أطلقت الهيئة العامة للغذاء والدواء برنامج «نادر» ضمن الإطار التنظيمي لأدوية الأمراض النادرة، في خطوةٍ تهدف إلى تعزيز تطوير وترخيص المستحضرات الدوائية المخصصة لعلاج الأمراض النادرة، وتوفير محفزات تنظيمية وعلمية تسهم في تسريع وصولها إلى المرضى، وذلك استمرارًا لترسيخ مكانة المملكة ضمن الدول السبّاقة في مجال دعم الباحثين والمبتكرين، لإيجاد حلول مبتكرة تُسهم في تطوير منظومة الرعاية الصحية.
وأوضحت الهيئة أن البرنامج يستهدف المستحضرات الدوائية المخصصة لعلاج أو الوقاية من الأمراض النادرة التي يقل معدل انتشارها عن خمس حالات لكل 10 آلاف شخص في المملكة، شريطة عدم وجود علاج فعّال لها أو أن يقدم المستحضر فائدة علاجية تتجاوز الخيارات العلاجية المتاحة، إضافةً إلى أن يكون المستحضر في مرحلة التطوير أو حاصلًا على ترخيص من جهة رقابية أخرى دون أن يكون مسجلًا في المملكة.
وأشارت «الغذاء والدواء» إلى أن توفير الدعم لتسريع حصول المصابين بالأمراض النادرة على هذه الأدوية يحظى بأولوية قصوى، من خلال حزمة من المحفزات والتسهيلات، تشمل تقديم الدعم العلمي والتنظيمي، واعتماد أساليب مرنة ومبتكرة لإعداد الأدلة العلمية بما يراعي محدودية أعداد المرضى، إلى جانب تطبيق إجراءات مرنة لتسجيل المصانع، ودعم متطلبات تقارير السلامة الدورية.
يأتي إطلاق البرنامج ضمن جهودها المستمرة لتمكين المرضى من الوصول إلى العلاجات الواعدة، وتوفير رعاية صحية متكاملة للمستفيدين في المملكة، بما يتوافق مع مستهدفات رؤية السعودية 2030 الرامية إلى تعزيز جودة الحياة.
The Saudi Food and Drug Authority has launched the "Nader" program within the regulatory framework for rare disease medications, in a step aimed at enhancing the development and licensing of pharmaceutical products dedicated to treating rare diseases, and providing regulatory and scientific incentives that contribute to accelerating their availability to patients. This continues the Kingdom's efforts to establish itself among the leading countries in supporting researchers and innovators to find innovative solutions that contribute to the development of the healthcare system.
The Authority clarified that the program targets pharmaceutical products dedicated to the treatment or prevention of rare diseases with a prevalence rate of less than five cases per 10,000 people in the Kingdom, provided that there is no effective treatment available or that the product offers therapeutic benefits that exceed existing treatment options. Additionally, the product must be in the development stage or have received approval from another regulatory authority without being registered in the Kingdom.
The Food and Drug Authority indicated that providing support to expedite access for patients with rare diseases to these medications is a top priority, through a package of incentives and facilities, including providing scientific and regulatory support, adopting flexible and innovative methods for preparing scientific evidence that considers the limited number of patients, as well as implementing flexible procedures for factory registration and supporting the requirements for periodic safety reports.
The launch of the program comes as part of its ongoing efforts to enable patients to access promising treatments and provide comprehensive healthcare for beneficiaries in the Kingdom, in line with the objectives of Saudi Vision 2030 aimed at enhancing quality of life.
