أصدر رئيس الهيئة العامة للنقل المهندس فواز زنعاف السهلي، قراراً بتشكيل خمس لجان متخصصة للنظر في التظلمات والمخالفات المرتبطة بأحكام نظام النقل البري على الطرق ولوائحه التنفيذية، وفق اختصاصات محددة لكل لجنة.
وتشمل اللجان: لجنة التظلمات على مخالفات النظام، ولجنة مخالفات أنشطة النقل بسيارة الأجرة والوساطة في نقل الركاب عبر التطبيقات الإلكترونية، ولجنة مخالفات الشاحنات الأجنبية، ولجنة مخالفات النقل الخفيف للبضائع وتوصيل الطلبات، ولجنة مخالفات الأنشطة الأخرى. وحدد القرار اختصاص كل لجنة بالنظر في المخالفات الواقعة ضمن نطاق عملها وإيقاع العقوبات النظامية، فيما تتولى لجنة التظلمات دراسة الاعتراضات المقدمة على مخالفات أحكام النظام. وتعمل اللجان وفق قواعد عمل لجنة النظر في التظلمات ومخالفات أحكام نظام النقل البري على الطرق، لمدة ثلاث سنوات من تاريخ صدور القرار، بما ينظم إجراءات النظر في المخالفات والتظلمات ويحدد الجهة المختصة بكل نوع منها، ويعزز وضوح المسار النظامي لحفظ حقوق الأطراف ومراجعة القرارات وفق الأطر المعتمدة.
The Chairman of the Public Transport Authority, Engineer Fawaz Zna'af Al-Suhaili, issued a decision to form five specialized committees to consider grievances and violations related to the provisions of the Land Transport System and its executive regulations, with specific competencies assigned to each committee.
The committees include: the Grievance Committee for system violations, the Violations Committee for taxi transport activities and passenger transport mediation via electronic applications, the Violations Committee for foreign trucks, the Violations Committee for light goods transport and delivery services, and the Violations Committee for other activities. The decision specifies the jurisdiction of each committee to consider violations occurring within its scope of work and to impose regulatory penalties, while the Grievance Committee is responsible for studying objections submitted against violations of the system's provisions. The committees will operate according to the rules of the Grievance and Violations Committee for the Land Transport System for a period of three years from the date of the decision's issuance, organizing the procedures for considering violations and grievances and determining the competent authority for each type, thereby enhancing the clarity of the regulatory path to protect the rights of the parties and review decisions according to the approved frameworks.
