أصدر وزير الخارجية الأمير فيصل بن فرحان قراراً بتكليف منال رضوان مستشاراً ومبعوثاً خاصاً للمفاوضات وجهود السلام. وتتمتع رضوان بخبرات تراكمية متعددة في العمل الدبلوماسي، وتقلدت مواقع رفيعة في الخارجية وبعثاتها في دول عدة، فضلاً عن عملها ضمن الوفد السعودي في محافل ومؤتمرات دولية.
ومن المهام التي تقلدتها في وزارة الخارجية عملها سكرتيراً أول في بعثة السعودية لدى الأمم المتحدة وسكرتيراً ثانياً في بعثة جامعة الدول العربية وبالسفارة السعودية في واشنطن، كما شغلت منصب مساعد مدير الشؤون السياسية وشؤون الكونغرس في السفارة.
في يوليو الماضي رأست الوفد السعودي في اجتماع التحالف العالمي لتنفيذ حل الدولتين في روما، وطرحت في اللقاء موقف المملكة بشأن الإطار السياسي لإنهاء الصراع الفلسطيني الإسرائيلي.
وخلال مداخلتها، استعرضت منال الدور التاريخي للسعودية في جهود الوساطة وصناعة السلام المستدام، ودعمها المستمر للقضايا المحورية في المنطقة، مؤكدة أن النهج السعودي في بناء السلام يستند إلى احترام الحقوق، وصون الكرامة الإنسانية، وتحقيق الأمن للجميع دون استثناء.
وشددت على أن محاولات الهيمنة التي شهدتها المنطقة عبر العقود أثبتت عدم جدواها، وأن كلفتها الإنسانية والسياسية والاقتصادية على شعوب المنطقة كانت ولا تزال باهظة.
وأوضحت أن تحقيق الاستقرار الدائم لا يمكن أن يقوم على منطق الغلبة أو فرض الأمر الواقع، بل يرتكز على منظومة للأمن الجماعي تقوم على الشراكة والتعاون، واحترام سيادة الدول ومؤسساتها الوطنية. كما مثلت السعودية في اجتماعات دولية مرتبطة بالقضية الفلسطينية والجهود الرامية إلى تنفيذ حل الدولتين، ودافعت في أكثر من محفل عن الانتقال من إدارة الأزمات المتكررة إلى بناء مسار سياسي أكثر استدامة.
وتحمل منال رضوان درجة الدكتوراه في حل النزاعات من جامعة جورج ماسون، والماجستير في العلوم السياسية من جامعة جورج واشنطن، والدبلوم العالي في القانون الدولي لحقوق الإنسان من الجامعة الأمريكية بالقاهرة. كما نالت الماجستير في دراسات السلام وحل النزاعات من جامعة جورج ماسون، والبكالوريوس في العلوم السياسية من جامعة جورج واشنطن.
The Foreign Minister, Prince Faisal bin Farhan, has appointed Manal Radwan as an advisor and special envoy for negotiations and peace efforts. Radwan has extensive and diverse experience in diplomatic work, having held senior positions in the Foreign Ministry and its missions in several countries, in addition to her work within the Saudi delegation at international forums and conferences.
Among the roles she has held in the Foreign Ministry are serving as First Secretary at the Saudi Mission to the United Nations and as Second Secretary at the Arab League Mission and the Saudi Embassy in Washington. She also held the position of Assistant Director of Political Affairs and Congressional Affairs at the embassy.
Last July, she led the Saudi delegation at the Global Coalition meeting to implement the two-state solution in Rome, where she presented the Kingdom's position on the political framework for ending the Israeli-Palestinian conflict.
During her remarks, Manal highlighted Saudi Arabia's historical role in mediation efforts and sustainable peacebuilding, as well as its ongoing support for key issues in the region, emphasizing that the Saudi approach to peacebuilding is based on respecting rights, preserving human dignity, and ensuring security for all without exception.
She stressed that the attempts at hegemony witnessed in the region over the decades have proven ineffective, and that their humanitarian, political, and economic costs on the peoples of the region have been, and continue to be, exorbitant.
She clarified that achieving lasting stability cannot be based on the logic of dominance or imposing facts on the ground, but rather relies on a system of collective security based on partnership and cooperation, and respecting the sovereignty of states and their national institutions. She also represented Saudi Arabia at international meetings related to the Palestinian issue and efforts aimed at implementing the two-state solution, advocating in multiple forums for the transition from managing recurring crises to establishing a more sustainable political path.
Manal Radwan holds a Ph.D. in Conflict Resolution from George Mason University, a Master's degree in Political Science from George Washington University, and a Graduate Diploma in International Human Rights Law from the American University in Cairo. She also earned a Master's degree in Peace Studies and Conflict Resolution from George Mason University, and a Bachelor's degree in Political Science from George Washington University.
