طرحت وزارة البيئة والمياه مسودة مقترحة للعمل الطوعي في مجالات البيئة والمياه والزراعة، ويتاح العمل الطوعي فيه لمن تجاوز سن الثامنة عشرة من سكان السعودية ما لم يمنعه عجز أو حكم قضائي أو مانع نظامي. ويلتزم المتطوع بقبول الفرصة التطوعية في المنصة الوطنية والموافقة على الميثاق وتنتهي علاقة العمل الطوعي بإكمال المتطوع تنفيذ الفرصة التطوعية، وحصوله على الشهادة وإلغاء الجهة المستفيدة للفرصة التطوعية قبل إتمامها، إما لانتفاء الحاجة إليها، أو بسببٍ طارئٍ، على أن يتم توضيحه للمتطوع قبل إلغاء الفرصة بوقت كافٍ، وحصول المتطوع على شهادة بالساعات التطوعية التي قضاها في تنفيذ الفرصة التطوعية قبل إلغائها.
وطبقا للمسودة، يقوم قائد الفريق التطوعي، أو الجهات من القطاع الخاص بتقديم طلب لإحدى الجهات المستفيدة بتشكيل الفريق على أن يتضمن الطلب اسم الفريق ومجال عمله وأهدافه ومعلومات قائد الفريق وخبراته والمعلومات الأساسية لأعضاء الفريق وأدوارهم في الفريق. وأكدت المسودة أنه يجب تحقق ضوابط عدة عند تشكيل الفريق ألا يقل عدد أعضاء الفريق عن (5) أعضاء، وأن يوافق كل عضو من الفريق على الانضمام للفريق، وأن يكون مجال عمل الفريق وأهدافه متوافقاً مع الجهة المستفيدة، يتم إنهاء تشكيل الفريق التطوعي إذا انخفض عدد الأعضاء عن (5) ومخالفة الفريق التطوعي بشكل متكرر للقيم والسلوكيات وعدم المشاركة في أي فرص تطوعية خلال عام كامل.
وعن حقوق الفريق التطوعي أكدت المسودة تمتعهم بكامل حقوقهم كمتطوعين والحصول من الجهة المستفيدة على الدعم اللازم لتنفيذ مهماته مثل: المخاطبات الرسمية، وإصدار التصاريح والموارد اللازمة، وكل ما من شأنه رفع كفاءة الفريق وتحقيق أهدافه، ومن حقوق أعضاء الفريق عقد الاجتماعات والأنشطة التحضيرية اللازمة لتنفيذ الفرص التطوعية، ولا يجوز لمنشآت القطاع الخاص الاستفادة من جهود المتطوعين في حال وجود عائد ربحي مباشر أو غير مباشر لتلك المنشآت.

The Ministry of Environment and Water has proposed a draft for voluntary work in the fields of environment, water, and agriculture, allowing voluntary work for those over the age of eighteen who are residents of Saudi Arabia, unless prevented by disability, a judicial ruling, or a legal barrier. The volunteer is committed to accepting the voluntary opportunity on the national platform and agreeing to the charter, and the relationship of voluntary work ends upon the completion of the volunteer's execution of the voluntary opportunity, obtaining a certificate, and the cancellation of the beneficiary entity for the voluntary opportunity before its completion, either due to the lack of need for it or due to an emergency, provided that this is clarified to the volunteer well in advance of the cancellation, and the volunteer receives a certificate for the volunteer hours spent in executing the voluntary opportunity before its cancellation.
According to the draft, the leader of the volunteer team or entities from the private sector must submit a request to one of the beneficiary entities to form the team, which should include the team's name, field of work, objectives, information about the team leader and their experience, as well as the basic information of the team members and their roles in the team. The draft emphasized that several criteria must be met when forming the team, including that the number of team members should not be less than five, that each member of the team agrees to join the team, and that the team's field of work and objectives align with those of the beneficiary entity. The formation of the volunteer team will be terminated if the number of members falls below five or if the volunteer team repeatedly violates values and behaviors and does not participate in any voluntary opportunities for a full year.
Regarding the rights of the volunteer team, the draft confirmed that they enjoy all their rights as volunteers and receive the necessary support from the beneficiary entity to carry out their tasks, such as official correspondence, issuing permits, and providing necessary resources, as well as anything that would enhance the team's efficiency and achieve its goals. Team members have the right to hold meetings and preparatory activities necessary for implementing voluntary opportunities, and private sector entities may not benefit from the efforts of volunteers if there is a direct or indirect profit return for those entities.
