رفع وزير الموارد البشرية والتنمية الاجتماعية المهندس أحمد بن سليمان الراجحي شكره وتقديره لخادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، وولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود، بمناسبة صدور موافقة مجلس الوزراء على نظام التعاونيات الجديد.
وأكّد أن الموافقة تجسّد اهتمام القيادة الرشيدة بتطوير البيئة التشريعية والتنظيمية للقطاع التعاوني، وتعزيز دوره الاقتصادي والاجتماعي، ورفع مساهمته في تحقيق مستهدفات التنمية وتنويع الاقتصاد الوطني.
وأوضح أن النظام يُمثّل تحولاً نوعياً نحو إطار تشريعي أكثر مرونة يركز على النمو والتمكين والاستدامة، ويعزز استقلالية التعاونيات ومبادئ الحوكمة والشفافية والمساءلة ومشاركة الأعضاء، إلى جانب تمكين التعاونيات المركزية وتوسيع نطاق الخدمات المشتركة وتنظيم عمليات الدمج بما يعزز الاستفادة من الموارد والقدرة التنافسية، ويدعم تنويع الأنشطة والاستثمارات وتحقيق الاستدامة المالية.
وبيّن أن النظام جاء ثمرة عمل مؤسسي، استفاد من التجارب الدولية والممارسات الرائدة، بمشاركة الجهات ذات العلاقة والقطاع التعاوني وأصحاب المصلحة، بما يواكب الاحتياجات الحالية والمستقبلية للقطاع.
واختتم بتأكيد أن النظام الجديد يؤسس لمرحلة أكثر نموّاً واستدامة للقطاع التعاوني، ويدعم تمكين المجتمعات المحلية وتوفير فرص اقتصادية جديدة وتوسيع الشراكات، بما يعزز مساهمة القطاع في الناتج المحلي غير النفطي والتنمية الوطنية.
The Minister of Human Resources and Social Development, Engineer Ahmed bin Suleiman Al-Rajhi, expressed his gratitude and appreciation to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and to the Crown Prince and Prime Minister, Prince Mohammed bin Salman bin Abdulaziz Al Saud, on the occasion of the Cabinet's approval of the new Cooperative System.
He affirmed that the approval reflects the leadership's keen interest in developing the legislative and regulatory environment for the cooperative sector, enhancing its economic and social role, and increasing its contribution to achieving development goals and diversifying the national economy.
He explained that the system represents a qualitative shift towards a more flexible legislative framework that focuses on growth, empowerment, and sustainability, and enhances the independence of cooperatives along with the principles of governance, transparency, accountability, and member participation. Additionally, it empowers central cooperatives, expands the scope of shared services, and organizes merger processes to enhance resource utilization and competitiveness, while supporting the diversification of activities and investments and achieving financial sustainability.
He indicated that the system is the result of institutional work that benefited from international experiences and leading practices, with the participation of relevant entities, the cooperative sector, and stakeholders, in line with the current and future needs of the sector.
He concluded by affirming that the new system establishes a more prosperous and sustainable phase for the cooperative sector, supports the empowerment of local communities, provides new economic opportunities, and expands partnerships, thereby enhancing the sector's contribution to non-oil GDP and national development.
