رحبت المملكة العربية السعودية بقرار الولايات المتحدة الأمريكية إلغاء العقوبات المفروضة علىسورية، بموجب قانون (قيصر)، مؤكدةً أن هذه الخطوة من شأنها دعم الاستقرار والازدهار والتنمية بما يحقق تطلعات الشعب السوري الشقيق.
دور إيجابي كبير
وثمنت المملكة الدور الإيجابي الكبير الذي قام به الرئيس الأمريكي دونالد ترمب في هذا الإطار بدءًا من إعلانه رفع جميع العقوبات المفروضة على سورية خلال الزيارة التاريخية التي قام بها للرياض في شهر مايو 2025م، وانتهاءً بتوقيعه لقانون تفويض الدفاع الوطني 2026م الذي تضمن إلغاء قانون قيصر.
وأعربت المملكة عن خالص تهانيها للقيادة وللحكومة السورية وللشعب السوري الشقيق برفع جميع العقوبات المفروضة على سورية، وتقديرها للخطوات التي تتخذها الحكومة السورية لإعادة الاستقرار في جميع المناطق السورية وتهيئة الظروف لإعادة بناء الدولة السورية واقتصادها وعودة اللاجئين والمهجرين السوريين لمناطقهم.
لحظة مفصلية في تاريخ سورية
يمثل قرار رفع العقوبات وإلغاء "قانون قيصر" لحظةً مفصليةً في تاريخ سورية، وحدثاً بالغ الأهمية سيكون له أثر إيجابي في تعافي الاقتصاد السوري بمختلف جوانبه، ما يوجب على الشعب السوري التفاؤل بمستقبل واعد للدولة السورية ودعم الحكومة في جهودها الحثيثة للنهوض .
ويجىء توقيع الرئيس الأمريكي قرار إلغاء "قانون قيصر" ورفع العقوبات عن سورية كثمرة لجهود ولي العهدالأمير محمد بن سلمان الرامية لرفع العقوبات الدولية عن سورية والتي بدأت بتلبية الرئيس ترمب لطلب ولي العهدرفع العقوبات الأمريكية المفروضة عليها خلال زيارته للمملكة في مايو الماضي.
تعزيز الأمن والاستقرار
من المؤكد أن إلغاء "قانون قيصر" سوف يسهم في تعزيز أمن واستقرار سورية وإنجاح العملية الانتقالية، ودعم الحكومة في التصدي لما تواجهه من تحديات اقتصادية والإسهام في رفع المعناة عن الشعب السوري.
كما أنه يدعمجهود تعافي الاقتصاد السوري بشكل كبير من خلال إنهاء ملاحقة الأفراد والشركات التي تتعامل مع سورية، ما يفتح المجال أمام عودة النشاط الاقتصادي بشكل أوسع، وتخلص سورية من جميع أشكال العقوبات التي كانت مفروضة عليها.
ومن شأن هذا القرارفك الحظر عن أموال البنك المركزي والأصول السورية المجمدة في الخارج، ما يسمح بإجراء إصلاح شامل في القطاع المصرفي، وإعادة تفعيل نظام التحويل العالمي "سويفت"، وتسهيل عمليات التصدير وخفض أسعار السلع المستوردة.
جهود سعودية في رفع العقوبات
ولاشك أن إلغاء "قانون قيصر"جاء نتيجة لجهود المملكة في رفع العقوبات الدولية عن سورية وامتداداً لمبادراتهاالداعمة لتعافي الاقتصاد السوري، والتي شملت دعم الرواتب، المساهمة في سداد متأخرات سورية لدى مجموعة البنك الدولي البالغة نحو 15 مليون دولار، وكذلك الدعم المقدم من المملكة لقطاع الطاقة السوري، البالغ مليون و650 ألف برميل من النفط الخام .
The Kingdom of Saudi Arabia welcomed the decision of the United States of America to lift the sanctions imposed on Syria under the Caesar Act, affirming that this step would support stability, prosperity, and development in a way that fulfills the aspirations of the Syrian brotherly people.
A Significant Positive Role
The Kingdom appreciated the significant positive role played by U.S. President Donald Trump in this context, starting with his announcement to lift all sanctions imposed on Syria during his historic visit to Riyadh in May 2025, and ending with his signing of the National Defense Authorization Act 2026, which included the repeal of the Caesar Act.
The Kingdom expressed its sincere congratulations to the leadership, the Syrian government, and the Syrian brotherly people on the lifting of all sanctions imposed on Syria, and its appreciation for the steps taken by the Syrian government to restore stability in all Syrian regions and to create the conditions for rebuilding the Syrian state and its economy, as well as the return of Syrian refugees and displaced persons to their areas.
A Pivotal Moment in Syrian History
The decision to lift the sanctions and repeal the "Caesar Act" represents a pivotal moment in Syrian history, and an event of great importance that will have a positive impact on the recovery of the Syrian economy in various aspects, which necessitates that the Syrian people remain optimistic about a promising future for the Syrian state and support the government in its diligent efforts for advancement.
The signing by the U.S. President of the decision to repeal the "Caesar Act" and lift sanctions on Syria comes as a result of the efforts of Crown Prince Mohammed bin Salman aimed at lifting international sanctions on Syria, which began with President Trump's response to the Crown Prince's request to lift the American sanctions imposed on it during his visit to the Kingdom last May.
Enhancing Security and Stability
It is certain that the repeal of the "Caesar Act" will contribute to enhancing the security and stability of Syria and the success of the transitional process, supporting the government in addressing the economic challenges it faces and alleviating the suffering of the Syrian people.
It also significantly supports the recovery of the Syrian economy by ending the pursuit of individuals and companies that deal with Syria, opening the door for a broader return of economic activity, and freeing Syria from all forms of sanctions that were imposed on it.
This decision would lift the freeze on the central bank's funds and Syrian assets frozen abroad, allowing for comprehensive reform in the banking sector, reactivating the global transfer system "SWIFT," facilitating export operations, and reducing the prices of imported goods.
Saudi Efforts in Lifting Sanctions
Undoubtedly, the repeal of the "Caesar Act" came as a result of the Kingdom's efforts to lift international sanctions on Syria and as an extension of its initiatives supporting the recovery of the Syrian economy, which included supporting salaries, contributing to the payment of Syria's arrears to the World Bank Group amounting to approximately $15 million, as well as the support provided by the Kingdom to the Syrian energy sector, amounting to 1,650,000 barrels of crude oil.
