اشترطت وزارة السياحة تقديم ضمان مالي يبدأ بـ 50 ألف ريال ويرتفع إلى 800 ألف، للحصول على ترخيص خدمات السفر والسياحة لفئة خدمات سفر وسياحة عام، ويُعمل به فوراً. وحددت الوزارة، سقف الـ 800 ألف ريال في حال تضمنت الخدمات المطلوب الترخيص بممارستها ترتيب خدمات إصدار التأشيرات للراغبين في القدوم إلى السعودية. يشار إلى أن القرار صدر بناءً على المادة (13) من لائحة خدمات السفر والسياحة، التي نصت على أن «يُحدد بقرار من الوزير أو مَن يفوضه مقدار الضمان المالي، على ألا يتجاوز مليوني ريال، ونوع وثيقة التأمين، والفئة التي يشترط فيها تقديم الضمان المالي أو وثيقة التأمين أو كليهما معًا للحصول على الترخيص». وطبقاً لخبير السفر ومالك إحدى وكالات السفر أحمد الزهراني، فإن خدمات السفر والسياحة أسهمت في ترتيب وتنظيم وتقديم الخدمات في مجال السياحة، والأنشطة السياحية أو مرافق الضيافة وحجزها. وأضاف أن مسيرة تنظيم القطاع حققت خطوات كبيرة وتم بناء النظام استئناساً بأفضل الممارسات العالمية، والنظام لا يكتفي بتقديم حلول للمشكلات الحالية، لكنه يضع رؤية مستقبلية للأنماط السياحية التي قد تستجد لاحقاً.
واختتم الزهراني، بأن قطاع السياحة يحظى بالاهتمام الكبير باعتبار أن الاستثمار في قطاع السياحة أحد مرتكزات رؤية 2030، والنظام يعد ملهماً لقطاع السياحة، بما تضمنه من نصوص من شأنها أن تعزز جدار الثقة بين المستثمرين والسياح والجهات الأخرى.
The Ministry of Tourism has stipulated the provision of a financial guarantee starting at 50,000 riyals and rising to 800,000, in order to obtain a travel and tourism services license for the general category of travel and tourism services, which will take effect immediately. The ministry specified the ceiling of 800,000 riyals in cases where the services for which the license is requested include arranging visa issuance services for those wishing to come to Saudi Arabia. It is noted that the decision was issued based on Article (13) of the Travel and Tourism Services Regulation, which states that "the amount of the financial guarantee shall be determined by a decision from the minister or his delegate, not to exceed two million riyals, and the type of insurance document, and the category that requires the provision of the financial guarantee or the insurance document or both together to obtain the license." According to travel expert and owner of a travel agency, Ahmed Al-Zahrani, travel and tourism services have contributed to organizing and providing services in the field of tourism, tourist activities, or hospitality facilities and their reservations. He added that the process of organizing the sector has achieved significant steps, and the system has been built based on the best global practices, and the system does not only provide solutions to current problems but also sets a future vision for the tourism patterns that may emerge later.
Al-Zahrani concluded that the tourism sector receives great attention as investment in the tourism sector is one of the cornerstones of Vision 2030, and the system serves as an inspiration for the tourism sector, with provisions that are likely to enhance the wall of trust between investors, tourists, and other parties.
