report did not mention employee satisfaction within the authority, noting that the leakage of 7 senior leaders is a negative matter, and the reluctance of employees to join professional and technical courses does not serve the interests of either the employee or the authority. She called for measuring employee satisfaction levels and providing an attractive work environment that enhances employee passion and increases productivity, and urged clarification of the reasons for the delays in several project contracts, as it is frustrating to read that one of the proposed solutions from the authority to deal with challenges is to enable it to utilize budget surpluses in research entities in the Kingdom, as scientific research requires substantial budgets to achieve the desired goals, and every other research entity spends its budgets on its own research, and any surpluses, if they exist, will not be a sustainable solution that the authority can rely on.
She questioned: The report stated that the authority attracted 900 research leaders, while the target is about half that number; how will it be able to support these leaders with its current financial resources?
