أسهمت الجهود الوطنية المتكاملة للوقاية من الغرق في خفض وفيات الغرق بالمملكة بنسبة 31% منذ اعتماد السياسة الوطنية للوقاية من الغرق 2021 وحتى نهاية 2025، إلى جانب تفادي عبء اقتصادي يُقدّر بنحو 1.33 مليار ريال سعودي، بما يدعم مستهدفات رؤية السعودية 2030 في تحسين متوسط العمر المتوقع عند الولادة.
يأتي ذلك تزامناً مع تفعيل المملكة العربية السعودية في 25 يوليو من كل عام اليوم العالمي للوقاية من الغرق، بعد صدور قرار مجلس الوزراء رقم (44) وتاريخ 13/ 1/ 1447هـ، بالموافقة على تبني المملكة لهذا اليوم، بما يعكس التزامها بحماية الأرواح وتعزيز السلامة المائية، ويجسد نهجها في جعل الوقاية مسؤولية مشتركة بين مختلف القطاعات الحكومية، انسجاماً مع مفهوم «الصحة في كل السياسات» ومستهدفات برنامج تحول القطاع الصحي ضمن رؤية السعودية 2030.
وطوّرت المملكة منظومة وطنية متكاملة للوقاية من الغرق، تقودها هيئة الصحة العامة «وقاية» عبر اللجنة المشتركة الدائمة للوقاية من الغرق، وبمشاركة (13) جهة حكومية، لتوحيد الجهود، وتعزيز التنسيق، وتوجيه التدخلات الوقائية المبنية على الأدلة نحو الفئات والمواقع الأعلى خطورة، وأسهم ذلك في تحقيق نتائج ملموسة في حماية الأرواح وتعزيز الصحة العامة.
وامتد أثر المنظومة الوطنية إلى المحافل الدولية؛ حيث استعرضت هيئة الصحة العامة «وقاية» خلال اجتماعات جمعية الصحة العالمية في جنيف 2026 تجربة المملكة تحت عنوان «من القرار إلى النتائج.. أنموذج قابل للتطبيق لتنفيذ جهود الوقاية من الغرق»، مسلطةً الضوء على تحويل السياسات إلى نتائج ملموسة من خلال الحوكمة، واستخدام البيانات، وتكامل الجهود بين القطاعات، بما يدعم الجهود العالمية للحد من الوفيات والإصابات المرتبطة بالغرق.
وفي الجانب المجتمعي، أكدت هيئة الصحة العامة «وقاية» أهمية الالتزام بإرشادات السلامة المائية، وفي مقدمتها المراقبة المباشرة والمتواصلة للأطفال داخل المياه أو بالقرب منها، وعدم تركهم دون إشراف، وتأمين المسابح بحواجز وبوابات محكمة، والسباحة في المواقع المخصصة، والالتزام بتعليمات المنقذين واللوحات التحذيرية، ومتابعة الأحوال الجوية قبل ممارسة الأنشطة البحرية، إلى جانب تعلم مهارات السباحة للكبار والأطفال.
وتواصل المملكة تطوير منظومة الوقاية من الغرق، وتعزيز التدخلات الوقائية المبنية على البيانات، وتوسيع الشراكات بين الجهات ذات العلاقة، بما يعزز استدامة المكتسبات، ويرسخ مكانة المملكة أنموذجاً عالمياً في حماية الأرواح وتعزيز سلامة المجتمعات.
Integrated national efforts to prevent drowning have contributed to a 31% reduction in drowning fatalities in the Kingdom since the adoption of the National Drowning Prevention Policy in 2021 until the end of 2025, alongside avoiding an economic burden estimated at around 1.33 billion Saudi Riyals, which supports the targets of Saudi Vision 2030 in improving the average life expectancy at birth.
This coincides with the activation of the Kingdom of Saudi Arabia on July 25 of each year as World Drowning Prevention Day, following the issuance of Cabinet Resolution No. (44) dated 13/1/1447 AH, approving the Kingdom's adoption of this day, reflecting its commitment to protecting lives and enhancing water safety, and embodying its approach to making prevention a shared responsibility among various government sectors, in line with the concept of "Health in All Policies" and the targets of the Health Sector Transformation Program within Saudi Vision 2030.
The Kingdom has developed a comprehensive national system for drowning prevention, led by the Public Health Authority "Weqaya" through the Permanent Joint Committee for Drowning Prevention, with the participation of (13) government entities, to unify efforts, enhance coordination, and direct evidence-based preventive interventions towards the highest-risk groups and locations. This has contributed to achieving tangible results in protecting lives and enhancing public health.
The impact of the national system has extended to international forums; the Public Health Authority "Weqaya" presented the Kingdom's experience during the World Health Assembly meetings in Geneva 2026 under the title "From Decision to Results... A Practical Model for Implementing Drowning Prevention Efforts," highlighting the transformation of policies into tangible results through governance, data utilization, and the integration of efforts across sectors, supporting global efforts to reduce drowning-related fatalities and injuries.
On the community side, the Public Health Authority "Weqaya" emphasized the importance of adhering to water safety guidelines, foremost among them direct and continuous supervision of children in or near water, not leaving them unsupervised, securing pools with barriers and locked gates, swimming in designated areas, adhering to lifeguard instructions and warning signs, checking weather conditions before engaging in marine activities, as well as learning swimming skills for both adults and children.
The Kingdom continues to develop its drowning prevention system, enhance data-driven preventive interventions, and expand partnerships among relevant entities, reinforcing the sustainability of achievements and establishing the Kingdom as a global model in protecting lives and enhancing community safety.
