أكد وزير الموارد البشرية والتنمية الاجتماعية المهندس أحمد سليمان الراجحي، أن موافقة مجلس الوزراء على نظام التعاونيات الجديد تؤسّس لمرحلة أكثر نمواً واستدامة للقطاع التعاوني، وتعزّز دوره الاقتصادي والاجتماعي، بما يدعم تنويع الاقتصاد الوطني وتحقيق مستهدفات التنمية.
وأوضح أن النظام يُمثّل تحوّلاً نوعياً نحو إطار تشريعي أكثر مرونة يركّز على النمو والتمكين والاستدامة، ويعزّز استقلالية التعاونيات ومبادئ الحوكمة والشفافية والمساءلة ومشاركة الأعضاء.
وأشار إلى أن النظام يتيح تمكين التعاونيات المركزية، وتوسيع نطاق الخدمات المشتركة، وتنظيم عمليات الدمج، بما يعزّز كفاءة استخدام الموارد والقدرة التنافسية، ويدعم تنويع الأنشطة والاستثمارات وتحقيق الاستدامة المالية.
وبيّن الوزير الراجحي، أن النظام جاء ثمرة عمل مؤسسي استفاد من التجارب الدولية والممارسات الرائدة، وبمشاركة الجهات ذات العلاقة والقطاع التعاوني وأصحاب المصلحة، بما يواكب الاحتياجات الحالية والمستقبلية للقطاع.
ورفع الوزير الراجحي، شكره وتقديره لخادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان، بمناسبة صدور الموافقة، مؤكداً أن النظام يعكس اهتمام القيادة بتطوير البيئة التشريعية والتنظيمية للقطاع التعاوني وتعزيز إسهامه في الاقتصاد الوطني.
وأضاف أن النظام يدعم تمكين المجتمعات المحلية، وتوفير فرص اقتصادية جديدة، وتوسيع الشراكات، بما يعزّز مساهمة القطاع في الناتج المحلي غير النفطي والتنمية الوطنية.
The Minister of Human Resources and Social Development, Engineer Ahmed Suleiman Al-Rajhi, confirmed that the Cabinet's approval of the new Cooperative Law establishes a phase of greater growth and sustainability for the cooperative sector, enhancing its economic and social role, which supports the diversification of the national economy and achieving development targets.
He explained that the law represents a qualitative shift towards a more flexible legislative framework that focuses on growth, empowerment, and sustainability, and enhances the independence of cooperatives along with the principles of governance, transparency, accountability, and member participation.
He pointed out that the law enables the empowerment of central cooperatives, expands the scope of shared services, and organizes merger processes, which enhances the efficiency of resource use and competitiveness, and supports the diversification of activities and investments, achieving financial sustainability.
Minister Al-Rajhi indicated that the law is the result of institutional work that benefited from international experiences and leading practices, with the participation of relevant entities, the cooperative sector, and stakeholders, in line with the current and future needs of the sector.
He expressed his gratitude and appreciation to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and the Crown Prince, Prime Minister Prince Mohammed bin Salman, on the occasion of the approval, affirming that the law reflects the leadership's interest in developing the legislative and regulatory environment for the cooperative sector and enhancing its contribution to the national economy.
He added that the law supports the empowerment of local communities, provides new economic opportunities, and expands partnerships, which enhances the sector's contribution to non-oil GDP and national development.
